Dear Members of the Selection Committee,
Volkert is likely a new and unfamiliar name for the City of South Bend. However, through this proposal, we will make it clear that our
firm has a familiar face with the right qualifications, excellent project management experience, commitment to quality, a thorough
project understanding and a solid approach to completing this project on-time and within budget.
Our project manager, Brian Arterbery, PE, is located in our newly opened office in South Bend. Brian has completed many
successful projects over the last 20 years for the City. Assisting Brian will be the right combination of seasoned and veteran staff
supported by engineers, professional surveyors and qualified environmental professionals as identified within this proposal.
UNDERSTANDING THE VISION
Volkert understands the City’s vision for the Kennedy Park Neighborhood. We have researched the Draft Kennedy Park
Neighborhood Plan, which was adopted in September 2022. We know that this Safe Routes to School project is one individual
component of the overall larger plan. Leveraging available federal funding to help implement the plan is a strong statement to
the neighborhood of the City’s on-going commitment.
TECHNICAL EXPERTISE TO DELIVER THE VISION
In addition to our design and project management experience, Volkert holds over 25 INDOT prequalifications. This technical
expertise allows our team to provide a vast depth and breadth of experience in needed areas to provide a quick turnaround time
and excellent coordination on key issues. Our project team — made up of highly regarded and qualified engineers, surveyors, NEPA
specialists, Real Estate experts and other design professionals — will provide the City and other key stakeholders with exceptional
confidence that this project will progress smoothly.
COMMUNICATION PLAN TO SOLIDIFY THE VISION
Brian and the Volkert team will work alongside the City of South Bend and the School to identify the primary school pedestrian
routes and then tailor the design contract based on those proposed improvements to fit within the available design and
construction budgets.

GENERAL PROJECT APPROACH
GENERAL PROJECT APPROACH
Volkert is excited for the opportunity to work alongside the City of South Bend to make it safer and easier for children to walk and bicycle to school. Our
collaborative approach to this project will ultimately enhance the safety and health of the community for years to come. Nationally, statistics have shown
that as traffic volumes around schools have increased, parents/guardians have felt less and less comfortable about letting their children walk or ride
bicycles to school. More and more parents/guardians have begun driving their kids to school. In fact, it is estimated that 85% of children’s trips to school
are made by car or school bus. Vehicular trips add to traffic issues surrounding schools and create long lines of traffic in school drop-off zones. Other
drivers in the vicinity can become agitated and drive aggressively. This cycle continues until very few parents/guardians feel comfortable letting their children walk or
bike to school, even if they live close by.
Walking and biking to school helps children feel more connected to their community and increases their confidence that school is a safe place for learning. Bicycling
and walking to school helps establish a healthy, active lifestyle from an early age. Generally, increased physical activity among school-aged children contributes to their
improved personal health.
The goal of this project is to enhance the safety of students traveling to and from school and increase the number of students walking or bicycling to school. This will
be accomplished by identifying challenges that prevent students from doing so safely and identifying solutions to these challenges. Our approach to this project is
summarized as follows:
• Volkert will work with the City of South Bend, local school district officials and MACOG staff to identify major obstacles and
conflict areas children may encounter while walking or biking to school.
• On-site review of current traffic patterns for pickup/drop off locations and how that affects bike/pedestrian flow.
• Correspond with school staff as needed.
• Examine short, medium, and long-term engineering solutions to improve pedestrian and bicycle traffic flow within the project boundaries. Incorporate
enhancements that can be implemented with the available federal funding/local match that utilize existing right-of-way as much as possible.
• Prioritize implementation of recommended improvements based on what can be accomplished within the federal-aid project and what could be implemented later
as additional funding/resources become available.
• Develop detailed cost estimates for improvements.
• Develop graphics and/or maps to highlight improvements within the project boundary. These
graphics/maps can then be utilized by the school, as needed, to provide up to date/useful
information to parents/guardians and students.
• Upon concurrence of the routes to be included within this project, Volkert will prepare the required
Environmental Document and construction plans for implementation of the overall project vision.
Volkert is ready and has ample capacity to get started immediately upon notice to proceed. We
have researched the project area and believe that we have a thorough understanding of the design
constraints and objectives needed to successfully deliver for the City of South Bend.
We have successfully completed similar projects in other areas of the state and are ready to design
this project within the existing constraints and provide all deliverables so that the schedule and
federal timeline will be met.
We believe after review of our team, key staff, project approach, and relevant past projects you will

DETAILED PROJECT APPROACH
TOPOGRAPHIC SURVEY
For this project, we propose commencing the topographic survey after
the feasible and cost-effective pedestrian routes are identified during
the upfront work with Volkert, the City and school. Taking this approach
will reduce potential re-work or multiple mobilizations, thereby saving time and
money during the life of the project. The notice of survey letter mailed during the
initial topographic survey phase is often the first time property owners are notified
of a project. We take this responsibility and opportunity seriously to get the
project started on the right foot.
UTILITY COORDINATION
Utility Coordination is a key component to this project. Volkert has
pulled an 811-design ticket for the project area, and we expect the
following utilities to be within the construction area:

Our utility coordinator for this project is Sara Hutson, PE, PMP. Sara has performed
utility coordination on federal-aid projects throughout the state. She knows and
understands the process. Based on Sara’s analysis and review of this project,
permanent utility relocation’s may be required depending upon the location and
route chosen for the sidewalks and new curb ramps. Fire Hydrants and utility poles
are often elements that conflict with the new ADA facilities. Analysis of the plans
and close coordination with all utility companies will be required.
RAILROAD COORDINATION
Brian and Sara are both INDOT certified railroad coordinators. We
understand the goal of the project will be to not introduce any railroad
impacts, however, there are two railroads adjacent to the project area.
Norfolk Southern has a rail facility along the southern boundary of the project area
and NICTD operates a commuter rail line along the west boundary of the project
area. Having certified railroad coordinators on staff will allow our team to quickly
provide input to eliminate any potential time delay based on railroad issues.
GEOTECHNICAL ENGINEERING & PAVEMENT DESIGN
Based on Chapter 107 of the INDOT Design Manual, specifically 107-
2.0m this project will likely be eligible for a Geotechnical Waiver since it
will primarily consist of sidewalks and ADA curb ramp improvements. A
Request for Geotechnical Waiver will be required along with a set of the Stage 1 Plans.
Sidewalks will be designed in accordance with INDOT standard drawings and will not
require a separate pavement design.

PROJECT APPROACH
ENVIRONMENTAL DOCUMENTATION
CFS environmental staff reviewed the project area for potential
environmental red flags. They completed a project study using
IndianaMap, Indiana StreamStats, National Park Service data and
the Indiana State Historic Architectural and Archaeological Research Database
(SHAARD). The exhibit and information generated will serve to assist the City of
South Bend in the planning process for potential route locations. CFS will work
closely with Volkert to discuss route alternatives and associated environmental
impacts that may result. CFS staff are experts in the completion of documentation
in compliance with the National Environmental Policy Act (NEPA) and will navigate
the process so that construction will begin as scheduled.
The most abundant environmental resource identified within the study area are
historic structures. The presence of historic structures will potentially initiate
the Section 106 process to evaluate if the characteristics of these structures
make them eligible for inclusion on the National Register of Historic Places.
Structures designated as Notable or Outstanding will be given high priority.
Careful consideration of design elements will be required when construction is
planned to occur adjacent to these resources so that adverse effects are avoided
or minimized.
Based on the preferred route(s) chosen, impacts to environmental
resources present will be identified and evaluated in the
appropriate level of NEPA document. A Programmatic Categorical
Exclusion (PCE) or Categorical Exclusion (CE) level document is
anticipated. The document will be prepared and submitted to the
appropriate INDOT district and/or central office for final review
and approval, allowing the project to move forward with the
construction letting process.
WATER RESOURCES AND PERMITTING
Minimal jurisdictional wetlands, waterways or mapped floodways have
been identified in the study area. A field investigation will confirm
the presence or absence of these resources. Should impacts occur
to a feature present, applicable regulatory permits for IDEM and the USACE will
be prepared for agency review and approval prior to construction. Should new
land disturbance for the project exceed 1.0 acre, not including impact to existing
roadway or sidewalk surfaces, an IDEM Construction Stormwater General Permit
will be required for sediment and erosion control.
PLAN DEVELOPMENT
Our team has designed hundreds of ADA curb ramps to INDOT
standards over the last several years. The Volkert advantage is
as follows:
• We are very familiar with the INDOT ADA Technical Advisory Committee. We
know that curb ramps that are borderline to meeting ADA compliance need to
be reviewed by the ADA committee.
• INDOT requires the use of stricter standards than the federal ADA PROWAG
Guidelines. Engaging a firm that knows the difference between a 1.5% preferred
INDOT cross slope and a 2.0% maximum PROWAG cross slope is extremely
valuable to successfully completing the project to INDOT’s standards.
• While vehicular maintenance of traffic on a project of this type should be
straight forward, consistent maintenance of ADA accessible pedestrian routes
DURING construction can be a challenge. Volkert will enlist ingenuity and “out
of the box thinking” to adequately maintain pedestrian movements while
providing a project site that is constructable for the contractor.

RIGHT OF WAY PLAN DEVELOPMENT & RIGHT OF WAY ACQUISITION
Based on the project layout and our understanding of the goals for the
project, the acquisition of additional right of way is not anticipated.
However, if unavoidable right of way impacts are determined,
our team will be ready and able to handle the situation. Volkert has been
responsible for acquisition of over 100 parcels for INDOT in the last two years.
PUBLIC OUTREACH
Based on the project requirements a Public Hearing is not anticipated.
However, if desired by the City, Volkert is experienced with, and can
hold, Public Information Meetings. The goal of the Public Information
Meeting would be to present the proposed project, the proposed improvements
including the pedestrian and bike facilities and associated features, as well as
the Maintenance of Traffic Plan. The proactive approach of informing the public
about the project and including them in the project development process
would be consistent with the efforts the City has made with the Kennedy Park
Neighborhood Plan.

RELEVANT PROJECTS
BLACKISTON MILL ROAD IMPROVEMENTS
CLIENT: Town of Clarksville, Indiana
PROJECT: Blackiston Mill Road – Segment 1 (Federal Aid Project)
STAFF: Brian Arterbery – Project with previous firm
Brian Arterbery was the Project Manager and Engineer in Responsible Charge
for this intersection improvement and roadway reconstruction project that
improved the Blackiston Mill Road corridor with the intersection of Lewis & Clark
Parkway and north along Blackiston Mill Road for 700 feet. The improvement
was needed as described in the Town of Clarksville’s “Blackiston Mill Road Safety
Project” study.
Segment 1 of this project included adding turn lanes at the intersection and a
center curb near Lewis & Clark Parkway to improve safety and prohibit left turns
across the roadway from the adjacent businesses. Modifications to the existing
traffic signal at Lewis & Clark was required. The existing storm sewer system in
this area was in a deteriorated condition and required complete reconstruction.
Curb and gutter and adjacent sidewalks were added along with needed ADA
improvements. The project included utility relocations.
CITY OF MT. VERNON SRTS VARIOUS SIDEWALK IMPROVEMENTS
CLIENT: City Of Mt. Vernon, Illinois
PROJECT: Safe Routes To School Various Sidewalk Improvements
STAFF: Mark Rujawitz – Project with previous firm
The City of Mt. Vernon employed the team to prepare preliminary and final
plans, special provisions, and estimates for the Safe Routes to School sidewalk
and handicap ramp improvements. The proposed work consisted of constructing
sidewalks, pavement marking on Peach St., Jamison Blvd., and Cherry Dr. in
Mt. Vernon, Illinois, and all collateral work necessary to complete the plans as
described. Items of Work included removing existing pavement and drainage
pipes, re-profiling sidewalks and ramps, constructing new curb and gutter,
Portland cement concrete pavement and sidewalk, new storm sewer and all
other miscellaneous work as necessary to complete the improvements. The
project was funded by the Safe Routes to School Program Fund. The team also
provided full construction inspection, material testing, documentation and
project close-out services for the City.

KEY SCHEDULE COMPONENTS – Our team will work to design this project to limit utility relocations and additional right of way requirements. If the District’s Fiscal
Year budgets allow, it is possible to advance this project one fiscal year, which could save INDOT up to $50,000 in construction costs.
Volkert has 4 survey crews in Indiana that are ready to start this assignment upon Notice to Proceed.
We understand that the funding for this project is for FY 2026, which has an INDOT Letting Window from July 2025 to March 2026
as INDOT (and MACOG) prefer to let the project in plenty of time so that the project can be funded in the assigned fiscal year.
