Safe Routes to School | 5 The City of South Bend has been awarded $1.875 Million in INDOT federal funds for the construction of sidewalks and curb ramps in various locations. The project includes the neighborhood surrounding Kennedy Academy School bounded by Bendix Drive to the west, Lincolnway West to the north, Birdsell Street to the east, and Orange Street to the south. We just partnered with the City to submit a grant request for Kennedy Park. If received, this grant could allow replacement of the sidewalk around the park. In order to begin the design process, DLZ would propose a kick-off meeting with the City to review the project’s scope of work, schedule and budget parameters. This meeting will provide the details to start the project in the right direction and put everyone on the same page moving forward. There are many times the length of existing sidewalk in the project area is larger than what the current budget can afford. We would propose a field review of the current sidewalk conditions. We could then work with the City to prioritize corridors around Kennedy Academy School. ADA compliance is extremely important on a project like this. However, many of the sidewalks are in such poor condition that they are a trip hazard to anyone trying to use the sidewalk. We have years of experience in ADA project design and ADA transition plan development for numerous communities throughout Indiana. Once the areas of improvement are identified, DLZ will develop plans to replace the sidewalk and curb ramps. We will utilitze smart levels to determine the segments of sidewalk and curb ramp that are outside of ADA specifications. This will allow us to define the topographic survey limits to minimize the amount required. Ultimately, this will expedite the design schedule, as well as allow the City to maximize the amount of improvements that can be done with the funding available. We have the experience with INDOT LPA projects to deliver this project to letting for you. Throughout the design development, DLZ will work closely with the City to review and overcome any challenges that arise. We believe that constant communication with project partners is vital to project success. We understand that the goal is to provide a safe path for citizens and school children while giving consideration to other important factors such as construction costs, drainage, permitting, utilities and aesthetics. As required with the use of Federal Funding, the design and construction will be done in accordance with the Local Public Agency (LPA) Guidance Document and related INDOT standard specifications, design manual and standards. Project Understanding and Approach Sidewalk Focus We recognize the City may have already identified areas they would like to focus the funding that is available. However, if there is still some uncertainty, we propose the following approach options for consideration: • Establish a sidewalk and curb ramp rating system based on visual inspection to represent the existing conditions. Assembling this information could help to identify specific areas of focus. • Focus on main roadways in the project area around and leading to Kennedy School for new or replacement sidewalk and curb ramps, as appropriate. • Begin at Kennedy School and work outward to address sidewalk and curb ramp deficiencies. Safe Routes to School | 6 Project Area The project area is contained by Bendix Drive on the west, Lincolnway West on the north, Birdsell Street on the east and Orange Street on the south. This covers a huge area that contains many times the amount of sidewalk and curb ramps can be replaced with the current project budget. Based on our site visit, we would estimate that approximately 25% or more of the sidewalk is in disrepair and could be replaced. Since we cannot repair all of the sidewalk within the project area and stay within budget, it will be important to work with the City and identify priorities to maximize the impact of this project. These projects will often also require limited curb replacement along with asphalt patching of the roadway to properly bring the curb ramps up to ADA standards. It will also be important to coordinate with other City projects such as the potential Kennedy Park improvements. Drainage One of the important aspects of any pedestrian improvements is properly addressing drainage. Not only is it a safety issue to be walking through ponding water, during the winter time it will also lead to freezing and further deterioration of the sidewalk. Our experience and preliminary observation of the project area indicates that utility conflicts will likely be present. It is anticipated that a majority of these conflicts can be avoided through detailed and creative design. We are prepared to take a proactive approach to avoid delays and issues during construction. Utility coordination activities will include: • Initial notice to utilities and verification of facilities • Periodic status and plan updates of the project to keep utilities informed • Correspondence and meetings with utilities to discuss potential conflicts and resolutions, if necessary. • Obtaining utility work plans, including relocation plans, when necessary. Missing sidewalk Environmental Documentation The use of federal funding triggers compliance with National Environmental Policy Act (NEPA) documentation requirements. DLZ has conducted a field visit and preliminary reviews of GIS data available on the IndianaMap website, the IDEM Virtual File Cabinet, IDNR’s Indiana Buildings, Bridges, and Cemeteries Map website and other information to identify potential “red flag” resources or issues that may need to be considered during design. Resources/issues noted in and near the project area include public parks, schools, an active railroad, an abandoned railroad, a planned trail and hazardous materials sites. Designs that minimize impacts to such resources and issues will be developed. The identified features are not anticipated to impede project development. The project will also require compliance with Section 106 of the National Historic Preservation Act, which sets forth a review process for identifying historic properties (including archaeological sites) and assessing potential effects. The project proposes work types which receive Section 106 approval under the MPPA. The services of Qualified Professional cultural subconsultants would be required if the project were to impact historic character-defining features or impact previously undisturbed soils. If less than 0.5 acre of new right of way is to be acquired, a Level 1 Categorical Exclusion (CE) would be required. A Level 2 CE would be required if more than 0.5 acre of new right of way is to be acquired. Section 4(f) involvement with a public park would require preparation of a Level 4 CE. ENVIRONMENTAL CHALLENGES SOLUTIONS Section 106 The project proposes work types which receive Section 106 approval under the Minor Projects Programmatic Agreement (MPPA). MPPA applicability will expedite completion of the NEPA documentation. Section 4(f) Section 4(f) properties, including public parks and historic properties, were noted in the project area. No impacts are anticipated at this time. If it is determined that right of way is required, the project intent will be to limit any impacts such that De minimis impact/ Section 4(f) MOU criteria are met. A De Minimis finding(s)/Section 4(f) MOU applicability will expedite completion of the NEPA documentation. Stream and Water Quality Impacts Implementation of INDOT Standard Specifications is anticipated to adequately address water quality concerns. No streams were noted near the project area. Impacts are not anticipated. Wetlands No NWI-mapped wetlands were noted near the project area. Impacts are not anticipated. Floodplains/ Floodways No floodplain areas were noted within the project area. No impacts are anticipated. Threatened and Endangered Species DLZ will conduct programmatic consultation for bat species of concern using the on- line USFWS IPaC system, which streamlines the consultation process. “No Effect” determinations, or “May Affect, Not Likely to Adversely Affect” determinations are anticipated. If trees are removed/trimmed, a seasonal tree clearing restriction is expected (trees may not be removed from April 1 through September 30). Hazardous Materials Sites Hazardous materials sites were noted within the project area. Given the minor nature of sidewalk construction activities, no impacts are anticipated. Safe Routes to School | 8 Often a project like sidewalks, curb ramps, and trails are viewed as “just a small project.” At DLZ, we work diligently to ensure a high- quality project, regardless of size, that will serve your community for many years to come. Our team has significant experience with pedestrian centered projects that have allowed us to navigate through many different issues that commonly arise. When designing a roadway, most projects are focused on the roadway while peripheral pieces and obstacles are moved to suit the DLZ HAS THE EXPERIENCE YOU NEED new corridor. With pedestrian projects, it’s a very different approach. Sidewalks, curb ramps, and trail construction must fit into existing situations and avoid obstacles while still meeting the required standards. For example, on the Town of South Whitley project there was one intersection where there was very little space between the roadway and house and a three-foot drop in elevation. Our project engineer was able to design a solution that worked for both the homeowner and the town while still being ADA compliant. This is not just a sidewalk project. We understand that there is much more involved in order to truly be ADA compliant. It is necessary to look at the entire intersection when constructing curb ramps. In many instances, we see curb ramps that end in a low spot with the road surface which causes water to pond, creating an undesirable situation. DLZ has ADA specialists on staff that truly understand the ever-changing requirements and standards. These specialists have often developed creative solutions that are more economical than traditional solutions. For example, on the Mishawaka Safe Routes to School project where an existing retaining wall would have required the installation of handrail and other costly modifications, our ADA specialist worked directly with the design engineer to adjust the design, creating a more economically feasible solution to the issue. It’s this type of service that makes DLZ such a great partner for the City of South Bend. After Before Safe Routes to School | 8 Safe Routes to School | 9 APR 2023 NOTICE TO PROCEED FIELD VERIFICATION STAGE 3 PLANS (95%) TOPOGRAPHIC SURVEY FINAL TRACINGS PRELIMINARY FIELD CHECK PLANS LETTING ENVIRONMENTAL DOCUMENT APPROVED JUN 2023 NOV 2024 JUL 2023 MAR 2024 OCT 2023 JULY 2025 AUG 2024 Schedule INDOT/LPA PROJECT DEVELOPMENT PROCESS It is our understanding, this project is to have a 2026 fiscal year construction date, which is reflected in the schedule to the right. DLZ is committed to exceeding the schedule expectations, and we are ready to accelerate the schedule should funding become available for an earlier letting. During the first 90 days after being given Notice to Proceed, the DLZ Team will get started with the following tasks: • Conduct a project kickoff meeting with the City to establish project goals, define more specific areas of focus, and confirm our lines of communication. • Once the project Area has been condensed, field verify sidewalks and curb ramps for ADA compliance and determine topographic survey needs. • Complete field visits for documenting environmental resources, if necessary. • Perform topographic survey, verify existing right of way, and initiate any property surveys as required. • Initiate Early Coordination with State and Federal environmental resources. • Initiate coordination with all utilities to verify locations of electrical, natural gas, water, and sanitary sewer lines in the vicinity of the project. ACTION PLAN FOR FIRST 90 DAYS *Schedule assumes no right of way acquisition is required. Right of Way Based upon our preliminary research of the GIS property lines, it generally appears that the construction can be limited to stay within the existing right of way. However, DLZ’s experience has shown that in some instances, areas around curb ramps may require additional right of way to meet ADA requirements. Additionally, federal funding requires that appropriate documentation of right of way be on record. As such, DLZ will perform title research to confirm the existing right of way. If there are areas of insufficient documentation, or where additional right of way may be needed to construct the desired improvements, our team will work diligently with INDOT and the City of South Bend to find alternatives to reduce or eliminate the right of way impact. If permanent or temporary right of way is required, the we will be ready to expedite Right of Way Engineering and Acquisition services with your approval. Safe Routes to School | 10 Similar Project Experience Town-wide ADA Curb Ramp Replacement South Whitley, Indiana DLZ provided professional consulting design services for the development of engineering plans and contract documents for ADA Curb Ramp improvements in the Town of South Whitley, Indiana. The project consisted of construction of ADA compliant curb ramps and sidewalks at 36 intersections around South Whitley. The improvements includes sidewalk pavement construction, ADA compliant curb ramps, minor drainage grading improvements, yard restoration, and pavement markings. Additional services required for the design included field survey, utility coordination, NEPA document preparation (PCE), construction inspection services, and coordination with the various stakeholders such as the Town of South Whitley and adjacent property owners. Mishawaka Safe Routes to Emmons Elementary School Mishawaka, Indiana The Emmons Safe Routes to School project was an INDOT/federally funded project consisting of sidewalk reconstruction along Main Street and 16th Street. The project also included design of curb ramps, advisory signage, pavement markings and preparation of Categorical Exclusion – Level 1 document. The project limits were located along South Main Street, between Sixth and Sixteenth Street, for an approximate length of 3,200 feet, and along East Sixteenth Street, between South Main Street and Union Street, for an approximate length of 1,100 feet. The total project length was approximately 4,300 feet. The concrete sidewalk varied from four to six feet wide along Main Street, and four to six feet wide along with a grass buffer varying in width along 16th Street. The improvements included sidewalk pavement reconstruction, ADA compliant curb ramps, roadway signing, and pavement markings. Safe Routes to School | 11 Northview Safe Routes to School Valparaiso, Indiana DLZ provided professional consulting design services for a sidewalk project in the Northview area of the City of Valparaiso. The project included the design of sidewalk gaps to the pedestrian facilities that had challenging issues. Locations included a mixture of curb and gutter or shoulder. In many cases, gravel parking areas had been created at the edge of the roadway, prohibiting walking. The City coordinated directly with property owners to provide sidewalk in those areas. In other situations, the carriage walk slopes from the homes to the roadway, not within City right-of-way, did not align with the sidewalk. DLZ was able to design creative solutions that provided the necessary profile grades. Ponding water and limited right-of-way in many areas were also challenges where the DLZ team provided innovative solutions that kept the construction limits at a minimum. DLZ staff conducted additional field checks than is customary to be certain these solutions would be acceptable during construction. Tamarack Multi-use Trail North Liberty, Indiana DLZ was retained by the Town of North Liberty to provide design services for a multi-use trail along the abandoned railroad from Wabash Avenue to the north side of the VFW park. Work included the installation of ADA compliant infrastructure with the path being 10 feet wide and hard-surfaced HMA pavement. The approximate length of the trail was 4,600 feet and connected the North Liberty Community Center to the North Liberty Youth League Ballpark along the abandoned railroad corridor (formerly Indiana, Illinois and Iowa Railroad), through approximately 2,200 feet of cleared woods. The trail was designed in accordance with the Indiana Department of Transportation Standard Specifications. Other elements of the project included performing topographic survey, environmental services, right of way engineering and acquisition services, geotechnical investigation, and construction phase office services. Safe Routes to School Project along Fox Road Lawrence, Indiana DLZ was retained by City of Lawrence to prepare the design plans for a Safe Routes to School Project along Fox Road in City of Lawrence, Marion County, Indiana. Project will construct sidewalk, boardwalks, curb ramps and crosswalks along south side of Fox Road from Pennycroft Drive to Amy Beverland Elementary School. The typical section for the concrete sidewalks will be 5 feet in width with 5 feet of buffer. In some restricted areas, the typical sidewalk will be 6 feet in width constructed at the back of new curb and gutter. In large the fill area and across Dry Branch Creek, six-foot- wide elevated boardwalks will be constructed with railings. The Total length of boardwalk will be approximately 1,100. All other locations will be concrete sidewalks. Utilizing the boardwalk construction will reduce impacts to wetland areas and reduce right-of-way. The typical section for the concrete sidewalks and boardwalks will be constructed with a designed cross slope of 1.5%. Proposed improvements include sidewalk construction, boardwalk construction, ramps and drive approach reconstruction conforming to the Americans with Disabilities Act (ADA) standards.
