2201235) in the La Porte District I HWC Engineering U TASK 3: PRELIMINARY ENGINEERING • Develop preliminary engineering plans to include the following: • Trail alignment • Proposed edge of pavement • Typical sections • Location of trailhead amenities and parking • Spot grading for area of concern • Initiate outreach for preliminary utility coordination. • Attend one design coordination meeting with the City and any other stakeholders (assumed up to two meetings). • Attend three progress meetings with South Bend. Project Approach In general, our methodology for the design of Phase 3 of the Coal Creek Trail consists of two distinct parts. The first part consists of preliminary engineering and scoping. This first part is intended to scope out segments of the trail into projects which can be fast -tracked and those which will take additional time due to right-of-way needs, permitting requirements, or utility and railroad coordination. The second part of the project consists of preparing detailed construction documents, permitting, and construction of the trail segments identified in Part 1. The scope of services proposed for Part 1: Preliminary Engineering and Scoping is listed below. TASK 1: ON -SITE REVIEW OF EXISTING CONDITIONS • HWC competed a site visit on February 22, 2023 to identify potential conflicts and confirm the best location of the trail. • HWC reviewed available information online regarding all phases of Coal Creek Trail. • Existing topography, bus routes, and utilities were identified. TASK 2: SURVEY AND ENVIRONMENTAL ANALYSIS • Perform and review a topographic survey to confirm site observations and obtain a basis for the design of the project. • Includes full topo from back of existing walk to back of existing walk. • Will obtain measurements for all drainage structures to ensure our design accommodates proper drainage. • Identify areas where additional property acquisition or easements may be required for trail, trailhead, and/or utility needs. • Prepare a proposed right-of-way diagram and table to illustrate future right-of-way needs. • Prepare a diagram to illustrate potential utility conflicts. • Identify environmental resources and constraints along the corridor, including wetlands, floodplains, karst features, pipelines, wells, and hazardous materials concerns. City of South Bend: PE Services for Coal Line Trail Phase 3 (Des # 2201235) in the La Porte District I HWC Engineering U TASK 4: BUDGET, SCHEDULE, TRAIL SEGMENTS • A detailed list of permitting needs for the project will be identified, including, but not limited to: • IDEM Construction Stormwater General Permits • DNR Construction in a Floodway Permit (not anticipated) • IDEM Section 401 Water Quality Certification • INDOT Right -of -Way Permit • Following completion of preliminary engineering plans, HWC will identify project elements that will cause extended project timelines, such as: • Utility relocation • Property acquisition or easements • Permitting • Funding limitations • Recommendations for trail segments will be prepared, identifying those segments which can move forward quickly. The goal is to start construction in the first quarter of FY 2026. • For each segment, HWC will also prepare: • An opinion of probable cost, including construction and non -construction costs • A project schedule from design through construction City of South Bend: PE Services for Coal Line Trail Phase 3 (Des # 2201235) in the La Porte District I HWC Engineering U Environmental Considerations Cultural Resources: There are no archaeological resources within or adjacent to the project area. There is one historic property listed on the National Register of Historic Places (NRHP) and rated as "Outstanding" on the Indiana Historic Sites and Structures Inventory (IHSSI) and two historic properties rated as "Notable" on the IHSSI. For Section 106, purposes properties rated as "Notable" or "Outstanding" are considered eligible for the NRHP. • Because the project will take place within, or adjacent to, NRHP listed or NRHP-Eligible properties, full Section 106 will be required. Infrastructure: The project ends at the Martin Luther King Park and Recreation Center (Also known as Martin Luther King, Jr. Community Center). The project area is 8,360' southeast of the South Bend Regional Airport. Coordination with INDOT-Aviation will be required. Section 4(f): If any R/W is required from any historic properties, then Section 4(f) consultation with INDOT Cultural Resources Office (CRO) will be required. If there is an impact, and it is De Minimis, the Memorandum of Understanding (MOU) between the FHWA, INDOT, and Indiana State Historic Preservation Officer (SHPO) regarding Section 4(f) impacts to historic resources (Section 4(f) MOU) will be applicable. This would not elevate the Categorical Exclusion level above that for other resource impacts. • If impacts are planned to Martin Luther King Park and Recreation Center (also known as Martin Luther King, Jr. Community Center), 1522 W. Linden Avenue, owned and operated by South Bend Parks and Recreation, Section 4(f) Coordination will be conducted in accordance with FHWA and INDOT guidance as established in 23 CFR 771.135 and T6640.8A. It applies to any publicly -owned park, recreation area, wildlife/waterfowl refuge, or historic property that is listed in or is eligible for the NRHP. Coordination with applicable agencies will be completed to determine the applicability of Section 4(f) for the project. Agencies included in the coordination include INDOT, FHWA, SHPO, and the Official with Jurisdiction (OWJ), as applicable. Waters Resources: There are no water resources mapped within the project area. A Waters of the U.S. Determination and Delineation will be required. If there are planned impacts to a Waters of the U.S., Section 404/401 permits will be needed. Hazardous Material: There are several mapped hazardous material sites in the vicinity of the north end of the project. A Red Flag Investigation will be required. Environmental Document Level: It is anticipated a minimum of a Categorical Exclusion (CE) Level 1 document will be appropriate. If permanent impacts are planned to Martin Luther King Park and Recreation Center (also known as Martin Luther King, Jr. Community Center), a CE Level 4 will be appropriate. Infrastructure Map I. HWC is well -versed in public engagement on a variety of projects including transportation, planning, and economic development. HWC is poised and ready to assist INDOT as necessary to create and/or assist with a robust public engagement effort for these projects, and we have the experience and capacity to assist INDOT in these efforts to the level that INDOT desires. Several different elements and strategies we offer include: VIDEOS ONLINE SURVEYS Since video is more engaging than other forms of communication, HWC can produce videos to educate the public on the projects, provide status updates, and summarize key content. This provides content that is easy to understand and accessible to all. HWC KEYS TO MANAGING PROJECTS The following activities are critical elements on projects, and the HWC team has the experience and capacity to ensure these critical elements are maintained to keep projects on schedule for the anticipated RFC. These elements will be incorporated into each project and monitored on a monthly basis. Project Management • Communication is Key - Josh Grabijas is responsive and sensitive to his clients' needs and timelines by maintaining an open line of communication between the client and HWC. • HWC will coordinate an in - person or virtual meeting at the beginning of the project to thoroughly discuss the project scope and maintenance of traffic. • Josh will work for South Bend to oversee HWC projects as well as coordinate project progress with subconsultants. He will coordinate with subconsultants on a regular basis to make sure schedules for their work are met. • HWC will provide well -organized monthly status reports to South Bend to make sure they are well aware of project status. Project Workflow and Submittals • Josh will manage the designers assigned to the project. • Project submittals will be completed according to South Bend's schedule which will be further discussed at the onset of the project. Environmental Documentation/ Permitting • Team led by industry leaders. • Must be approved before land acquisition begins. • Periodic review for compliance. City of South Bend: PE Services for Coal Line Trail Phase 3 (Des # 2201235) in the La Porte District I HWC Engineering m Utilities & Geotechnical Considerations UTILITIES Since the Coal Line Trail is in a built-up area, there are several • AEP Distribution utilities inside the project limits. It is anticipated that new hydrants, valves, and other minor water facilities will be replaced with • AT&T the trail improvements. Coordination with the City will determine • ChoiceLight whether those relocations will be done as part of the contract • Comcast or ahead of construction. AEP has overhead power poles with underbuilds on the west side of College Street adjacent to the • South Bend Sanitary existing curb. If the proposed trail alignment creates a conflict, the • South Bend Water Works decision on whether AEP must relocate or bury those facilities can have a major impact on the length and start of trail construction. HWC's Lisa Robbins will engage all utilities early and often to ensure the project has no delays due to utility conflicts. Project Schedule Stage I Plans Stage II Plans (Aug. 2023) (Jan. 2024) Notice to Proceed PFC (April 2023) (Sept. 2023) GEOTECHNICAL Terracon was involved in the previous phases of the Coal Line Trail, and the soils were observed to be sandy, loose, and granular in this part of the City near Lincolnway. These granular soils should be sufficient for subgrade preparation but could pose dewatering challenges for storm sewer construction if high groundwater levels are found to be present. The INDOT standard HMA pavement section for non - motorized vehicles is the planned pavement buildup for the trail. R/W Acquisition Stage III Plans, Utility (Feb. 2024 through Coordination RFC Deadline Construction 2025) (Dec. 2024) (May 2025) (Fall 2025) CE Approval Permit Approval Tracings Letting (Feb. 2024) (Sept. 2024) (April 2025) (Aug. 6, 2025) City of South Bend: PE Services for Coal Line Trail Phase 3 (Des # 2201235) in the La Porte District I HWC Engineering m Relevant Experience Kitselman Trail Enhancement, Bike, and Pedestrian Facilities, Muncie, IN HWC was responsible for the design of the construction of the Kitselman Trail and Bridge over the White River in Muncie, Indiana. Project elements included construction of pedestrian trail bridge end bents, piers, floodwall, and slab spans with recessed decorative lighting over the White River. Other project work included a newly paved trail connection to the Cardinal Greenway and partial trail construction for future development to access the Kitselman Pure Energy Park. This project was funded by INDOT and City of Muncie. King Street Corridor, Franklin, IN HWC worked with Franklin, and a team of many talented fabricators and designers, to complete the $4.3 million King Street Reconstruction project. King Street serves as the primary gateway corridor leading to Franklin College and the historic downtown square from 1-65. Decades of disinvestment and decline led to significant blight within the project area. City officials and community leaders responded by initiating a robust community outreach effort. The outcome became a unified goal to develop an entry statement into the Franklin community by reconstructing the former highway corridor into a modern linear park. The project included adding raised medians, curb and gutters, storm sewer systems, interconnected bio-swales and rain gardens, a new roundabout, lighting, and drainage master planning for the corridor and adjacent properties. Portions of the project utilized INDOT federal aid funds. Pedestrian improvements were added along the north and south sides of King Street to improve connectivity to the surrounding neighborhoods, schools, and Franklin Historic Trails system. Project Highlights: • Gateway, streetscape, and decorative lighting design. • Extensive water and stormwater design and coordination and drainage master planning. Road Ex. Road -60' Apprpx. R/W South Monon Freedom Trail, New Albany, IN When complete, this regional trail will connect five Counties and nine communities via 68-miles of abandoned rail. The first phase will include approximately 1.46 miles of trail and connect the existing Ohio River Greenway trail to central New Albany and is made up of three segments —a half -mile west the Conrail Easement, a half -mile north through the downtown, and a half -mile north along the west side of Fairview Cemetery. HWC is currently working on schematic design for the first phase which will be based on conceptual ideas developed during the New Albany Trails Feasibility Study completed in April 2020, as well as conversations with the City in the years since. The project will be funded with a combination of Next Level Trails and local New Albany Redevelopment Authority funding. Results: • This regional trail will connect five Counties and nine communities via 68 miles of abandoned rail. The first phase will include 1.46 miles of trail connecting the existing Ohio River Greenway trail to central New Albany (shown to the right). • Schematic design for the first phase is currently underway. • The project will be funded with a combination of Next Level Trails and local New Albany Redevelopment Authority funding.
