SUBJECT: Dubail and Fellows Multi -Way Stop Warrant Analysis (TR22-082)

Purpose
The purpose of this study is to determine
whether any traffic control improvements are warranted
at the intersection of Dubail Avenue and Fellows Street.
The Engineering Division has received a request from a
resident to install a multi -way stop at this intersection.
This memo summarizes the warrant analysis conducted
to assess the need for a permanent all -way stop at this
intersection and the proposed recommendation.
Location/Description
Both Fellows St and Dubail Ave are classified as local roads with one travel lane
per direction. This intersection is located in a residential neighborhood. At the northwest
corner of the intersection, there is a new building (United Way of St. Joseph County)
constructed in the past year. Residential buildings are present at the other three
corners.
Warrants
The Manual on Uniform Traffic Control Devices sets forth the following
requirements to warrant the installation of multi -way stop control:
The following criteria should be considered in the engineering study for a multi -way STOP sign
installation:
A. Where traffic control signals are justif ed, the multi -way stop is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the
traffic control signal.
* Five or more reported crashes in a 12-month period that are susceptible to correction by a multi -
way stop installation. Such crashes include right -turn and left -turn collisions as well as right-
angle collisions.
* Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both
approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) averages at least 200 units per hour for
the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds
per vehicle during the highest hour; but

3. If the 85tn percentile approach speed of the major -street traffic exceeds 40 mph, the minimum
vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80
percent of the minimum values. Criterion C.3 is excluded from this condition.
Existing Traffic Controls
This intersection is currently controlled by a two-way stop where Dubail Ave stops in both
directions and Fellows St is the through street.
Northbound traffic on Fellows St continues 400 ft. before reaching an intersection with
Indiana Ave which is controlled by an all -way stop. Southbound traffic on Fellows St continues
390 ft. before reaching an intersection with Dayton St which is controlled by a two-way stop where
traffic on Dayton stops and Fellows is the through street.
Eastbound traffic on Dubail Ave continues 480 ft. before reaching an intersection with
Rush St which is controlled by a two-way stop where traffic on Rush stops and Dubail is the
through street. Westbound traffic on Dubail Ave continues 465 ft. before reaching an intersection
with Carroll St which is controlled by a two-way stop where traffic on Carroll stops and Dubail is
the through street.
Street Geometry
Dubail Ave is a 41 ft. wide roadway on the east and west side of the intersection. On both
approaches, parking is unrestricted on both sides of the street. Fellows St is a 23 ft. wide roadway
to the north and south of the intersection. Parking is also unrestricted on Fellows St; however,
due to the narrow road width, parking on Fellows St appears to be uncommon.
Traffic & Pedestrian Counts
Traffic counts were taken by MACOG on November 22, 2022, by traffic recording
cameras at each approach of this intersection and the following are the results:

Collision Data
Three years of collision records were accessed in the Aries portal (November 2019 —
November 2022). Sixteen incidents occurred at this intersection in this three-year period; more

specifically, there were six incidents from November 2019-2020, six incidents from November
2020-2021, and four incidents from November 2021-2022. Based upon primary factor or
narrative listed in the police report, fifteen of these incidents were right-angle collisions. This
data exceeds the threshold for a multi -way stop warrant, which is a minimum of 4 right-angle
collisions in a 12-month period.
Other Considerations F��
Optional criteria for an all -way stop include the A ` Y, iTO
need to control left turn conflicts, high pedestrian
volumes and vehicle/pedestrian conflicts, visibility -
conflicts, and two similar residential neighborhood
streets.
There is a visibility conflict at this intersection, u
when traveling east on Dubail Ave due to the building
located at the northwest corner of the intersection. The
picture to the right is taken from the stop sign for the `
eastbound travel lane on Dubail Ave at the northwest j��
corner of the intersection. As can be seen in the
picture, the building obstructs line of sight into the
southbound travel lane of Fellows St.
Outside of twenty-four pedestrians at the 4 PM
hour, the pedestrian counts at the intersection were insignificant. However, given the cold
weather on the day of the pedestrian count (low of 217), pedestrian counts are expected to be
higher in warmer weather, particularly the summer months when United Way programs are
underway.
Recommendation
Although the collision data warrants a multi -way stop, the traffic volume at the
intersection does not. However, there are additional considerations that impact the safety of this
intersection. Firstly, the United Way Building at the northwest corner of the intersection
obstructs line of sight on to Fellows St for traffic traveling east on Dubail Ave. Additionally, with
the new community center and recently completed Dubail Streetscape, pedestrian traffic
through this intersection is encouraged and should increase. Given the collisions, visibility
conflicts and expected pedestrian traffic increase, the Engineering Division recommends adding
stop signs on Fellows St at the intersection with Dubail Ave to make the intersection an all -way
stop.
In implementation of these new stop signs, the Engineering Division recommends the
use of two flashing stop signs and message boards to alert drivers to this change. These
devices would be left in place for 90 days, then the message boards will be removed and
flashing stop signs will be replaced with static stop signs. Refer to attached design for more
information.
