62ND STREET TRAIL
Marion County, IN.
Project Engineer. The project consisted of an HMA multi-use trail, concrete curb, ditch work, HMA full-depth
pavement, ADA access ramps, sod and seed, and pavement markings. Heather’s responsibilities included both
the horizontal and vertical design of this urban multi-use path. In order to create an eco-friendly, multi-use path,
the design limited the number of existing mature trees to be removed during construction. By utilizing vertical
profile design elements and additional drainage structures, the hydraulic impact of the trail was reduced and
existing drainage problems improved.
INDIANAPOLIS CULTURAL TRAIL
Indianapolis Department of Public Works
Project Engineer. United performed the civil engineering design for the Indianapolis Cultural Trail, an urban bike
and pedestrian path connecting five downtown cultural districts and the entire greenways system. The project
called for construction of eight miles of new shared-use paths and sidewalks in and around downtown Indianapolis.
Upon completion, the trail also incorporated public art and emphasized design that is environmentally friendly
and context-sensitive. For instance, every intersection required careful consideration of the interactions between
vehicular, pedestrian, and bicycle traffic. The project included approximately seven miles of roadway rehabilitation
and trail construction.
SOUTH UNION STREET, PHASE I
City of Westfield, IN.
Project Engineer. Union Street is a gateway to downtown Westfield, including the visionary Grand Junction master
plan. For this approximately one-third of a mile section of typical urban roadway, the design created an eight-
foot multi-use trail while providing landscaping, stormwater detention facilities, new sidewalks, parking spots,
mailboxes, and benches for residents and visitors to enjoy. The project was challenging due to the design, which
incorporated elements to accommodate future work on Union Street, including a future road profile and drainage
connections. These accommodations had to be completed while minimizing roadway work during the first phase.

has transitioned from traffic studies for

of every type of project, from intersection
improvements using signals and roundabouts
to major interstate improvements and

than just meeting tables in a manual; it’s
integrating the design into the surroundings,

South Street, Martinsville
Utility Coordination Manager. Chris helped the city of Martinsville through some very
challenging utility coordination. This project was reconstructing South Street due to a
new overpass at I-69 greatly increasing the traffic on this road. This corridor was a typical
downtown residential street and the right-of-way was limited. The typical section was
adding curb and gutter, storm sewer drainage, and sidewalks, which created a difficult
space for utilities to relocate in. Chris worked with the design team and the land acquisition
team to fit utilities through this corridor. He also orchestrated advanced land acquisition,
tree clearing, and early utility relocation to clear the way for the contractor, saving the city
from the pains of seeing utility delays impact construction.

Project Approach
INITIAL RECOMMENDATIONS
The project covers such a large area that our initial recommendation would be to perform a survey of all existing accessible routes. This field investigation
would include detailed measurements of all ADA-related criteria like cross slopes, running slopes, width, protruding objects, and trip hazards (vertical changes in
elevation greater than ½-inch). This boots-on-the-ground inventory serves two purposes. First, we would identify any non-compliant ADA issues with the existing
infrastructure that needs to be corrected. Second, we could use the mapping of existing routes to look for opportunities to either further increase connectivity
throughout the neighborhoods or prioritize specific accessible routes. Based on the extensive number of existing sidewalks within the project limits it seems unlikely
that a large amount of new work would be required, but by highlighting a limited number of missing pieces and targeted improvements, we would make the most
efficient use of the City’s budget.
With so many walkable amenities in the immediate vicinity, pedestrian activity in these neighborhoods is a big safety concern. In addition to the Kennedy Academy,
the planetarium, the water park, sports fields, parks, and numerous churches throughout the neighborhood offer many destinations to choose from. Working with
the City, we would love to hear what you identify as priority destinations where additional time and effort should be spend on creating the most direct accessible
routes possible.

PEDESTRIAN SAFETY
Of course, the Safe Routes to School program doesn’t just include sidewalks and curb ramps! Pavement markings and signage intended to enforce desired driver
behaviors can also have a positive effect on the safety of bicyclists and pedestrians. Increasing the number of stop bars and crosswalk markings present will help
easily identify where drivers might expect to cross paths with pedestrians. Similarly, roadway signage such as speed limit, pedestrian warning, and stop/yield signs
all help create awareness of the need to share the roadway with other users.
United’s experience with balancing all modes of transportation provides an important understanding of how different users of public spaces interact. Too often,
roadway designs only focus on vehicles, while trail and sidewalk projects only focus on pedestrians and/or bicyclists. The key to a well-functioning, complete street
is making it easy for all elements to coexist. Simple things like creating awareness of other users and providing adequate sight lines for both drivers and pedestrians
to make appropriate decisions before entering a point of conflict can have a profound impact on the safety of everyone.
We pride ourselves not only on an understanding of the construction and engineering principles involved
in a project like this, but also understanding the theory and reason behind where and when to apply specific
safety measures.

State Street Streetscape Improvements
CLIENT: CITY OF COLUMBUS, IN
The State Street Streetscape project is located at the east end of SR 46. It
was the first step in the revitalization of East Columbus and provided a direct
side-path connection from East Columbus to the downtown historical and
architectural mainline along 5th Street. Future phases will provide additional
western connection to Mill Race Park. Phases 1, 2a, and 2b created a new
decorative side path along State Street and 3rd Street (SR 46) and widened/
enhanced the bridge over Haw Creek.

A 10-foot multi-use path runs along the right-of-way in front of more than 50
houses and provides a safe location for commuters and recreational users to
travel along 62nd Street. This project was designed to fit within the existing
right-of-way and to accommodate a meandering trail alignment to blend with
the neighborhood.
The pathway extends along the south side of 62nd Street. The total project
length was 1.35 miles. The existing right-turn lane on 62nd Street between
Keystone Avenue and Rural Street was removed to allow space for the
proposed multi-use path. A buffer varying in width from four feet to 22 feet was
established between the roadway and the multi-use path. Additionally, ADA-
compliant curb ramps and crosswalk striping were constructed at each of the
major intersections.

Kokomo Sidewalk Project
CLIENT: CITY OF KOKOMO, IN
United prepared design plans for two separate phases
of sidewalk construction for the city of Kokomo. The new
sidewalks were adjacent to the Indiana University Kokomo
campus and provided much-improved accessibility for
students living in university housing. The project included
more than a mile of new sidewalks, curbs, ADA-compliant
curb ramps, crosswalks and driveway reconstructions along
Lafountain Street, Lincoln Road, and Washington Street. The
city constructed the projects during 2019 and 2021 utilizing
local funding.

CLIENT: CITY OF SOUTH BEND, IN
This project constructs 1.5-miles of the Coal Line Trail along the abandoned
Norfolk Southern Railroad line in South Bend, Indiana. The trail consists of a
12’ wide HMA multi-use path with lighting, including a 12’ wide spur for a grade
separated connection. The trail will provide pedestrian and cyclist safety as
well as connectivity to other existing city of South Bend trails and adjoining
neighborhoods.
A highlight of the project is the repurposing of the existing seven span
abandoned railroad bridge across the St. Joseph River. This bridge will connect
pedestrian facilities from Riverside Drive across the St. Joseph River to Angela
Boulevard and to the East Bank Trail. United completed an in-depth inspection
of the existing structure including underwater inspection of the piers and arms-
length inspection of superstructure.
The pedestrian bridge will use the existing superstructure elements and provide
a 16’-0” wide trail that will allow some separation for cyclists and walkers. The
existing bridge will require structural repairs and the trail will be constructed
with a concrete deck and have an open railing and will have multiple locations
for pedestrian overlooks.

CLIENT: CITY OF JEFFERSONVILLE, IN
United assisted the city of Jeffersonville with designing enhancements along
Spring Street, including the preparation of an Engineer’s Report for several
separate roadway segments extending from Riverside Drive to Dutch Lane. The
report detailed the design elements, construction costs, and schedule for each
segment to be built.
The first segment, including new and repaired sidewalk, new pedestrian
lighting, and redistribution of lanes to include bike lanes in each direction,
was constructed in 2019. The remaining segments have been designed and
are awaiting funding. The Downtown segment was designed with an emphasis
on pedestrian accessibility. Bumpouts were included at each intersection and
midblock. Additional on-street parking was added, and pedestrian oases were
provided along the corridor. Throughout each segment, United worked with
the City to remedy existing and new drainage concerns as well as modify
designs to meet existing field conditions, ADA, and other local requirements.
