The Coal Line Trail will provide a connection from the newly renovated Martin Luther King Jr. Center north along College Avenue to Angela Boulevard and other trail connections such as East Bank and SR 933 Trail. While DLZ was not involved in the first 2 phases, we feel like our extensive trail experience would be able to contribute to the City’s efforts to complete this phase 3 portion of the Coal Line Trail. The DLZ team has experience in seeing the whole picture and not just concrete sidewalk and curb ramps. We have successfully delivered innovative solutions that have saved our clients time and money on similar projects. In addition, on Federal Aid projects you want a designer well versed in guiding projects through the INDOT LPA process. Our proposed DLZ team has extensive Trail design experience including SR 933 Trail, LaSalle Trail, IUSB Trail, and multiple other trail projects noted in our project experience. Your DLZ Project Manager will be Mathieu Doyle, PE. Matt has been directly responsible for pedestrian projects and is currently working on the Kennedy Park Improvements. Matt understands the needs and constraints that connect impact your project. We are confident that you will agree after reviewing our team’s qualifications that the DLZ team is best suited to lead this project for the City. Respectfully submitted, DLZ Indiana, LLC Mathieu Doyle, PE Project Manager Rendering of what Coal Line Trail along College Street may look like Coal Line Trail Phase 3 » City of South Bend Page 2 PROJECT APPROACH It is our understanding that the City of South Bend has been awarded just over $2 million in CMAQ funds for construction of a trail for Phase 3 of the Coal Line Trail. The project limits would extend from the south end of Phase 1 at Lincolnway West and Wilber Street, west along Lincolnway West, then turning south along College Street to the City’s Martin Luther King Jr. Community Center at College Street and Linden Avenue. Total length of trail is anticipated to be 3,200 feet. DLZ is working on both the streetscape project along Linden Avenue as well as the site design for the Martin Luther King Jr. Community Center reconstruction and thus have a good knowledge of this area of South Bend. With the federal project funding, the design and construction of this project will need to be performed in accordance with the Local Public Agency (LPA) Guidance Document and related INDOT design manual, standard specifications and standard drawings. At the onset of design, we would have a kickoff meeting with the City and INDOT to review the project scope, schedule and budget. This meeting will serve to make sure everyone is working toward the same project goals and put everyone on the same page. DLZ will work closely with the City to review and solve any challenges. We believe that consistent communication with project partners is vital to the success of this project. The east side makes sense since Phase 1 and Martin Luther King Jr. Community Center are on the east side of College Street Connection at north end to Coal Line Trail Phase 1 Coal Line Trail Phase 3 » City of South Bend Page 3 Potential location for trail along College Street PROJECT APPROACH Cottage Street is a 2 lane urban roadway with curb, tree lawn and existing sidewalks generally in poor condition. There are existing power lines along the east side of the roadway as well as street trees along both sides of Cottage Street. There are residential homes, a few businesses as well as vacant lots. There are many utilities along the College Street corridor From the City GIS database, it appears there is generally 16 to 18 feet from the back of the roadway curb to the existing right of way line. In most cases, this should accommodate the 10 to 12 foot trail with a tree lawn. There are multiple locations where there are buildings or other obstacles in the way of being able to construct the trail and maintain a standard tree lawn. We would work with the City to determine if the tree lawn could be reduced or eliminated at these pinch point locations or if additional right of way be required. DLZ has complete right of way services should this be needed. Utility Coordination Utility Coordination is an important aspect of every project and we believe it is a critical to the success of this project. It is anticipated that a tree lawn will be maintained and some of the trail widening would have to extend past the current sidewalk edge. In many cases, the utility power poles are right along the back of the current sidewalk and will require relocation to widen to a trail. We are prepared to take a proactive approach to the utility coordination to avoid construction delays and issues. DLZ performs utility coordination by:• Obtaining existing location during the survey of the project. • Corresponding with utilities to verify existing utilities and determine impacts, if any, and potential solutions to accommodate the construction of the trail. • Coordinating with the utilities throughout the project development process. • Holding utility coordination meeting and obtaining relocation plans from the utilities as necessary. Maintenance of Traffic The majority of the trail construction will occur outside of the roadway footprint. However, construction activities may require lane restrictions along the side of the street. During the design process, we could evaluate options depending on the existing roadway width. Either 2 way traffic with narrow lanes or maintaining one way traffic would be the likely solutions. We would coordinate the design with the City to get their input and design a maintenance of traffic plan that satisfies the City’s requirements. Coal Line Trail Phase 3 » City of South Bend Page 4 PROJECT APPROACH Environmental Documentation The use of federal funding triggers compliance with National Environmental Policy Act (NEPA) documentation requirements. DLZ has conducted a field visit and preliminary reviews of GIS data available on the IndianaMap website, the IDEM VFC, IDNR’s Indiana Buildings, Bridges, and Cemeteries Map website and other information to identify potential “red flag” resources or issues that may need to be considered during design. RFI resources/issues noted in the project area include an abandoned railroad, a brownfields site, two leaking underground storage tank (LUST) sites, two state cleanup sites and a public park were noted within the project area. The identified items are not anticipated to impede project development. The project will also require compliance with Section 106 of the National Historic Preservation Act, which sets forth a review process for identifying historic properties (including archaeological sites) and assessing potential effects. The project may be approved under the MPPA. Qualified professional subconsultant services would be required if the project were to require new permanent right of way or would impact historic character-defining features or previously undisturbed soils. A Level 1 Categorical Exclusion (CE) would be required if the project were to acquire less than 0.5 acre of new right of way. A Level 2 CE would be required if the project were to acquire more than 0.5 acre of new right of way. A Level 4 CE would be required for involvement with Kennedy Park. CHALLENGES SOLUTIONS Section 106 The project proposes work types for which Section 106 approval may be issued under the Minor Projects Programmatic Agreement (MPPA). MPPA applicability will expedite completion of the NEPA documentation. Section 4(f)Kennedy Park is located at the south project terminus and the site of the National Register-listed South Bend Brewing Company (now demolished) is located near the north project terminus. No Section 4(f) uses are anticipated. Stream and Water Quality Impacts Implementation of INDOT Standard Specifications is anticipated to adequately address water quality concerns. Impacts requiring mitigation are not anticipated. Wetlands No wetlands were noted in or near the project area. Impacts are not anticipated. Floodplains/ Floodways No floodplains were noted in or near the project area. Impacts are not anticipated. Threatened and Endangered Species DLZ will conduct programmatic consultation for bat species of concern using the on-line USFWS IPaC system, which streamlines the consultation process. A “No Effect” determination, or “May Affect, Not Likely to Adversely Affect” determination is anticipated. If trees are removed/trimmed, a seasonal tree clearing restriction is expected (trees may not be removed from April 1 through September 30). Hazardous Materials Sites Several hazardous materials sites were noted within the project area. Early in project development, DLZ will complete a Red Flag Investigation (RFI) and will coordinate with the INDOT Site Assessment and Management Unit to determine the need for additional investigations. The identified sites are not anticipated to impede project development given the minor nature of trail construction. DLZ is committed to meeting and beating schedule expectations, as we have recently performed on various projects. Futhermore, DLZ is available to expedite this schedule should funding become available sooner.
