You will find from our relevant experience section that A&Z has successfully com- pleted several of these similar projects throughout Northern Indiana and we have coordinated projects in which multiple stakeholders have a vested interest. With 9 years experience under his belt, Landon has ded- icated much of his time to projects like this one. He has a keen eye for identifying potential routes and the latest amenities that increase accessibility and connectivity for all of a community’s residents. One of Landon’s prime responsibilities is facilitating the communication amongst stakeholders and contractors. He will plan and host scoping and progress meetings in addition to email/phone updates. Additionally, he will assist in all e fforts for public involvement to keep residents in the loop. City leaders have a lot on their plates; with Landon at the helm, they can expect to have fewer items on their to -do lists. Experienced Team Just like Landon, the key staff we have designated for this project are also experienced with SRTS projects. You will note in the staff resumes, that they are all qualified for the identified worktypes and have the hands-on experience necessary to anticipate roadblocks and develop solutions to keep the project on time and on budget. In total, the individuals working on this project have nearly 200 years of combined experience. Meet our Partners 3X DBE goal The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 3 Project Manager Landon Grogg, EI : Project Manager, Team Leader | 9 Years BS, Civil Engineering | State of Indiana Engineering Intern Landon is a Vice President of A&Z Engineering, LLC, and has proven, time and again, exceptional ability to coordinate the efforts of multiple entities for projects like The City of South Bend’s Safe Routes to School (SRTS) for the Kennedy School. For project stake- holders, like The City and the Kennedy School, Landon will serve as the main point of contact and will host a scoping meeting, provide regular updates, and work to make the vision to reality. He will also be in charge of organizing the effort of our team: A&Z Engineering, our subconsultants, and contractors. By keeping the wheels in motion and paying close attention to the Kennedy School’s calendar, Landon will ensure that the SRTS project flows seamlessly through its various stages. While schedule and budget are of great importance, Landon is also focused on quality and innovation. Land on has worked on SRTS projects and numerous other projects with similar purpose and scope. He knows the various technologies that help ensure safety and lon- gevity of the project. Community connectivity and accessibility is his specialty. Landon’s Relevant Project Management Experience Stellar Sidewalks and Trail Project: Woodburn, IN | $1.2M Const. Cost | Pedestrian connectivity improvements throughout the city by devel- oping a system of sidewalk and trail routes and ADA upgrades. Safe Routes to School: Angola, IN | $250K Const. Cost | Comprehensive travel plan and design for pedestrian travel to school. Multiple SRTS completed for this town throughout the years that includes connectivity from multiple neighborhoods to elementary, middle, and high schools. Stellar Sidewalks and Trail: Monroeville, IN| $1M Est. Const. Cost. | This consists of three separate projects addressing the design of an active transportation system throughout the Town. When completed, the Town will be equipped with interconnected 8’-10’ HMA trails and side- walks complete with a new pedestrian bridge over Flat Rock Creek. This project also includes new curb ramps, driveway reconstruction, pedestri- an railroad crossings, site restoration, and minor storm sewer improvements. E. Albion St. and Albion St. Improvements: Avilla, IN | $1.4 Const. Cost (Phases I and II) | This corridor in Avilla was completed as two sepa- rate projects using funding from the Community Crossings Matching Grant program and included milling and resurfacing of roadway in addition to new curb and gutter, sidewalks, curb ramps, driveway reconstruction. Ley St. Roadway and Water Main Replacement: Avilla, IN | $.93 M Est. Const. Cost | New sidewalks, curb and gutter, ADA curb ramps, and driveway reconstruction were included with roadway resurfacing and milling and replacement of 6” and 8” water main and storm sewer improve- ments/restoration. Green Rd. Improvements: New Haven, IN | $2.66M Const. Cost (Phases I & II) In addition to roadway reconstruction and widening, pedestrian facilities will be improved with new curb and gutter, sidewalks, ADA curb ramps, driveway reconstruction, and restoration of and improvements to storm sewer. Meadowbrook Trail: New Haven, IN | $.93M Est. Const. Cost | Design and construction of new 10’ asphalt trail and 8’ concrete sidewalk to build upon the Town’s active transportation facilities. New concrete curb face walk and curb ramps along with driveway reconstruction along with storm sewer improvements. BS, Civil Engineering Technology | Professional Surveyor The Kennedy School SRTS for the City of South Bend brings with it a broad area of potential improvement, and Aaron’s 30 years as a professional surveyor means that our design will be tailored to not only meat the demands of the stakeholders, but the uniqueness of the project site itself. Aaron has experience working with nationally recog- nized companies along with local, state, and federal agencies. This breadth of experience has prepared him well to meet a wide range of needs tailored to specific projects. Pamela Davenport: Non-Complex Roadway Design | 22 Years Exp. AAS, Construction Technology | Senior Designer Pamela specializes in community development projects like this SRTS initiative. Throughout her 22 years in the industry, Pam has stayed cur- rent on the latest technologies available to produce designs for our cli- ents. From profiles and roadway sections to curb ramps, Pamela en- sures that each of her designs is tailored to meet the needs of the client and the specifications of the project. Drew Parsley, EI: Non-complex Roadway Design | 2 Years Exp. BS, Civil Engineering | State of Indiana Engineering Intern | Graduate Engineer Drew specializes in working with civil engineering, concentrating on transportation engineering. Her responsibilities include developing road- way and trail designs, establishing cost estimates, right-of-way engineer- ing, assisting with right-of-way management, assembling submittal documents for various projects, and producing regulated signage. She is competent in Auto- CAD, Autodesk Civil 3D, Arc GIS, and OpenRoads SignCAD software for use in designs for various classifications of projects. Wes Downing: Non-Complex Roadway Design and QA/QC | 35 Years Exp. AAS, Architectural Engineering Technology | Computer Aided Drafting and Design Cert. Wes is a veteran designer and project manager. While his 35 years ex- perience brings with it a vast array of project experiences, he has numer- ous SRTS projects and trailway/pathway projects on his resume, which is why we have selected him to be part of the team serving the City of South Bend on this project. In addition to his design work, Wes is an INDOT certified utility and railroad coordinator. Nitin Timble, PE, PS: Quality Assurance/ Quality Control | 37 Years Exp. MS, Project Management | MTech, Structural Engineering | BS, Civil Engineering | Professional Engineer and Surveyor: IN & OH Nitin brings nearly 4 decades of professional experience to the team serving The City of South Bend. While he continues to serve as a project manager for A&Z’s projects, he also takes on the role of a QA/QC administrator. We value him in this role because he is able to ensure that d esign standards are met on numerous projects due to his depth and breadth of personal experience. For this project, Nitin will personally review all plans before submittal in addition to acting as a mentor to all of our design team. Dave Bourff: Environmental Document Preparation– CE | 20 Years Exp. * BS Environmental Science and Management Dave is responsible for environmental compliance of the project including: due diligence, quality control, field activities, and agency coordination. With his exten- sive experience and attention to detail, Dave is an efficient and effective steward of our natural resources. Dave’s areas of expertise include preparation of environ- mental studies for NEPA and transportation-related projects, wetland delinea- tions, permitting and mitigation plans, facilitation of public meetings, terrestrial and aquatic ecology and mitigation plans, Section 106 regulations, construction inspection, and haz- ardous materials assessments. Jackie Dodd: Title Research | 22 Years Exp. ** Juris Doctor, Cooley School of Law Jackie possesses considerable experience in reviewing INDOT plans, examining real estate parcels for residential, commercial, industrial, utility, railroad, and oth- er complex parcels, along with knowledge of INDOT’s specifications for Title Re- search. All team members are trained in real estate abstracting, clearance of real estate liens, and recording of documents. Jackie Dodd’s experience practicing real estate law and working as a commercial lender; coupled with Dodd Title Corporation’s staff ex- perienced in title research provide added value to Dodd Title Corporation’s title research services for all right-of-way projects. Mark Voss: Constructability Review | 22 Years Exp. ACEC Engineering Leadership Program | Supervisory and Leadership, IPFW | INDOT RPR | INDOT Site Manager Mark is an experienced construction manager and RPR. His experience includes overseeing multiple road, bridge, and underground infrastructure pro- jects; assisting engineers and surveyors; and the field operations observed by our inspectors. This combined with his many years as an RPR makes Mark a valued member of our quality pipeline. He ensures that what we put on paper will work in reality. This is one of the most valuable things we can do as far as ensuring client satisfaction and const containment. Ian Ross: Topographic Survey | 31 Years Experience CET Surveying, Geological Engineering Ian spent much of his career as a surveying crew chief for INDOT. He has been responsible for all aspects of highway surveying and is a member of the Indiana Geographic Information Council. Key Staff 35 total A&Z team ready to assist The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 5 Project Understanding About the Kennedy Academy Environmental Document Preparation: Historic Structures The most abundant environmental resource identified within the study area are historic structures. The Section 106 process wi ll evaluate impacts to these struc- tures and design considerations will be made to ensure preservation of these buildings. National Environmental Policy Act (NEPA) Based the preferred route(s) chosen, impacts to environ- mental resources present will be identified and evaluated in the appropriate level of NEPA document. A Programmatic Categorial Exclusion (PCE) or Categorical Exclusion (CE) level document is anticipated. The document will be pre- pared and submitted to the appropriate INDOT district and/ or central office for final review and approval, allowing the project to move forward with the construction letting pro- cess. Indiana Department of Environmental Management (IDEM) Minimal jurisdictional wetlands, waterways or mapped flood- ways have been identified in the study area, but a field in- vestigation will be conducted to confirm. Applicable regula- tory permits for IDEM and the USACE will be prepared for agency review and approval prior to construction. Should new land disturbance for the project exceed 1.0 acre, not including impact to existing roadway or sidewalk surfaces, an IDEM Construction Stormwater General Permit will be required for sediment and erosion control. Project Objective: The Safe Routes to School: Kennedy School is to provide a safe walking and handicap accessible route for children walking t o school. The selected firm shall: • Collaborate with The City of South Bend and officials of South Bend Community Schools (representatives of the Kennedy School) to develop a primary route for children to walk safely to and from school. • Provide preliminary engineering services to include the planning, design and organization of ADA compliant sidewalks and curb ramps for pedestrian traffic to the Kennedy School. Funding: 80% Federal TAP, 20% Local Project Boundaries: • N Bendix Dr to the west • Lincoln Way W (US 20) to the north • Birdsell St.to the east • Orange St. to the south The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 6 Project Approach: Timeline A&Z plans all stages of projects so that they progress on time, on budget, and according to plan. A key part of ensuring a su ccessful project and client satisfaction is our preparation phase in which conversations are had with the client and then stakeholders. By ensuring we have in-depth project understanding we are better able to tailor solutions to achieve the project’s objectives and the unique needs of our clients. The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 7 Project Approach QA/QC Protocols 1. QA/QC is not an option. PMs specifically allot time into each project sched- ule and budget for the QA/QC process. 2. Red Pen Review: Complete dual quantity take-off calculations are reviewed by two separate individuals during our red pen review ensuring: Accuracy, Consistency, Compliance, and Constructability 3. Targeted Review: Each facet of project design has a designated reviewer at each stage of the design submittal. Nitin Timble, PE, PS and Wesley Down- ing will review all plans in the targeted review stage. 4. Change Order Avoidance: Plans, specifications, and cost-estimates are com- pared to ensure each pay item coincides with the method of measurement and basis of payment to avoid construction problems and change orders. Strategic Scheduling System Infrastructure projects have a lot of moving parts and require multiple key staff working in unison. Often, the ability of one person to complete their task relies on another having their portion completed. Additionally, we want to ensure that our staff are not over committed and can give their full attention to the project at hand. Ajera Deltek/Gantt: A&Z uses Ajera DelTek software to manage and track project progress and employee time. This gives us a single place to communicate our available capacity and workload. Weekly Meetings: A&Z has weekly staff meetings where each employee shares his/her workload for the week. This is also an opportunity for our employees to assist each other. Cost Containment Practices 1. Eliminate Excess: In our day-to-day office operations we use sus- tainable measures to eliminate waste (see our sustainability plan) that helps preserve the planet and our bottom line. On the job, we use these same kind of sustainability measures. We also treat our staff’s time as a resource and aim to maximize efficiency by being organized so that time is not wasted. 2. Constant Contact: A&Z facilitates two-way communication between all project stakeholders, subconsultants, and contractors to ensure that everyone is in the loop. 3. Thorough Documentation: A&Z has templates and checklists to make sure that everything from meeting minutes to emails are de- tailed and thorough. By keeping track of our communication and re- quests, we make sure nothing falls through the cracks. 4. Strategic Scheduling: Time is money, so A&Z makes sure that we use our time efficiently. When working as part of a larger team, it is crucial to have individuals meet deadlines because the next phase of the project depends on it. See our scheduling protocol below. 5. Do It Right The First Time: A&Z has found that practicing steps 1-4 enable us to complete the various phases of projects with precision– eliminating the need to clean up mistakes. More information about this can be seen in our QA/QC protocols. All projects should be completed on time, on budget, and on-par with client expectations. There are a few strategies that we employ across the board, for every single project to ensure that we provide communities wi th the quality service they deserve. 95 % client retention Constructability Review Once our designers have ensured that their plans meet specifications and standards, they are submitted to Mark and his construction team. During this phase of the review, we are looking for conflicts that will happen dur- ing constructions phase. From here staff then develop solutions and alternatives so that, once the project is underway, there are no setbacks or surprises. Sidewalks and paths will range in width from 5 to 10 feet along Woodburn Rd. and other streets throughout town on our designated route. This pathway will include • ADA Compliant Curb Ramps at all Intersections • New Curb Face • Pedestrian Railroad Crossing A&Z provided utility coordination, right-of-way engineering, design, and construction in- spection services. ...to the SRTS: Kennedy School Project Crosswalk enroute to Kennedy School: no crosswalk pavement markings, deteriorated ramps, ADA deficiencies, segments of impassable sidewalk In their present state, the sidewalks surrounding The Kennedy School (Academy) exclude numerous individuals including individuals • With Disabilities • Suffering from injuries • Who are Small Children • Using strollers, wagons, and the like Additionally, individuals with out extenuating circumstances may find these side- walks dangerous as they pose tripping hazards. This leads to the use of the street for pedestrian travel– posing a long list of unnecessary safety concerns when sidewalks are present. A&Z Engineering and the City of Angola have partnered on three (3) SRTS Projects. The first project was a non - infrastructure project and A&Z assisted the City from the application stage through to the completion of the pro- ject. The A&Z staff has moved all three (3) projects from funding to realization in a timely manner and the City is very satisfied with the service received from all members of the A&Z staff. - Bill Boyer | City Engineer: Angola, IN A&Z Engineering completed a Comprehensive Travel Plan to identify designated walking routes for several SRTS projects in Angola, IN. These included elementary, middle and high schools. In addition to the comprehensive travel plan, the scope of services included: • Replacement of 1,100 feet of existing sidewalk • Design and installation of another 1,500 feet of new sidewalk • ADA compliant ramps • Reconstruction of driveway approaches to provide proper cross slopes meeting ADA requirements Relevant Experience We ’re Ready to Apply What We’ve Learned… Many areas of the Kennedy School (Academy) and its amenities are not accessible due to the lack of ADA compliant curbs or sidewalks altogether. This forces students and families who reside within walking dis- tance to use streets for pedestrian travel. Just like the SRTS projects for The City of Angola, IN, A&Z will coordinate with school and City personnel to identify areas in need of ramps and sidewalks to im- prove accessibility and ensure safety. Entrances to Kennedy School off N. Olive St. Curb ramps ad missing or are ADA deficient. If this is main entrance for pedestrian traffic, safety features are necessary (pavement markings, signals). ...to the SRTS: Kennedy School Project The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 10 Town of Waterloo, IN: SRTS • Project Cost: Combined $.61 million • A&Z Key Staff: Jamal Anabtawi, PE | Wes Downing | Landon Grogg, EI • Client Contact: Tena Woenker | Town Manager | Town of Waterloo | 260-837-7428 Over 5,000 feet of sidewalks were installed throughout the Town of Waterloo. The main purpose of this initiative was to provide safe, accessible paths to school for neighborhood children. Many areas sidewalks were overgrown and dangerous – not to mention impassable for students with special needs. Additionally, several key locations were missing ADA compliant curb ramps. Construction took place in two phases addressing two different sections of town. Scope of services included: • Designated school path design • Sidewalk design and installation • ADA compliant curb ramps • Street and pavement markings for crosswalks While sidewalks and ramps are the feature of most safe routes to school projects, crosswalks are also paramount to a successful project. At our site visit, A&Z project engineers noted a lack of pavement markings and signage for students who have to cross the street. Like our project in Waterloo and the other SRTS projects we ’ve done, exploring the best options for crosswalk design and features is part of the process. Relevant Experience We ’re Ready to Apply What We’ve Learned… ...to the SRTS: Kennedy School Project Intersection along the project boundary: Bendix Dr. I was both pleased and impressed with the ability of your team to complete a comprehensive study of the existing in- tersection and then prepare design alternatives within only a two-week period just prior to the application deadline. Your employees displayed a positive, can-do attitude, and kept me involved through the process. Please express my thanks to everyone at A & Z Engineering, LLC. DeWayne Nodine | Former Town Manager, Waterloo, IN The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 11 Ft. Wayne, IN: Ludwig Rd. Intersection Improvements • Project Cost: Combined $5.5M • A&Z Key Staff: Warren Zwick, PE | Landon Grogg, EI | Mark Voss • Client Contact: Patrick Zaharako | Engineer, City of Fort Wayne | 260.427.2789 Although the Ludwig Rd. Intersection improvements had a larger scope than SRTS for the Kennedy School, there are still many facets of the projects that will overlap. Specifically, the collaboration between multiple entities was necessary: The City of Fort Wayne, INDOT, and numerous subconsultants and contractors. On top of this, we worked with Fort Wayne Community Schools, a district that is comparable to South Bend Community Schools in terms of size, demographics, and urban setting. Due to weather-related and supply-chain issues, some of the construc- tion bled into the school year. While this was not ideal, and certainly not what we had planned, by working closely with school personnel we en- sured safe, accessible maintenance of traffic for students driving and A&Z did extensive improvements to Ludwig Rd. for The City of Fort Wayne. Our commitment also extended to stake- holders of Northrop High School. The main focus of our design was new road construction with roundabout and light- ed intersections for safety, but in collaboration with the school, we worked in their plans to improve safety for students who drive and walk to school. These items included: • Planned pathway infrastructure to connect with other city trails in the future • Railings along a drainage spot for pedestrian safety • ADA compliant ramps • Clear crosswalk pavement markings • Left and right turn lanes ...to the SRTS: Kennedy School Project Relevant Experience We ’re Ready to Apply What We’ve Learned… The City of Fort Wayne is very fortunate to have A&Z work with us as Jamal and his staff work very hard to keep their clients’ interests as their highest priority. Our experience working with school officials in a district of this size, has pre- pared us to assist school personnel in developing a safe route to school and all of the amenities to make it accessible. We also know that when the City is able to invest in these kinds of community improvements, schools will also simultaneously make their own improvements (like Ludwig Rd.) or want to ensure that the current improvements take into consideration the school’s future planning. Phase 1 • Project Cost: $2.93M • A&Z Key Staff: Warren Zwick, PE | Landon Grogg, EI | Mark Voss • Client Contact: Suzanne Handshoe | Mayor, City of Kendallville A&Z has been coordinating efforts between the City of Kendallville, East Noble Community Schools, Noble County Officials, and area residents in order to im- prove this corridor. The scope of this project includes roadway reconstruction with new curb and gutter. Moreover, this project included developing a route for chil- dren to access the newly constructed East Noble Middle School. Intersection/ crosswalk safety and accessible bicycle and pedestrian sidewalks are of para- mount importance for this project. Project, the Kennedy School SRTS project serves students from multiple neighborhoods surrounding the school. A&Z Engineering is prepared to work with all stakehold- ers to determine the best route to designate for maximum safety. Additionally, A&Z knows that this project has the potential to serve more than just children who walk or cycle to school.
