His teams were the first to include Green Stormwater Infrastructure in our roadway designs working closely with city councils and mayors on implementation. Civil Engineering, U. of Miami, 1984 Professional Engineer: IN, FL, NC PAGE 5 EXPERIENCE KENNEDY SCHOOL SFTS Ohio Street, Main Street, School Street SRTS Culver, INLaSalle and Marquette SRTSSouth Bend, IN The Culver Safe Routes to School (SRTS) project established safe pedestrian routes along Ohio St., Main St. and School St. These three long routes connect two thirds of the town with the Elementary, Middle and High Schools, as well as a number of other heavily utilized public and private facilities. This was accomplished through the construction of new sidewalk to fill in gaps, reconstruction of sidewalk in poor condition, rehabilitation of curb ramps to current ADA requirements, striping of crosswalks, and installation of solar powered school zone beacons. PROJECT INFORMATION • Another main element of coordination and management involved the certification of clear Right-of-Way for the project. • Removed section that had already been replaced from the scope to save federal dollars. • Coordinated with authorities to maximize scope of project and use of funds. These two South Bend Safe Routes To School (SRTS) projects have recently been designed to establish ADA compliant facilities. Harrison SRTS project encompassed a 5 block radius of poor sidewalk and non-compliant ADA curb ramps. Coquillard SRTS project encompassed areas around Coquillard School and St. John’s School. Sidewalk around Kennedy Primary and a subdivision north of Coquillard School were also added maximizing the use of Federal funds. These areas are an important system of sidewalks utilized by children commuting to and from school as well as the general public. PROJECT INFORMATION • Curb ramps were non-standard and modifications were made to make approximately 200 curb ramps ADA compliant. • Maximize the use of federal funds by expanding curb ramp and sidewalk replacement to other nearby schools, adding additional value to the original project scope. Harrison and Coquillard Primary, SRTSSouth Bend, IN This Safe Routes to School project involved upgrading existing routes near the LaSalle Intermediate Academy and Marquette Primary Montessori. Each school is surrounded by single family neighborhoods with major thoroughfares that define their walker zones. One of the primary concerns indicated on parent surveys was the safety of their children walking or biking to school. They listed vehicle volume and speed, sidewalk safety, and intersection safety as reasons for their concerns. This project gives students and faculty a safe alternative to driving to school, with potential to reducing vehicle volumes. Our past experience with nearby LaSalle and Marquette SRTS projects, including ones with many residents and business owners, as well as heavy traffic routes with extensive utility work, demonstrate that the City can have confidence in our ability to do so successfully. While the implementation of these sidewalks is a relatively simple project, it will have made a massive improvement towards increasing the safety and connectivity for the Kennedy School neighborhood residents. SIDEWALK ASSESSMENT • Sidewalks will be at least 5’ wide. • Sidewalks will be designed to avoid existing utilities to avoid associated costs and potential utility conflicts. • Sidewalks will meet ADA requirements for slope and curb ramps at intersections. DRAINAGE ASSESSMENT: • Existing drainage will be maintained to avoid any major utility changes and associated costs. • Minor structure adjustments may be necessary near curb ramp areas. • Sufficient borrow quantities are often neglected for areas of sidewalk needing to be raised to maintain proper drainage. Borrow can also eliminate the need for return curb/block wall in certain cases. PAVEMENT ASSESSMENT: • 2’ wide HMA surface patches are often necessary in front of curb ramps and approach installations due to pavement separation at time of concrete & asphalt removal. MAINTENANCE-OF-TRAFFIC (MOT) ASSESSMENT: • Pedestrian MOT will be provided using newly constructed sidewalks along all roadways that have been identified as needing to be updated to ADA standards or have no existing walks/ramps all-together. PAGE 10 APPROACH PAGE 10 KENNEDY SCHOOL SFTS SURVEY A location control route survey will identify the Right of Way limits and alignments for the required sidewalk improvements. A topographic survey will provide the information needed for proper design of the sidewalk, grading, utilities, and context of existing infrastructure. UTILITY COORDINATION • On this project, the Troyer Group will look to coordinate potential upgrades and infrastructure maintenance needs with the various utilities in an effort to minimize future construction impacts on the community and the environment (see above). ADA COMPLIANCE • We will meet the newly updated INDOT standards and Public ROW Accessibility Guidelines for curb ramps on design plans. Troyer Group has vast experience with curb ramp design and consistently coordinates with INDOT about plan documents meeting required ADA standards. QUALITY ASSURANCE / QUALITY CONTROL • Troyer Group uses a QA/QC checklist thoughout each project to ensure the quality of our design and construction documents. Our QA/QC process serves the design team and the City of South Bend by limiting unnecessary changes and budget overruns. ADDITIONAL COMPONENTS • A walk through with the City will be necessary to confirm begin and end points of existing sidewalks and to schedule a list of priority areas in order to maximize funding utilization. • Conforming to INDOT standards, pedestrian detours will need to be developed and shown on plans. • Signs and crosswalk markings will be included where INDOT and Town standards require them. Survey Points required to compute slope of curb ramps and to allow for design of ADA curb ramps per INDOT guidelines Survey Points required for tie-ins to existing sidewalk Survey Points required for tie-ins at service walks and approaches DESIGN AND CONSTRUCTION EXPERIENCE Our managers also work as designers on multi-use trail, storm sewer, roadway and signalization projects. • An enhanced perspective comes with working on projects from many different angles, which allows us to make every decision with the success of the overall project in mind. • We use this understanding to be proactive instead of reactive. • Our awareness of all stakeholders involved in a project allows our designers to not only respect the chain of command in decision-making and notification, but motivates the process by going above and beyond in providing pertinent project updates to all affected parties. • An understanding of INDOT policy, procedure, and organization through a multitude of different projects allows us to efficiently meet all project requirements. We have: • Extensive experience interpreting and enforcing INDOT standards and specifications • An understanding of the project from the City’s perspective. All of our decisions are based upon building the project on time, on budget, to specifications, in line with local aesthetics, and with little inconvenience to the traveling public. • An extensive municipal construction experience that guarantees an optimum buildable project that streamlines the construction process. PAGE 11 APPROACH PAGE 11 KENNEDY SCHOOL SFTS CULTURAL RESOURCES The potential area for improvement does not intersect any historic districts, but does include or run adjacent to several potential historic resources, including two National Register of Historic Places (NRHP) listed properties. Historic Property and/or archaeological investigation by a Qualified Professional Historian will likely be required. The level of impacts will largely be dependent on the exact sidewalks and curb ramps chosen for improvement, and their proximity to any cultural resources discovered during the field investigation. Improvements immediately adjacent to a NRHP eligible or listed property would generally lead to greater impacts, particularly if Right-of-Way (ROW) is required or the improvements change the visual environment. Despite this, it is likely that the project can be designed in such a way to remain eligible for the INDOT Minor Projects Programmatic Agreement. THREATENED & ENDANGERED SPECIES Habitat for endangered species will likely be scarce throughout the project area. However, individual trees do exist within residential lawns within the area for proposed improvement. If any of these trees need to be cleared, the potential impacts to endangered bat species will need to be evaluated, and the resulting Avoidance and Minimization Measures may result in a higher level of CE being required. SOLE SOURCE AQUIFER The project is located in the St. Joseph Sole Source Aquifer (SSA) area. Due to the level of expected excavation, no impacts to the SSA are expected. However, coordination with the EPA will likely be required. ENVIRONMENTAL JUSTICE The proposed project area contains populations of concern for Environmental Justice. If 0.5 acre or more of ROW acquisition is required for the project, a full analysis of impacts to these populations will be required. If it is determined that there will be an undue level of impacts to the populations, a CE Level 4 will be required. Given the scope this would be unlikely, but should be considered during project design. SECTION 4(F) IMPACTS The project area centers around Kennedy Park, a large recreational area with walking trails, baseball and basketball facilities, open fields, and a water park. Additionally, the park is adjacent to the Kennedy Academy, which contains a school playground. The project area also includes the Martin Luther King Jr. Community Center, which hosts open recreation time on weekdays. All of these may possibly qualify as Section 4(f) resources. If ROW is required from any of these potential resources, that would constitute a use of the resource, and could increase the level of CE required for the project. With the proposed scope and potential for improvement to these resources, it is possible that the project could qualify for an exemption from the Section 4(f) requirements. Coordination with both INDOT and the resource owners should be initiated as soon as possible to determine the appropriate Section 4(f) measures. ENVIRONMENTAL With the use of federal funds, a NEPA document will be required for the project. A key to keeping this document and project on schedule will be determining the locations for sidewalk/curb ramp improvement. Coordination with INDOT and other necessary parties over potential impact levels cannot begin until an exact project area is laid out. Once the project area is fully delineated, we will initiate the necessary coordination to determine CE level, and begin preparing the NEPA document. If further investigation for Cultural Resources is required, we will contact a qualified subconsultant to perform that work. No federal permits are expected. A Construction Stormwater General Permit may be required if more than 1 acre of soil disturbance is expected. RIGHT-OF-WAY The amount of ROW acquisition required to construct the project will be the primary determining factor for the level of Environmental Document required. If any is required, the project will not be eligible for the Programmatic Categorical Exclusion (PCE). If the amount of acquisition required is less than 0.5 acre, the project will require a CE Level 1. Any more, and a CE Level 2 or greater will be necessary. Given the extensive potential area for improvement, this 0.5 acre threshold could be passed fairly easily if enough of the work takes place in areas where space within existing ROW is limited. If it is believed that ROW acquisition will be necessary, the expected amount should be delineated early in the project process, to properly determine the required path forward.
