One contractor, R Yoder Construction, attended the pre -bid meeting. In accordance with City policy at the time, the project was approved to solicit a contractor through open market negotiations. The plans and specifications were sent to a group of local MWBE general contractors, including HEAD Construction, Heartland Builders, GROM Solutions, and Reliable Roofing. None of the MWBE contractors submitted an open market bid. The City reconnected with R Yoder Construction, who was able to submit an open market bid covering the base bid requirements of the original plans and specifications, in the amount of $293,270. While R Yoder Construction was not able to meet the MWBE goals for the project (MBE: 3.4%; WBE: 4.5%) they were able to provide enough evidence of good faith efforts expended in doing so, and were granted a waiver for WBE and MBE goals. R Yoder reached out to and followed up with five (5) different MBE firms: D.A. Dodd, DRC Corporation, Eco-Patcher, Jackson Demolition, and MET Construction. None of the five MBE firms submitted a bid for work. R Yoder reached out to and followed up with two (2) different WBE firms: KPEM and McMann Electric. Neither WBE firm submitted a bid for work. I recommend award of an open market contract for Nexus Center Site and Building Improvements to R Yoder Construction Co. Inc., in the amount of $293,270.00. Funding is available through PR-00022098.
