JEFFERSON BOULEVARD SOUTH BEND, INDIANA 46601-1830 PHONE 574/235-9251 FAx 574/235-9171 CITY OF SOUTH BEND TAMES MUELLER, MAYOR BOARD OF PUBLIC WORKS February 14, 2023 Mr. Nolan Beery Acculevel Commercial Group, Inc. 9495 N. Waldron Rd. Rossville, IN 46065 nolangacculevel.com RE: Quotation Award — Walker Field House Restoration Project — Project No. 120-OIOR Dear Mr. Beery: At its February 14, 2023 meeting, the Board of Public Works awarded the above referenced quotation to you in the amount of $74,040; (Base Bid $28,764, Alternate 1 $45,276). Please forward the following documents in one submittal by February 28, 2023 to my attention for Board of Public Works approval at lhensley&southbendin.gov : 1) One (1) signed original of the Contract (enclosed); and 2) Certificate of Insurance naming the City of South Bend as an additional insured. If you have any further questions, please call this office at (574) 235-9251. Sincerely, Is/ Theresa Heffner Theresa Heffner, Clerk Enclosures TH/lh ELIZABETH A. MARADIK JOSEPH R. MOLNAR GARY A. GILOT JORDAN V. GATHERS MURRAY L. MILLER INTER -OFFICE MEMORANDUM DEPARTMENT OF PUBLIC WORKS DIVISION OF ENGINEERING TO: Theresa Heffner, Clerk Board of Public Works FROM: Becca Plantz, Project Engineer SUBJECT: Reject Project No. 120-01OR Walker Field House Restoration Project DATE: January 31, 2023 On January 24, 2023, the Board of Public Works opened quotes for the above project. I have reviewed the one quote received and found the required documentation sufficient for a responsive, responsible quote. Quote Totals: Quoter Base Quote Alternate 1 Alternate 2 Base + Amount Alternate 1 1. Acculevel Commercial $28,764.00 $45,276.00 $25/LF $74,040.00 Group, Inc. The quote participated in the MWBE Inclusion Program, although it did not meet the required MBE goals. The goals for this job were set for MBE 1.4% and WBE 4.7%. The WBE form claims a utilization of 2.03% with $1,500 of equipment rental contracted to Midwest Rentals, Inc. Checking the ratios of the dollar amount to the base bid, the 2.03% claimed is for the ratio to the base bid and alternate total. The ratio of the dollar amount to a WBE to the base bid is 5.21 %, therefore meets the contract meets the goal for WBE. The MBE goal is not met, and this specific contract was not advertised in a public record. Although, automated emails were sent by the contractor to a list of contacts from the Indiana Department of Administration's, IDOA, Certified MBE, WBE and IVOSB Businesses. In addition to automated emails, the contractor confirmed calling companies listed on this certified list for landscaping, hauling, and steel in an effort to provide scope to an MBE they would usually self - perform due to the specific skill. The DHPA grant supporting the project requires the project owner to publish three advertisements with the request to quote, so it has been advertised at least six times in the local paper over the last twelve months. I recommend accepting good faith efforts based on these reasons. In conclusion, I recommend award of the base quote and alternate 1 for the Walker Field House Restoration Project to Acculevel Commercial Group, Inc. in the amount of $74,040.00. Sufficieni funds have been appropriated from the EDIT and NPS Grants. Please call with your questions (5998).
