With over 12 years of roadway design experience, Michael has played
a critical role in numerous INDOT and LPA projects throughout the
state. He has managed or designed numerous pedestrian-related
projects. This experience provides the knowledge to bring new ideas
to the forefront while identifying and mitigating any challenges that arise.
Michael understands the best way to manage risk is by being accessible
during a project. This accessibility to the project team, as well as the City of
South Bend, will ensure deadlines and budgets are met while documenting
everything thoroughly. Finally, as a new member to the JPR family,
Michael will be able to dedicate all of his time to the success of the
project if selected.
RELATED PROJECT EXPERIENCE
Lincolnway West & Western Ave. Corridor
Redesign for the City of South Bend, IN
Project Engineer assisted with the pavement
marking and traffic signal modification plans for
reducing portions of the road from various lane
configurations to a 3-lane section with bike lanes
and on-street parking.
• Lincolnway West: Approximately 3-miles long
and extends from the South Bend Airport to
William Street, near downtown
• Western Avenue: Extends from Lafayette Street
near downtown to Mayflower Avenue, near the

Fairfield Avenue Streetscape for the
City of Fort Wayne, IN
Project Manager for a streetscape project along
Fairfield Avenue, from Walnut Street to Locust
Street. The project included the reconstruction
of curb, sidewalk, curb ramps, and streetscape
amenities to meet Fort Wayne and ADA standards.
As part of the project, several drainage issues were
also resolved. Michael was responsible for client
relations, QC/QA of plans, estimate and specs, as
well as maintaining the design budget.
North Street Trail for the City of Goshen, IN
Project Engineer for the construction of an 8-foot,
multi-use path on Ninth Street between College Av-
enue and Purl Street. The project includes new curb
ramps at existing intersections, utility coordination,
public involvement, and railroad coordination. The
path is designed to minimize impacts to existing
properties.
Chessie Trail, Phase II, for the
City of LaPorte, IN
Project Engineer and Utility Coordinator for a new
1.1-mile multi-use path through downtown Laporte.
The project consisted of utility coordination, plan
development, drainage design, curb ramp recon-
struction, and erosion control measures.
SR 933 Multi-Use Path for the
City of South Bend, IN
Project Engineer for a multi-use path along 0.75
miles of SR 933. The project included moving the
curb line of SR 933 to provide room for an 8-foot
multi-use path and new guardrail separation for
pedestrian and motorist safety. Responsibilities
included geometric, MOT, curb ramp, and drainage
design for the length of the corridor.

PROJECT UNDERSTANDING: DES. #2201235
This project extends the recently completed 0.75-miles of Coal Line
Trail another 0.60-miles to tie into the existing regional trail system. To
accomplish this task, survey, design of a 10-foot trail with accessible curb
ramps, environmental document, utility coordination, and construction
services will be provided. JPR understands the importance of providing
mobility throughout the City for pedestrians as well as motorists. The
Coal Line Trail will provide connectivity to many City amenities including
the Martin Luther King Jr. Community Center and the Transpo Public Bus
network.
The graphic on the next page identifies our proposed path of the
Coal Line Trail extension, as well as key elements along the trail
that generate pedestrian activity.

PROPOSED TRAIL ROUTE
The JPR team has analyzed several po-
tential routes for the proposed trail
shown on the previous page and deter-
mined the west side of College Street
to be the best option. This route avoids
a high voltage utility line along the east
side of the road, avoids costly right-of-
way disputes and multiple mid-block
crossings from utilizing the aban-
doned railroad right-of-way, and pro-
vides easiest trail access from public
transportation users. Additionally,
several options are available to cross
to the west side of College Street
safely. By utilizing raised crossings,
for instance, trail users will be more
visible to motorists. Finally, the JPR
team recommends extending the
project one block further to Or-
ange Street to connect into the ex-
isting City of South Bend Bicycle
Network.

SURVEY
Based on the scope of the project, the JPR survey team
will be able to gather topographic survey data safely and
efficiently by utilizing the latest drone technology. Since
necessary underground data will be minimal, the survey
team will be able to complete the survey faster than they
would by using only traditional survey methods - saving
the City time and money on the overall project.
RIGHT-0F-WAY ACQUISITION
As with utility coordination, the JPR team does not anticipate
any right-of-way acquisition necessary to complete the
project. If permanent or temporary right-of-way is required,
it will become a critical path item for this project. The JPR
team, along with Dodd Title, will investigate the need for
right-of-way early in the design process to prevent any
delays.
TRAIL SECTION
To expedite design processes, the JPR team recommends
using the INDOT standard section for a non-motorized
vehicle use facility. This section will match the existing Coal
Line Trail sections as well as enable the design to progress
more quickly with less submittals.
LANDSCAPING PLAN
While routing the trail alongside College Street does
not present many opportunities for attractive landscape
elements, the path utilizing the abandoned railroad has
ample area to develop an attractive plan. In addition to
planting areas, including decorative elements at road
crossings will make them more noticeable to motorists.
The JPR team has experience developing everlasting
landscape plans, for multiple municipalities, that any trail
user would be proud of.
By utilizing the west side of College Street, the proposed trail encounters
fewer building obstructions and potential right-of-way conflicts

UTILITY COORDINATION
Based on the scope of the project and the proposed route,
the JPR team does not foresee many utility relocations.
Underground utilities will not be affected as the depth
of construction is minimal and overhead utilities will be
avoided by locating the trail on the west side of College
Street. In the event a utility relocation is required, JPR
is prepared to communicate effectively with utility
companies to develop a quick resolution.
CONSTRUCTION SERVICES
The JPR team is committed to the success of all projects
well after final design documents have been submitted.
We will remain available to solve any conflicts that arise
through bidding, pre-construction, construction, and
close-out. With our office located a short distance from
both the project site and the City of South Bend offices, we
will be accessible to address any concerns from the City or
contractor through contract completion.

ENVIRONMENTAL DOCUMENTATION
With the inclusion of federal funding on this project,
a NEPA document will need to be prepared by our
subconsultant, Global Engineering and Surveying. Based
on the requirements for determining the level of Categorical
Exclusion, impacts from ROW acquisition and Section 106
are likely to be the determining factors. A CE-1 will likely
be required if the project meets the MPPA and requires less
than 0.5 acre of ROW, otherwise a CE-2 will be required.
In the unlikely event archaeological or historic property
investigations are required, the JPR team will coordinate
with a qualified sub-consultant to perform the work.
Additionally, if INDOT’s requirements for a public hearing
are met, JPR is prepared to fulfill any necessary tasks.
RIGHT-OF-WAY: Due to the scope of the project, right-
of-way impacts are expected to be minimal. If any right-
of-way acquisition is required, this will become a critical
path task for a successful project completion. Acquisition
greater than 0.5 acres will also elevate the NEPA document
to a CE-2 or higher. The JPR team along with Dodd Title will
investigate the need for right-of-way early in the design
process to prevent any delays.
SECTION 4(f) IMPACTS: A small portion of the Martin Luther
King Jr. Community Center has a public recreational area that
will qualify as a Section 4(f) resource. As the recommended
location of the trail does not impact the Community Center,
the JPR team anticipates it will be exempt from a full Section
4(f) analysis but will need to be coordinated with INDOT.
SECTION 106: Initial research has shown that the project
area is not located within or adjacent to a historic district;
however, several sites listed on the National Register
of Historic Places are located within or adjacent to the
project limits. These historic sites, O’Brien Electric Priming
Company and the South Bend Brewing Association
building, are located outside the project limits and were
torn down in 2022 respectively. Several other buildings
along the proposed route have been identified as notable
by the IDNR and will need to be reviewed. Any necessary
historic property and archaeological investigations will be
coordinated with our sub-consultants, but we anticipate
the project will be eligible for the INDOT Minor Projects
Programmatic Agreement.
OTHER CONSIDERATIONS: In addition to the other NEPA
items discussed, stream, wetland, and endangered species
impacts will need to be addressed. There are no streams
located within the project limits and no wetlands were
observed during our initial field visit, so impacts are not
anticipated. As for endangered species, potential impacts
could occur if any tree clearing or trimming is required, but
it is not expected to warrant a “Likely to Adversely Affect”
finding from USFWS.
ADDED VALUE: With the project limits of
this Coal Line Trail Phase 3 project and the SRTS
project overlapping, the City of South Bend can
save resources by combining the environmental
documents. The JPR team will coordinate with
the selected SRTS consultant to streamline the
environmental process.

RELATED PROJECT EXPERIENCE
St. Joseph Streetscape - South Bend, Indiana
JPR was hired by the City of South Bend Board of Public Works to assist with the development of a streetscape
improvement project. Central to the project was the need to improve pedestrian connections with the addition of
sidewalk and crosswalks. Additional improvements included pedestrian lighting, street trees, land reductions, new curb
and gutter, and utility improvements including hydrant relocations. Due to the involvement of numerous stakeholders,
good communication was essential during the design development and construction phases of the project. JPR also
facilitated utility coordination with both the retail developer and local service providers to verify the project limits and
roadway elevations matched. This project successfully opened on schedule in 2019.
Fairfield Avenue Streetscape - Fort Wayne, Indiana
JPR was commissioned to help revitalize the Fairfield Hill Commercial Historical District by creating an aesthetically
pleasing streetscape, as well as provide safe access to businesses along the corridor. This project included a reconstructed
curb, sidewalk, and drives along the east and west side of Fairfield Avenue. In addition, several drainage issues were
repaired, and new trees and tree grates were installed. During the project the team encountered two main challenges:
maintaining access to businesses during construction and designing an ADA accessible sidewalk while being constrained
by the existing roadway and building facades. To solve this, JPR held construction meetings with business owners to
outline the expectations of construction and a timeline for closures, so they could relay this information to their customers
in a timely manner. In addition, a detailed pedestrian detour was established. A detailed grading plan was also developed
allowing JPR to describe the slopes of the sidewalk more thoroughly to meet all ADA standards.
Lafayette Greenspace - Fort Wayne, Indiana
The City of Fort Wayne selected JPR to develop the design of a pocket park on the southeast corner of the Lafayette
Place neighborhood. The pocket park design included an 8-foot-wide asphalt trail to provide safe walking conditions for
neighborhood residents who were otherwise required to walk along a narrow sidewalk on two busy streets. Decorative
lights provide visibility for walkway users, and a combination of overstory and ornamental trees provide shade and visual
interest. Along the edges of the site – adjacent to residential properties – a dense vegetative screen was provided for both
aesthetic purposes and to operate as a sound buffer. In addition, all site improvements were designed in a way that would
accommodate for a future turn lane on Lafayette Street.

RELATED PROJECT EXPERIENCE
Auburn Streetscape - Auburn, Indiana
JPR was hired to assist the City of Auburn in the revitalization of downtown streetscapes including 6th, Main, and
9th Streets. The focus of these improvements was to provide the community with pedestrian-friendly streetscape
environments, which in turn would increase public awareness and interest in the adjoining businesses. The design
included new sidewalks with paver bands to separate the pedestrian and vehicular traffic, streetlights with electric outlets
and brackets for festival banners, new benches, bike racks, and trash receptacles. Curbed planter islands for street trees
and decorative plantings were also installed, and varieties of trees were carefully selected and placed within the sidewalk-
zone to allow for uninterrupted sightlines. Once implemented, the new sidewalks and site amenities provided a safe,
walkable downtown while also promoting new business for the local establishments.
Pumpkinvine Nature Trail - Goshen, Indiana
This nature trail was created to replicate the experience of biking through scenic landscapes similar to paths found in
the Netherlands. JPR had the pleasure of helping complete this vision by providing the development of construction
documents and permitting for a section of trail that stretched between County Road 20 and County Road 33, extending
for almost a mile. The alignment of the trail was designed to protect existing wetland areas found along the side of the
proposed section, while also providing a safe, scenic experience for users. The design included a pedestrian bridge for
bike and trail users, and a wooden overpass that can accommodate heavy machinery.
North Main Street Master Plan - Elkhart, Indiana
JPR was hired by the City of Elkhart to develop a Conceptual Master Plan for a section of the North Main Street Corridor.
The purpose of this project was to review the existing conditions and transform the street into a safer and more enjoyable
environment by incorporating facilities for pedestrian, bicycle, and vehicular traffic. It also encompassed the location of
site amenities such as planters, benches, and streetlights, as well as enhanced the overall aesthetics incorporating the
design to fit within the existing commercial and residential land uses. The condition of the sidewalks throughout the
project limits were reviewed for potential replacement or improvements. In addition, it was found that the area had limited
curb ramps that met current ADA requirement. JPR recognized the importance of unifying this corridor with improved
physical connections and shared aesthetics, and providing pedestrian and bicycle safety was paramount to the overall
design. In order to integrate pedestrian, bicycle, and vehicular traffic, prototypical cross sections based on the Smart
