Dear Ms. Chism:
At its February 14, 2023 meeting, the Board of Public Works approved the application
for the temporary placement of two (2) signs in the name of Adeline Wigfall Blvd. at W.
Washington St. & Elm St. and W. Colfax Ave. & Elm St. Per the Board of Public Works new
policy on honorary street signs (Resolution No. 58-2022), the approved sign may remain in place
for a period not to exceed Five (5) years.
Please contact Denise Miller, Customer Service Coordinator, Street Department, at (574)
235-5939 to coordinate the time and placement of the sign(s).

PUBLIC WORKS: No objections, but Traffic & Lighting provided the following comment:
"the Honorary sign already installed on the AEP pole will need to be removed and
installed on the street name pole making that pole having 4 signs attached to it."
1/13/23 — Additional comments from Traffic & Lighting regarding the revised request —
"Concerned the street name signs for Colfax & Elm are on the NW corner which would
rename 2 sections of Elm, and that section is the entrance to the City Cemetery and
should remain Elm. Also a big tree blocks the stop sign location on the SE corner and

Miss Adeline Jones has been a mother of this city for a very long time. She has served
generation of families for decades. At the tender age of 93, Miss Jones is still serving. She is
serving as the owner of Wigfall's barbershop on West Washington Street, a food pantry
administrator and singer at her church, Greater Saint John Missionary Baptist Church. I cannot
say enough about someone who has been an entrepreneur her entire life but it's an honor to
honor such a person in this city.
Miss Jones has been mother, wife, mentor and barber to many. Her long lasting relationship
with the west side of South Bend has been more than valuable. It's been a testament to what a
`minority business' owner has done in our great city. Miss Jones has has survived many
changes on the corner of Elm Street and West Washington.
Recently, she was honored by the Indiana Black Expo- Elkhart chapter for her longevity and
business acumen. We are insanely proud of her and her ability to change the landscape for the
residents of South Bend. There has been tons of articles and discussions regarding Miss Jones
and probably all are true CCB and good. Her ability to survive through so many economic
changes/challenges and to keep a small business that has offered so many things such as a
candy store, fast food restaurant and seller of novelties is paramount.
And as we all know the barbershop is the black man's country club however this country club
for our black men is opened/closed and owned by a black woman in an industry dominated by
black men and she's been doing since the 1970's. We can actually say that she a trailblazer,
standard setter and champion who should be honored as such. Oh, and if you visit her shop
make sure you have some quarters because there is a Ms. PAC Man game machine that is still
functional. It sets a tone of nostalgia but it also a good time.
We hope you agree. Please pass along the links to the board and we look forward to the
upcoming meeting.

she's still working

She's a legend in South Bend who's been cutting hair for more than five decades.
Adeline Jones is turning 90 years old on Friday, Sept. 20, and has no plans on slowing down.
Many of her customers come for the convenience.
"It's so nice to get in. I like to come a lot of times at 7 in the morning, be her first customer," Carlos Pruitt said.

And many more stay for the conversation.
"Your sister going to drive?" Jones asked Pruitt over the monotonous hum of her electric hair clippers.
"Probably," he replied.
"Probably? I don't believe you," she said.

The barber shop is a staple in the black community, and Jones makes you feel like family when you're here.
"Ms. Adeline is a wonderful person," customer Ernest Dixon said.
Dixon has sat in Jones's chair for more than 25 years.
"She'sjust good company to be around. You come up in here and she makes you feel welcome, and you can also get you a couple cookies, a hot dog
or something. It's real nice. Ms. Adeline is a real nice person," Dixon said.

And she's a South Bend gem.
I think the whole community loves Ms. Adeline," Dixon continued. "I think the community protects Ms. Adeline.
At almost 90 vears old, some wonder why -- and how -- she's still in the business of doino hair. But her answer is simple.

"I don't want to wash dishes. I don't want to mop the floor," Jones explained.
"What do you want to do?" asked 16 News Now's Kim Shine.
"Cut his hair off. And others," she replied.
They all laugh.

Jones is the owner of Wigfall Barber Shop on the city's west side.
Oh, I love it. I don't have any problems with it. I'm here every day," she said.
She enrolled in barber school in Gary in 1963 and started professionally a year later. She's had other shops and other partners, but she's been at the
corner of Washington and Elm streets since 1976.
"Boy, we went from Afros to Jheri curls, now back to a different haircut. It's more of a taper on the sides and leave the top for the young people. The
adults are still wearing their regular haircuts," she said.

In line with the varying hairstyles, this neighborhood also looks different.
What Jones recalls as a bustling business district has turned mostly residential.
"Oh, it was busy. You had a young men recreation. You had the adult recreation. Then you had 24-hour grocery store," she said.
Of course, the landscape has changed, but time has been kind to Jones. She even said some of her late sisters lived past 90.

And as she reflects, she stays grateful to still do what she loves and has no plans on stopping.
"Well, I love people," she said. "And I'm not perfect. And I know other people are not perfect either. So we have to adjust to whatever might be
different with that person, doesn't mean it's wrong. It'sjust not the way you do things, not the way you think.
"I'm proud to be a business owner but I think that anybody that wanted to could be one. If you treat people like you want to be treated, you'll be able
to stay in business."
Jones also encourages other aspiring barbers or business owners to tackle their dreams.
A couple of fun facts about Wigfall Barber Shop: Customers can also get their eyebrows done or get facials, and the place used to double as a
restaurant drive-thru many years ago.

The concern I have is that the street name signs for Colfax & Elm is on the Northwest corner which
would rename 2 sections of Elm and that section is the entrance to the city Cemetery which should
remain Elm, also a big tree blocks the stop sign location on the southeast corner will not be seen all
that well.

the opposite end of the street at Elm/Colfax/Orange. It's where the mouth of the entrance of the

Under the old resolution, the filing fee of $100 went toward the first sign. A second
sign was an additional $100. Depending on how busy the sign shop is, it typically takes
about a week.
According to the application, it looks like one sign was requested at the corner of Elm
and Washington. Can you specify where the second sign request is supposed to go?

new policy for the placement of Honorary Street Signs approved by the
Board on December 13, 2022. This new resolution replaces the previous
one established in 2009. I've also attached an updated application that
needs to be used for any new requests beginning January 2023.
