He has four years of experience working on various INDOT and other public agency LPA projects. He has experience in preparing contract documents, generating quantity calculations, preparing cost estimates, and working on various tasks to complete a project. As his technical skills developed, Frankie began to take on more responsibility by becoming the design lead for several projects which involved assigning tasks to entry level engineers as well as finding solutions to the challenges that came about during the design process. Frankie has worked on a variety of INDOT and LPA related projects such as trails, sidewalk improvements, and roadway projects. Areas of special interest include the oversight of multidiscipline projects, traffic design, city revitalization, industrial development of property and trenchless technology. ROGER NAWROT, PE, PS QA/QC Mr. Matthew S. Larrabee is a registered professional engineer with over 26 years of experience in the field of Civil Engineering. Matt is well versed as a senior manager and design lead on various transportation projects. He is proficient in interstate and highway design, rural and urban reconstruction and rehabilitations, intersection improvement, roundabouts, signal and lighting design, storm drainage and culvert design, trail and ADA design, and erosion and sediment control plans. He also has experience as a construction project engineer. Matt is experienced in the management of multidisciplinary projects as well. As with all DB Engineering associates, Matt understands that constant communication with the client and key stakeholders are the key to a successful project. MATTHEW S. LARRABEE DIRECTOR OF ENGINEERING Ms. Candace Parker is an experienced project engineer with a background in civil engineering, construction, and excavation. Her strong work ethic and attention to detail make her a valuable team member. CANDACE PARKER PROJECT ENGINEER ENGINEERING • ARCHITECTURE • LAND SURVEYING PROJECT UNDERSTANDING The City of South Bend is fortunate to have a robust and well connected trail system linking it to surrounding communities. The St. Joseph River provides a natural path for trail routes linking neighborhoods throughout the City with commercial corridors, community centers, and the downtown. This final link of the Coal Line Trail will connect the Martin Luther King Jr. Center on the City’s west side with the existing trail network along the St. Joseph River. Using a combination of the existing rail corridor, existing traffic signal location and the right of way along Wilber Street no additional property acquisition is expected. We will design a multi -use trail that fits the character of the neighborhood while considering pedestrian and traffic safety along the route. The project will also provide an opportunity to add landscape amenities along the route exemplifying the Tree City status South Bend has received. This connection will complete the link to the regional trail system and allow people the opportunity to explore South Bend all the way from the state line to the eastern edge of the county. PROJECT APPROACH We have tailored our scope of services per the Request for Proposals, our current experience with multiple facets of the project that we’ve already completed, our current understanding of the project, our visits to the site, and most importantly our history and experience working with City of South Bend. Our team is creative, innovative, and focused on feasible ideas that will allow the development of the most viable and cost effective project. Based on our understanding of the needs of the City will approach this project as follows: Coal Line Trail Phase 3 The following tasks are anticipated to be completed for this project: 1. Boundary and Topographic Survey of the Project Route: This task involves collecting survey data along the route to allow for the design of the project. 2. Utility Coordination: This task involves following the Indiana Department of Transportation’s utility coordination for the design of the project. This task will include the necessary identification and notification of existing utilities along the project route, necessary coordination meetings, a detailed conflict analysis and review of the utility’s’ work plans. This will allow us to design a project that will be delivered in the timeliest and cost effective way for all stakeholders. 3. Design: This portion of the project will include the bulk of the work. We will design the trail based on the cross section developed from the geotechnical report to follow the route identified in the grant application. We will provide the town with 30%, 60%, 90% and final design drawings for review and comment throughout the duration of this task. 4. Permitting: This task will involve applying for all permits required for the construction of the trail. We anticipate the necessity of a Rule 5 SWPPP (Erosion Control) following the new CSGP regulations. We will reach out for early coordination with all agencies to determine what permits may be required and the application process. We will monitor the submission and review during the permitting process. 5. Bidding and Construction Phase Services: This task will include administering the bidding of the project with contractors in accordance with all applicable State laws. We will answer any contractor questions and issue addendums as necessary. This task will also involve developing detailed cost estimates based on our final design. During the construction we will also attend progress meetings and address any RFI’s by the contractor. 5 PROJECT UNDERSTANDING &APPROACH ENGINEERING • ARCHITECTURE • LAND SURVEYING Kickoff Meeting Upon receipt of the NTP we will meet with the City to confirm our methodology, our goals, and our objectives. We will also discuss in detail our anticipated schedule and project approach. This will also give us an opportunity to introduce the team and gather any other pertinent information that may help us develop the project. We look forward to utilizing the City’s new web based Projectmates software to help manage and keep the City aware of our progress and milestones during the design of the project. QA/QC Effort and Methodology The Quality Assurance and Quality Control (QA/QC) plan is important to establish and follow for any public infrastructure project. Errors and Omissions in the documents have potential to lead to costly construction change orders and even delays in the project completion. Our team includes experienced engineers who are capable of both design and design review. For this project, we will assign Chad Knip, PE, to lead all daily QA/QC efforts. To facilitate this process we will hold weekly internal progress meetings to evaluate team member’s assignments and deadlines, discuss any major project issues, discuss the next week’s planned work, and integrate any feedback from clients or coordination meetings. Along with these meetings Chad will be responsible for the review of the preliminary and final reports, conceptual layout, and cost estimates. Daryl S. Knip, PE will perform an executive level QA/QC review at major project milestones, including presentations to the client and public. After all reviews a form will be completed for the review and will define any changes needed, the timeline for completion, and a report back that the change was implemented. PROJECT APPROACH 6 ENGINEERING • ARCHITECTURE • LAND SURVEYING QUALIFICATIONS Abonmarche worked with the City’s Engineering, Community Development, and Venues Parks & Arts Departments. The project had a number of funding sources including a major parks bond and emergency funds for repair of the historic river wall. This was an important project to the City since it provided linkage of Downtown South Bend and Downtown Mishawaka by a non-motorized trail, it connected Governor Joe Kernan Park with Howard Park, and provide safe bicycle and pedestrian access to the Indiana University at South Bend campus from the Downtown area. The new trail replaces a narrow 5 foot sidewalk on the edge of the river that was not ADA compliant or safe for bicycles. Abonmarche’s role in the project included field survey, design, permitting, river overlook nodes, and the historic river wall restoration. Governor Joe Kernan Trail serves as the completion of the City of South Bend’s long effort to redevelop the adjacent former intercity industrial land into a vibrant residential neighborhood along the St. Joseph River front. The investments made and the work Abonmarche performed have resulted in the finishing touches that will complete the redevelopment of the southern portion of South Bend’s East Bank Neighborhood. GOVERNOR JOE KERNAN TRAIL SOUTH BEND, INDIANA 7 Imagination Glen Park and Woodland park provides residents and visitor of the City of Portage with numerous recreational activities a gymnasium, skate park, BMX race track, playgrounds, picnic areas, a dog park. The city envisioned a trail to provide more access to the parks. Iron Horse Trail, running over two miles between Max Mochal Road (SR 149) at the east end and Hamstrom Rd. at the west was designed to improve access to the parks and create more recreational activities. The design includes a 1,700 foot long, 12 foot wide asphalt multi-use trail with painted cross walks at Portage Avenue and Hamstrom Road. ADA ramps at the intersections of Portage Avenue and Crisman Road as well as Iron Horse Trail and Hamstrom Road improved accessibility for people for varying abilities. Topographic surveys and right of way certification were conducted to to prevent land disputes. And a comprehensive environmental field investigation and analysis was performed to comply with requirements of the Indiana Department of Transportation (INDOT). The end result is a trail passing through a greenway corridor among suburban back yards, though with a decidedly rural feel. Much of the route is wooded, and the trail provides access to Imagination Glen Park and Woodland Park. IRON HORSE HERITAGE TRAIL PORTAGE, INDIANA ENGINEERING • ARCHITECTURE • LAND SURVEYING QUALIFICATIONS 8 Abonmarche was hired by Friends of the Pumpkinvine Nature Trail, a trail user non-profit, to add a section of multi-use path to extend the existing Pumpkinvine Nature Trail. The project extended the trail to help close the final gap in the 17 mile trail. The completed project provides a solid surface biking and walking trail connecting the four towns in Indiana — Elkhart, Goshen, Middlebury, and Shipshewana. Abonmarche prepared the plans for the path, as well as survey documents for property acquisition from the property owner, administering the bid process and coordinating with the contractor throughout the life of the project. Our team communicated closely with the client, helping to direct them through each phase of the design and construction process. PUMPKINVINE TRAIL GOSHEN, INDIANA CLIENT Friends of the Pumpkinvine Nature Trail CONSTRUCTION COST $110,000 HIGHLIGHTS • Multi-use Path • Utility Coordination ENGINEERING • ARCHITECTURE • LAND SURVEYING QUALIFICATIONS 9 DB Engineering was responsible for all aspects of the design and development of the Franklin Street Trail Extension, from Greenfield Central Junior High School to Beckenholdt Park, including trail connection on New Road. The design consists of three trail segments which will connect to existing portions of the Franklin Street Trail. Segment 1 Shall be from the trail stub north of New Road to the entrance of Beckenholdt Park. This segment of the trail will connect to the newly constructed bridge over I-70. The trail is designed to be on the west side of Franklin Street and connect to the newly constructed section across the bridge and is also designed to be on the south side of the park entrance drive. Segment 2 shall be on the north side of New Road and shall connect to the existing trail on the west side of Franklin Street at the north end of the Greenfield Central Junior High School property and connect to the existing trail stub along the south leg of New Road roundabout. As the prime firm, we were responsible for the management of the subconsultants, who were responsible for the survey and right of way engineering. DB Engineering was responsible for the overall design of the trail segments, surface drainage of the immediate trail area, maintenance of traffic, signage and pavement markings, temporary erosion control, as well as miscellaneous tables and quantities. We coordinated with and obtained the necessary INDOT ROW permit for the construction of the project as well. FRANKLIN STREET TRAIL EXTENSION GREENFIELD, INDIANA DB Engineering provided design and construction document services for the development of the Pennsy Trail Phase 3B between Post Road and German Church Road. The trail will connect to segments previously completed or in design and will ultimately connect Indianapolis to Cumberland and the City of Greenfield. The project included a new multiuse path on a historic railroad alignment, two bridge crossings, at-grade street crossings, identity and trail traffic signs, lighting and pedestrian signalization, plantings, trailheads, and coordination with adjacent property owners. PENNSY TRAIL PHASE 3B INDIANAPOLIS, INDIANA The Brandywine Trail Project is in the City of Greenfield in Hancock County, Indiana. The City of Greenfield and Department of Parks and Recreation proposed a new trail to be constructed along the west bank of Brandywine Creek between Davis Road and Pennsy Trail within Brandywine Park. DB Engineering assisted on this project and was tasked with trail design and plan production, erosion control plans, application and obtaining of the Rule 5 Permit all while conforming to Greenway Design Standards. This is a 1.2-mile-long bicycle and pedestrian trail from east Davis Road to a dual connection with Pennsy Trail. The trail runs through Brandywine Park and includes a bridge over Little Brandywine Creek.
