The February 15, 2022 Community/Campus Advisory Coalition (CCAC) meeting was called to
order by Council Member at Large Rachel Tomas Morgan at 3:30 p.m. virtually via Microsoft
Teams.

RECAP FROM CURRENT CHAIR
Chair Rachel Tomas Morgan stated that the two (2) priority issues identified in the Fall of 2021
were a review of the public nuisance/noise ordinance and public safety. CACC meetings will be
held on the third(3'd) Tuesday of each month at 3:30 p.m., following the academic calendar, with
summer meetings only as needed.
Chair Rachel Tomas Morgan stated that the CACC was formed for positive collaboration and
proactive measures to make advisory recommendations to the Common Council's Community
Relations and Residential Neighborhoods Committees.
2022 ORGANIZATIONAL MEETING: ELECTION OF OFFICERS FOR 2022
Bianca Tirado nominated Chair Rachel Tomas Morgan as Chair of the CCAC for 2022. Pam
Claeys seconded the nomination. All attendees were in favor. The nominations were closed, and
Chair Rachel Tomas Morgan was acclaimed as Chair of the CCAC for 2022.
Chair Rachel Tomas Morgan nominated Clerk Dawn Jones, or a designee of the Clerk's Office, as
recorder for the CCAC. Jay Caponigro seconded the nomination. The nominations were closed,
and Clerk Dawn Jones was acclaimed as recorder for the CCAC for 2022.
UPDATES AND INPUT FROM MEMBER ORGANIZATION REPRESENTATIVES
Marlaina Johns reported that volunteers could participate in neighborhood cleanups starting in
Spring 2022. Those interested in volunteering can contact her for more details.
Andrew Polaniecki reported that Holy Cross College has spoken about safety for juniors and
seniors eligible to live off-campus. Student-athletes are encouraged to share information on their
leases with their coaches before signing them to get a sense of location. Holy Cross College is in
the process of selecting a new president.
Leah Kicinski reported that the University of Notre Dame would be holding a Virtual Landlord
Summit on March 16, 2022. On March 23, 2022, there will be a Virtual Housing Fair.
Jay Caponigro reported that the student government of Notre Dame is organizing a Back the Bend
fundraising event on April 2, 2022. Robinson Center is hosting a vaccination clinic on February
19,2022.The traditional anniversary event will not be held this year due to COVID-19.There will
be two (2) commencements: one for 2022 and one for 2020, which was postponed due to the
pandemic.
Thomas Russell Stevick reported that Indiana University South Bend (IUSB) plans job fairs and
commencement. Commencement may be moved to the IUSB campus. Thomas Russell Stevick
stated that he would appreciate it if the CCAC would talk about public transportation.
Kayla Isenbletter reported that the Safety Committee of IUSB recently performed a safety walk
with police to identify any areas of concern, such as lighting. The Philanthropy Committee is
organizing a benefit dinner to support the emergency student relief fund for March 31,2022. There
will be a polar plunge for the Special Olympics. There was a student-led speak out on diversity
and inclusion in honor of Martin Luther King Day. Preparations will soon begin for the River
Festival and Student Life Awards. A COVID-19 reminder will be sent to students.
Gloria Jenkins reported that COVID-19 numbers have declined at St. Mary's College. There will
be two(2)commencements; a 2022 commencement on May 13,2022,and a 2020 commencement
on May 28, 2022.
Rebekah Go reported that SMC Serves was performed on Martin Luther King Day, where St.
Mary's College worked with non-profits to do community service projects on campus. Students
were taken to the innertube at St. Patrick's Park, and ice skating and a bike ride are coming up.
Students are educated on the impacts of living off-campus for financial aid.

Tatiana Boehning stated that the committee of student government is working hard to create
memorable events for students at St. Mary's College.
Pam Claeys stated that the next meeting of River Park West Neighborhood with IU will be held
on March 3, 2022, at 6:00 p.m. at the River Park Library. The request for a four (4) way stop at
Hildreth Street and Esther Street was denied, but the engineer sought alternative traffic calming
solutions. There is a pending street light application for Hildreth Street. Public nuisance issues
must continue to be discussed. There is restricted parking on most of Bellevue Avenue, and the
only parking has a two (2)hour limit. An unidentified car has parked consistently for longer than
two (2)hours with no penalty.
Chair Rachel Tomas Morgan recommended that Pam Claeys fill out a form with 311 on the parking
issue. She requested that Marlaina Johns investigate how to assist.
Councilmember Lori K. Hamann expressed gratitude for those who attended the meeting.
Chair Rachel Tomas Morgan stated that public input is accepted for city public Wi-Fi. Residents
can call 311 or fill out the survey at southbendin.gov/2022wifi.
Attorney Bob Palmer stated that there were amendments to the Indiana statute during COVID-19
to allow for extended use of virtual meetings for public bodies. An advisory coalition is not a
legally defined term under Indiana statute; however, he will investigate whether virtual meetings
can continue to be held for the CCAC after the Governor lifts the emergency order.
With no further business, Chair Rachel Tomas Morgan adjourned the CCAC meeting at 4:14 p.m.
