DESCRIPTION OF STRUCTURE/ SITE: Farmstead with house, log house, two barns and other outbuildings.
The irregular-floor plan farmhouse has wood clapboard with aluminum siding covering and multiple additions.
Majority of windows have been replaced. Carved fan/spindle decorations are under eave beneath the gables of the
roof.
ALTERATIONS: The summer kitchen appears to have been demolished without COA between 2003 and 2005.
The large barn was demolished without COA sometime between 1998 and 2002. COA 1996-1203 requested ap-
proval for the demolition of the summer kitchen but was denied.
APPLICATION ITEMS: “Addition, Attached Garage, Siding replacement, Windows, Doors, Stone around foun-
dation, Landscaping / Removing 8” Alum. Siding with 8” vinyl siding, replacing vinyl windows with new vinyl win-
dows. Addition to ad more living space.”
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
Construct large addition to existing structure, including replacing all windows, doors, and siding.
This project is for a comprehensive reconstruction of the existing farm house, removing existing later additions.
The proposed project includes adding a large addition to the west of the existing main structure, including a large
two bay garage. The structure will be resided in 8” white vinyl siding and new black vinyl windows of various siz-
es and configurations will be installed. Existing decorative under-eave fan/spindle decorative elements will be re-
moved and replaced with simple black decorative bracketry. The roof will be re-shingled in GAF timerbline as-
phalt shingles.
The primary changes to the massing of the structure are a new living space to the south, and the new garage wing to
the west (rear). A small covered porch with gabled roof will be added to the southeast corner of the structure. The
primary façade of the structure will be altered by the configuration of the windows and the inclusion of the covered
porch. The entrance door will remain in the same location, but will now be under a covered porch.
The overall design of the proposed addition and alterations is in the ‘farmhouse chic’ aesthetic.
STANDARDS AND GUIDELINES: “GROUP B” Standards
Preservation Standards for local historic landmarks are used by the Historic Preservation Commission whenever
exterior changes are proposed for officially designated structures. Review is required when proposed plans for
building and development indicate the architectural character of the landmark will be changed, i.e., review is re-

quired for any project that affects the exterior of the building, site, outbuildings, grounds and landscaping. These
standards are an extension of the present Ordinance #5567-73 and #54A-973 already adopted to implement a com-
prehensive program of historic preservation.
The present historic preservation ordinances empower the Commission to issue or deny a Certificate of Appropri-
ateness prior to the construction, reconstruction, alteration, demolition, or moving of any landmark. The ordinance
also gives the Commission the power to establish reasonable and just standards for the preservation of historic land-
marks, including architectural treatment, site development and maintenance provisions, providing that the standards
are in keeping with the intent of the ordinance and that the standards apply only to the exterior features of the his-
toric landmark. These standards guide the commission in their review of Certificates of Appropriateness.
The two major conditions under which change will occur are maintenance or improvement and the demolition of an
existing landmark.
The Historic Preservation Commission has established two levels of preservation standards—Group A and Group
B. Group A standards are the more comprehensive of the two and require that the original character of the building
be maintained or restored. Group B (your Standards) require that the building be maintained as is and, if possi-
ble, returned to the original. One of these levels will be selected at the time of designation. Both require a Certifi-
cate of Appropriateness before the construction, reconstruction, alteration, demolition, or moving of any landmark
structure or site.
The property owner is responsible for furnishing the Commission with a complete description of the proposed
changes. This information may be plans, elevations, specifications, photographs, or other means to accurately de-
scribe the project. When an application is being reviewed, it will be the responsibility of the applicant to demon-
strate that the new work is compatible.

Shall—Defined as an expression of something that is mandatory or must be done.
Should—Defined as an expression of obligation, something that ought to be done but that is open to compromise.
Required—Defined as work which shall be done in a restoration or rehabilitation project in order to restore or
maintain the original or existing character of the structure or site.
Recommended—Defined as work which should be done to help restore or maintain the original or existing charac-
ter of the structure or site.
Prohibited—Defined as work which shall not be permitted in a restoration or rehabilitation project because it may
have a negative impact on the original or existing character of the structure or site.
Gඋඈඎඉ B Sඍൺඇൽൺඋൽඌ
The Commission has the authority to determine the architectural merits and the extent of any proposed treatment,
renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or
samples where appropriate.
Maintenance
The maintenance of any historical structure or site shall in no way involve any direct physical change except for the
general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all
structure or sites (appendix A: Minimum Maintenance Standards).
Treatment
Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such
improvements include re-roofing, glazing, or landscaping lawns and may involve a change that can potentially en-
hance or detract from the character of the landmark. A treatment change of any surface whether on the landmark
or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the
landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness

may be necessary. The commission should review the proposed treatment for character and style consistency
with the original surfaces.
C. Renovation and Additions
Renovation is the modification of a structure, which does not alter the general massing while an addition, is
a change in mass. A modification, which involves the removal of a part of the landmark, should be consid-
ered under demolition (see demolition).
Additions to landmarks should not detract from the original form and unity of the landmark and should not
cover singular examples of architectural detail. Additions to landmarks should be added in a manner that
does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of
the existing structures should be carried through in the additions. Care should be taken not to change or
alter the following:
1. Structure—–Necessary structural improvements, where safety demands should be accomplished
in such a way as to cause minimal visual change to the original style and construction.
2. Material—Additions and improvements involving any new material in the landmark should be of
the same material as the original. It should be the same size and texture. An alternative material may be
allowed if it duplicates the original.
a. wood—all wood trim should conform with existing trim in shape and size.
b. siding materials—the Commission discourages the covering or alteration of original materials
with additional siding. Structures already sided with incompatible materials should be returned to a
siding similar to the original when renovation is considered.
D. Demolition
Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is
the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods
should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition
of the landmark shall be responsible for this documentation.
E. Moving
The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is
necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness.
F. Signs
No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super-graphics
will also be disallowed. Only one appropriate identifying sign will be permitted per business.
G. Building Site and Landscaping
(These standards apply to both A and B)
1. Required
Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches
which reflect the property’s history and development shall be retained. Dominant land contours shall be retained.
Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new
walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic
character of the site and neighborhood and inconspicuous when viewed from a public way.
2. Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photo-
graphs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing de-
terioration to the buildings historic fabric should be removed. However, trees and plant materials that must be re-
moved should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases
where historic documentation would indicate such fencing appropriate. Fencing should be in character with the
buildings style, materials, and scale.

3. Prohibited
No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walk-
ways, outbuildings, and other elements before evaluating their importance to the property’s history and develop-
ment. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of
unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be
viewed from public thoroughfares.
SITE VISIT REPORT: Administrator Toering visited the site on Monday, March 6, 2023 to discuss the proposed
project with the applicant and the contractors. Staff documented the condition of the primary structure (as well as
the cabin) at that time. The farmhouse exhibits multiple later additions, primarily on south/southwest sides, includ-
ing a large one and a half story shed roof addition that awkwardly interacts with the main structure. The exterior
aluminum siding is covering earlier wooden siding, this siding appears to be in the expected condition. Windows
on the primary structure appear to be later vinyl replacements. A wooden porch was recently removed in prepara-
tion of the proposed project.
STAFF RECOMMENDATION: The proposed changes constitute a comprehensive alteration to the exterior ap-
pearance, massing, configuration, and material of the structure. Original character defining features — specifically
the window configuration and proportions, as well as the under-eave decorative spindle work — are proposed for
removal or will be severely altered. The Standards and Guidelines state that “Structures already sided with incom-
patible materials should be returned to a siding similar to the original when renovation is considered.” Staff recom-
mends denial.

Ok sorry for the lack of detail wasn’t sure on how to put all the detail in the brief lines provided in description box of
the application.
For the reasons of why we are trying to pull permit to preform the major work is to create move living space in the
house for our large family of 24 members. The addition will be creating more space in the kitchen and dining room
where we all gather. There has been no updating on the house and we are try to make it better for growing family for
more years to come. This is a home that we are going to live in and then hopefully one our kids will take over after we
pass and this is the time that we can make it right to keep the structure of the home from rotting.
Reasoning for changing the windows out for new vinyl windows is what most of the windows have been replaced
with vinyl windows already and some windows have not been replaced. We want the windows to be the same to match
the inside design of the house. Also the windows now are all custom sizes so our thoughts are to change them to
standard size vinyl windows that are all energy efficient that will help with the cost of the project and the cost of our
electric bill over the next many years. We choose to do the double hung windows side by side for this allows all the
natural light to come and also the house is facing the big oak tree with a swing on and the play set for the kids so we
want to be able to view the outdoors as much as possible. The exterior doors will be metal that are fire proof and the
exterior door on the east side of the house is crack and broken and again these doors will make the house more
efficient. For the siding we are want to put on the 8” vinyl siding this will have the look as the 8” aluminum that is on
there now. There are spots on the aluminum siding that are missing or damaged causing there to be water damage and
this is the time to make it right. The vinyl siding is also being used for cost reason and when the contractor tells me it’s
the best product to use for the life of the house that the option I would want to take. For the garage it’s is being added
for a place to protect our vehicles from the weather and obviously a place for storage. There is also a Rec/ storage room
above the garage the renders just don’t show the window above the garage doors just because it was missed in the
drawing. Also in the drawing it shows the addition roof line not attaching to the second story of the home and that was
just also missed when the drawings were done but the roof will attach to make it look as if it was always there. For the
craftsman work in the cables the east side is the only side that is somewhat still standing both the north and south side
are basically non existent and to rebuild them would most likely cost more then the cost to do the addition. The
contractor said we could do a fancy detail in the gables we just need more time make something. We would love to be
able to keep what is there but they are past the point of fixing that the cost it would take to do. The drawings do a good
job of what my wife and I idea of a dream home would look like and I trust the contractors to make the major work look
like it belongs sense 1900 it will just have the modern materials that are design to be better. We are taking on this
project and choosing the products that we have choose to make the structure of the house be protected for years to
come. This is the time that my wife and I can make the farm house a dream home for our family and to make it function
the way we want our home to function.

1.The brief description hits on the major changes. I stress again – more information is
good. Adam, you might add a bit more narrative about your project and why you are doing
it. Examples:
1.This is a substantial alteration and addition to the existing house. Discuss how the new
addition is creating additional functional space. The argument for usability can be
important.
2.Talk about why the windows are being resized. The fact that the overwhelming majority
of windows have been replaced works in your favor, but the Commission will ask why
size and configuration (predominantly ‘one‐over‐one’) is being changed (to a large
format two‐over‐two double hung window, or… two double‐hung windows side‐by‐
side?).
3.The Commission will ask about the make and model of the proposed replacement/new
windows/doors. Specify the product.
4.The Commission will ask about the installation of vinyl siding on the house in lieu of
some other material (wood, cement board, etc).
5.The loss / removal of the decorative spindle work under eave is going to be tough to
discuss. The Commission will ask about that. Removing it will be seen by them as a
major ‘loss’ for the historical ‘character‐defining features’ of your home.
6.I mentioned to Joas on the phone that the rendering shows the new roof addition
terminating before connecting with the existing roof line. I know this is an error on the
part of the renderer/architect, but it would be helpful to call that out in your narrative
description. The Commissioners are eagle‐eyed, they will notice things like this and that
leads to more questions. You want to minimize those kinds of issues/questions as much
as possible. If possible, updating the rendering to reflect that would be advantageous.
2.When we talked on Monday, there was discussion about a second‐story addition above the
garage. Has that been definitively ruled‐out? If so, that’s fine – I’m just checking to make sure.
In short, I’m afraid that the Commission is not going to favorably review the project as presented,
because there’s a lot of questions. The proposal is for considerable change in the massing and
composition of the main house and removes some of the character defining features of the house. I will
begin preparing the staff report – but would strongly recommend that you would consider compiling
more information than what has been submitted and delay until the April meeting. Your chance of
success will increase with more concrete info. Prospect for denial is high as it currently presented.
