Safe and convenient sidewalks provide opportunities for neighbors to interact and access neighborhood amenities, while promoting a healthy lifestyle and benefiting our environment. Safe Routes to School Projects focus on safe and non-discriminatory access to our neighborhood schools. While sidewalk construction is relatively simple in comparison to other public works projects, they contain many pitfalls and challenges, especially when INDOT is involved, that must be managed through the design and approval process. As outlined herein, we have assembled our team based upon the needs of the City and the Neighborhood. I will serve as the Project Manager for this assignment; Zach Hauersperger and Francisco Perez will serve as the Project Engineers. We will use our experience with similar projects, our experience with INDOT, and our local understanding to anticipate the challenges of this project and work with the City to manage them successfully. He has four years of experience working on various INDOT and other public agency LPA projects. He has experience in preparing contract documents, generating quantity calculations, preparing cost estimates, and working on various tasks to complete a project. As his technical skills developed, Frankie began to take on more responsibility by becoming the design lead for several projects which involved assigning tasks to entry level engineers as well as finding solutions to the challenges that came about during the design process. Frankie has worked on a variety of INDOT and LPA related projects such as trails, sidewalk improvements, and roadway projects. The resulting improvements will increase mobility, ADA Accessibility and safety for students and pedestrians. Expertise The project is being funded through the Safe Routes to School program. The Grant funds 80 percent of the project cost with the other funds coming from the City. Due to the funding source, the project is an LPA project and must follow INDOT procedures for design, property acquisition, environmental and construction inspection. INDOT is demanding in the requirements for these type of projects. Abonmarche is experienced in dealing with these type of projects and has completed multiple within the City of South Bend and surrounding communities. Our team will work with City staff to navigate the guidelines and complete a successful project the City can be proud of. KEY STAFF / PROJECT UNDERSTANDING 4 The owners of Metropolitan Title of Indiana, LLC are Margaret Klenar, Dave Smessaert, and Scott York. Between the three owners, there is over 100 years of title insurance and escrow residential and commercial closing experience. METROPOLITAN TITLE OF INDIANA, LLC ASC has been conducting environmental surveys in the state of Indiana since 1989 and we have completed more than 600 projects there. ASC is a certified DBE/WBE and is prequalified with the Indiana Department of Transportation to provide the following environmental service: 5.2. ASC GROUP, INC. With over 47 years of Civil Engineering experience, Roger is responsible for quality control of transportation and municipal infrastructure projects. As the lead engineer, he directs the engineering design, land surveying and planning studies to successfully complete civil engineering projects. Roger performs client relations, quality control and quality assurance on infrastructure projects from proposal development through construction. Areas of special interest include the oversight of multidiscipline projects, traffic design, city revitalization, industrial development of property and trenchless technology. ROGER NAWROT, PE, PS QA/QC ENGINEERING • ARCHITECTURE • LAND SURVEYING TECHNICAL APPROACH Abonmarche will utilize our extensive experience in project management, surveying, sidewalk and intersection design to create a project that maximizes the benefit for the citizens of the neighborhood. Our plan will cover the main goals outlined in our project understanding to create a project that will improve both safety and interconnectivity. Additionally we will utilize two engineers, Zach and Frankie, to simultaneously work on and design different aspects of the project to aid in the most expedient and efficient delivery of the design to the City and State. Field Assessment First, we will walk through the entire study area and assess the condition of all sidewalks, ramps, walls, stairs, etc. within the study area. We will identify issues and conflicts that will need to be addressed and resolved in order to reconstruct sidewalks, approaches, ramp to meet modern accessibility standards on a street -by-street basis. Additionally we will review any complaints that the City may have received within the project area relating to pedestrian access to ensure our scope addresses any potential, pertinent problems that may have already been identified. Preliminary Scope and Budget Next we will develop a preliminary strategy to most effectively use available budgeted construction funds. We will focus on streets and corridors that will likely have the most pedestrian traffic and benefit to the neighborhoods. Field Review with City Staff After we develop the preliminary scope and budget, we will do a field review with City Staff and present our rationale and recommendations for project scope given the construction budget. Modify Preliminary Scope Based upon feedback and input from the City, we will modify the project scope and begin the survey and design process. During the design process we will layout the location and geometric details of each curb ramp while ensuring all improvements remain within existing right of way. We will detail the proposed spot elevations, and slopes of each curb ramp and sidewalk to ensure ADA INDOT design compliance. Drainage and Stormwater Management Whenever infrastructure is installed drainage patterns are effected. Abonmarche has a general knowledge of the drainage system within the City and will work with the community to avoid ponding issues. Utility Coordination Abonmarche will perform the utility coordination in accordance with INDOT’s policies. Existing utilities are a significant driver in coordination and design of any public works project. Accurate identification and location of underground utilities and coordination with the owner of the facilities are vital in minimizing change orders and keeping costs down and maintaining construction schedules. Environmental Document The project will most likely only require a Categorical Exclusion Level 1 environmental document. A cursory review of Indiana MAP did not identify significant areas of concern for this project. No wetlands, Section 4(f), Section 6(f), historical structures or sites were identified in a brief review of the project area. We anticipate the project will qualify for a Minor Projects Programmatic Agreement (MPPA) for the Section 106 documentation. TECHNICAL APPROACH 5 ENGINEERING • ARCHITECTURE • LAND SURVEYING The project does not appear to pose significant environmental obstacles. Public Information Meeting Our team will assist the City with a public information meeting to present the project and schedule to area residents, schools, businesses, and other interested parties. A public hearing is not anticipated for this project, but Abonmarche will assist the City in conducting any public hearings that may be appropriate. We will also communicate and work with Kennedy School on the project schedule and timing. Maintenance of Traffic and Phasing Maintenance of Traffic, pedestrian and vehicular, often has a significant impact on the public’s perception of the success of a project during construction. Abonmarche will draft a maintenance of traffic plan to ensure a safe project. Detailed pedestrian detours will be prepared to route pedestrians around the construction. Detours will be limited in length and additional ADA compliance measures will be included as necessary along the route. We will work closely with the INDOT Technical Advisory Committee on the evaluation of any problematic areas identified along the pedestrian detour routes to ensure we meet their requirements. Cost Saving Alternative As part of our recommended approach, we will assist the City to evaluate if INDOT -LPA Design Certification is applicable for this type of project. Design Certification provides municipalities with more decision -making authority and control over managing project design elements. This allows the project design to meet the actual engineering needs of the project. This in-turn saves costs and allows more improvements to be constructed within the allotted budget. Abonmarche will assist the City in their overall sidewalk plans by determining the best use of the grant dollars in conjunction with other funding methods to maximize the City of South Bend dollars being utilized for construction. Project Management We will work with the City to utilize their recently implemented web based project management software, Projectmates. We will submit schedules, pay applications, and any other pertinent submittals to the web based portal for the project. This tool will allow for the organized dissemination of project information to all involved parties—allowing clear, concise access to the project data throughout the design process. TECHNICAL APPROACH 6 ENGINEERING • ARCHITECTURE • LAND SURVEYING TECHNICAL APPROACH PROJECT SCHEDULE Based on our experience on similar projects, we have programed the sequence and duration of the tasks that need to be performed. Below is our proposed schedule: The primary elements that drive the overall schedule and the timing of the letting are: • Environmental Clearance • Utility Coordination PROPOSED PROJECT SCHEDULE TASKS 2023 2024 Notice to Proceed Topographical Survey Stage 1 Plans Preliminary Field Check Environmental Document Utility Coordination Stage 3 Plans Final Tracings Letting 7 ENGINEERING • ARCHITECTURE • LAND SURVEYING QUALIFICATIONS Abonmarche worked with the City of South Bend on this federally funded Safe Routes to School project. This project included replacement of over 550 sidewalk ramps along with +1000’ of sidewalk near Monroe Primary Center, Studebaker Elementary School and Riley High School. The work in this project included topographic survey, right-of-way engineering, an environmental categorical exclusion, engineering and design and utility coordination. The $1,500,000 construction project provides accessible sidewalk routes for students as well as residents. SOUTH BEND, INDIANA MONROE PRIMARY SAFE ROUTES TO SCHOOL This Safe Routes to School project will provide a safe pedestrian and bicycle trail away from narrow roads with poor visibility and link the DeMotte Christian School and DeMotte Elementary School with the surrounding neighborhoods, downtown business area, and the little league baseball and soccer fields. The project required a pedestrian crossing at the signalized intersection of U.S. 231 and 9th Street and working closely with the Town, businesses, and residents to determine the appropriate route for the new mile-long path. In order to achieve this, Abonmarche prepared an environmental report, designed the path and pedestrian bridge, led neighborhood meetings, and helped the Town acquire necessary right -of- way. In addition, Abonmarche coordinated the work between the INDOT LPA process and a separate, new water main project in the same area in order to maximize the benefit of the money spent on each project and to fully benefit from the $250,000 Safe Routes to School Grant. 9TH STREET & BEGONIA STREET DEMOTTE, INDIANA 8 Abonmarche provided construction engineering for this $600,000 LPA sidewalk project in a residential area within the City of South Bend. The project included replacement of numerous sidewalk ramps and over 6,000’ of sidewalk and was constructed in the summer of 2017. The project was a success and provided safe ADA compliant pedestrian routes for residents in the City of South Bend around the Perley Elementary School and added sidewalk ramps to assist those with wheel chairs and strollers. We found the key to this project was communicating with the residents and school prior to starting construction on their street and educating them about the construction process. We assisted in finding sidewalk detour routes when existing sidewalks were removed or under construction. The design of this project was done by others without the aid of a topographic survey. Abonmarche construction technicians closely reviewed grades during construction to determine compliance with ADA regulations. Several field changes were necessary to achieve the goals of the City. SRS PERLEY STREET SIDEWALK PROJECT SOUTH BEND, INDIANA ENGINEERING • ARCHITECTURE • LAND SURVEYING QUALIFICATIONS Abonmarche worked with the City’s Engineering, Community Development, and Venues Parks & Arts Departments. The project had a number of funding sources including a major parks bond and emergency funds for repair of the historic river wall. This was an important project to the City since it provided linkage of Downtown South Bend and Downtown Mishawaka by a non-motorized trail, it connected Governor Joe Kernan Park with Howard Park, and provide safe bicycle and pedestrian access to the Indiana University at South Bend campus from the Downtown area. The new trail replaces a narrow 5 foot sidewalk on the edge of the river that was not ADA compliant or safe for bicycles. Abonmarche’s role in the project included field survey, design, permitting, river overlook nodes, and the historic river wall restoration. Governor Joe Kernan Trail serves as the completion of the City of South Bend’s long effort to redevelop the adjacent former intercity industrial land into a vibrant residential neighborhood along the St. Joseph River front. The investments made and the work Abonmarche performed have resulted in the finishing touches that will complete the redevelopment of the southern portion of South Bend’s East Bank Neighborhood. GOVERNOR JOE KERNAN TRAIL SOUTH BEND, INDIANA 9 Imagination Glen Park and Woodland park provides residents and visitor of the City of Portage with numerous recreational activities a gymnasium, skate park, BMX race track, playgrounds, picnic areas, a dog park. The city envisioned a trail to provide more access to the parks. Iron Horse Trail, running over two miles between Max Mochal Road (SR 149) at the east end and Hamstrom Rd. at the west was designed to improve access to the parks and create more recreational activities. The design includes a 1,700 foot long, 12 foot wide asphalt multi-use trail with painted cross walks at Portage Avenue and Hamstrom Road. ADA ramps at the intersections of Portage Avenue and Crisman Road as well as Iron Horse Trail and Hamstrom Road improved accessibility for people for varying abilities. Topographic surveys and right of way certification were conducted to to prevent land disputes. And a comprehensive environmental field investigation and analysis was performed to comply with requirements of the Indiana Department of Transportation (INDOT). The end result is a trail passing through a greenway corridor among suburban back yards, though with a decidedly rural feel. Much of the route is wooded, and the trail provides access to Imagination Glen Park and Woodland Park. IRON HORSE HERITAGE TRAIL PORTAGE, INDIANA ENGINEERING • ARCHITECTURE • LAND SURVEYING QUALIFICATIONS 10 Abonmarche provided Construction Engineering services for the City of La Porte for this $420,000 sidewalk project in a residential area within the City of La Porte. The project included replacement of over 20 sidewalk ramps and over 6,500’ of sidewalk and was constructed in the summer of 2017. The project was a success and provided safe ADA compliant pedestrian routes for residents in the City of La Porte and added numerous sidewalk ramps to assist those with wheel chairs and strollers. We found the key to this project was communicating with the residents prior to starting construction on their street and educating them about the construction process. We assisted in finding routes in and out of houses when the sidewalks were removed or fresh concrete was poured. It can be tricky to find a good route to a front door with on street parking in front of homes. In order to save money for the City, our staff worked with the City, INDOT and the contractor to determine what soils were adequate and didn’t required subgrade treatment. LA PORTE, INDIANA LA PORTE SIDEWALK REPLACEMENT PROJECT This was an LPA multi-use trail project at various locations within and near the Town of Westville. The project connected the existing HMA Lincoln Memorial Trail to State Road 421, while installing ADA compliant ramps at road crossings. In conjunction to the trail, the project also installed ADA compliant ramps and concrete sidewalk with the Town of Westville providing a Safe Route to School for the neighborhood. This project involved multiple municipalities, INDOT, La Porte County, La Porte County Parks, and the Town of Westville. Throughout construction our inspection team worked with the county planner, INDOT Area Engineer and contractor to provide a cost savings at the end of the contract. LINCOLN TRAIL AND SIDEWALKS WESTVILLE, INDIANA Abonmarche assisted the City of Mishawaka in upgrading the Borley-Lynn- Maplehurst Neighborhood that was annexed to the City in the 1970’s and infilling the vacant lots with new affordable houses under the First Time Home Buyer Program through HUD Grants. Initially hired to do a study of needed right of way improvements City water service and sanitary sewer were provided along Lynn Street and Maplehurst Avenue but Borley Avenue lacked both water service and sanitary sewer because of the many undeveloped lots that fronted it. There were no sidewalks, curbing or storm sewers within the neighborhood. The study was the financial planning tool the City needed to construct the infrastructure improvements phased over a period of four years. Borley Avenue was the first street to be completely reconstructed in two phases with new sanitary sewer, water main, storm sewer, concrete curbing, asphalt pavement and sidewalk to accommodate the new homes to be constructed as part of the HUD Program. Maplehurst Avenue and Lynn Street followed each in its own phase.
