Zoning anti nnexation cltommitte
The June 26,2000 meeting of the Zoning and Annexation Committee was called to order
by its Chairperson, Council Member Karen L. White at 4:30 pm in the Council Informal Meeting
room.
Persons in attendance included Council Members Aranowski, Pfeifer, Kelly,King,Varner,
Ujdak, Coleman, White and Kirsits; Timothy Lykowski, Todd Zeiger, Beth Leonard, Cassandra
Moran, Larry Magliozzi, J. Edward Talley, Maureen Bolton, Johnathan Bolton, Noreen Drew,
Terry Bland of the Rout Vogt tribtnt,and Kathleen Cekanski-Farrand, Council Attorney.
Council Member White noted that the first item on the agenda was to continue the review of
substitute Bill No. 27-00 which is a request to designate the Remedy Building located at 501 West
Colfax as an historic landmark.
Mr. J. Edward Talley, Director of the Historic Preservation Commission interim protection
was sought for it in September of 1999 because of the threat to demolish the structure. The
structure is ranked a"Significant 12"and was built in 1895. He noted that significant progress has
been made since the last meeting and that his agency and the Historic Landmarks Foundation of
Indiana have continued to work together in their attempt to save the structure and to relocate it.
Mr. Todd Zeiger, Director of the Northern Regional office of the Historic Landmarks
Foundation of Indiana, noted that a letter dated June 21, 2000 (copy attached)and signed by J.
Reid Williamson, Jr., President of the Historic Landmarks Foundation of Indiana, was sent to the
Council. It stated that the Foundation unanimously approved the commitment of financial
resources to undertake the relocation and restoration of the Remedy Building. Mr. Zeiger stated
that the RFP would be done in July and August and that the move should take place in September
or October 2000.
Residents speaking in favor of the proposed Bill included Noreen Drew, Maureen and
Johnathan Bolton.
Mr. Tim Litkowski suggested that the Council not take action on the building until it is
moved from his property.
Council Member Kirsits inquired as to where the building would be moved. Mr. Zeiger
stated that it would be re-located to the corner of Franklin and Washington Street.
Dr. Varner noted a number of pitfalls where the property owner, Mr. Litkowski, may not
be protected if the Council took action this evening.
Council Member Coleman appreciated the number of residents who spoke in favor of the
Bill. He thank Mr. Zeiger and Mr. Talley for their efforts to make this project work. He stated
that he too has concerns and that perhaps a revised designation would be forthcoming once the
building is moved to its new location. He stated at that time he would support the Bill, but would
prefer to continue the measure indefinitely this evening.
Upon questioning, the Council Attorney noted that Historic Preservation could take action
totally separate from any Council action to renew the interim protection status on the building.

Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner
that Substitute Bill No. 27-00 be recommended to be continued indefinitely. The motion passed.
The Committee then reviewed Bill No. 00-78 which addresses the fiscal plan and policies
for services to the annexed area in Warren and German Townships commonly known as the James
and Barbara Kidder Annexation. Larry Magliozzi made the presentation. The area is on the south
side of the Indiana East-West Toll Road west of Olive Road. It contains 108.74 acres and has no
buildings on the site currently. He noted that essential city services and facilities can be made
available. It includes the right-of-way portion and is a part of the original Kidder Farm.
Following discussion, Council member Coleman made a motion, seconded by Council
Member Varner that Bill No. 00-78 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member White
adjourned the meeting at 4:50 p.m.
