Tax Abatements •2021 tax abatements spurred $78 million in private investments and 441 jobs. READI Program •South Bend region awarded maximum $50 million award from the State of Indiana as a part of the READI program (Regional Development Authority is issuing RFP for projects to be submitted later this summer) CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Economic Development (cont.) Tax Credit Applications (9%) •Two projects waitlisted by IHCDA last year •Supporting three competitive tax credit projects this year that could provide more than 150 affordable units if they are selected by the IHCDA CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Neighborhoods Update ▪Economic Development ▪Affordable Housing ▪Youth Engagement and Employment ▪Neighborhood Infrastructure ▪Public Safety and Wellness CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Youth Engagement & Employment •Youth Employment in the City: •VPA Youth Employment Program •Establishment of Manager, Youth Employment position at VPA, designed to establish work-based learning programs and recruit at-risk youth. •During 2021, the City employed 103 employees under the age of 18 •Average age: 15.9 years old •Average wage rate: $11.88 / hour •Thus far in 2022, the City has hired (or is in the process of hiring) 67 employees under the age of 18 •Average Age: 15.9 years old •Average wage rate: $12.19 / hour CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Neighborhood & Community Centers United Way Southeast Neighborhood Center •$5.2 million project with $1.8 million contributed from COSB •Project to be completed in late summer of this year Pinhook Park Community Center •$1.7 million remodel of park and center, reopened in May 2021 CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Neighborhood & Community Centers Martin Luther King Jr. Community Center •At least an $11 million project United Way Far- Northwest Neighborhood Center •United Way working to identify site and begin planning CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Neighborhoods Update ▪Economic Development ▪Affordable Housing ▪Youth Engagement and Employment ▪Neighborhood Infrastructure ▪Public Safety and Wellness CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT Neighborhood Infrastructure Rebuilding Our Streets Plan (3-year plan) -$9.7 million deployed for plan in 2021 paving season, which included improvements on 129 lane-miles of streets AEP Streetlight Conversion -AEP working to convert all of its 9,000 streetlights to LED by this fall -Most of 3,000 City-owned streetlights have already been converted Additional Neighborhood Infrastructure (curbs, sidewalks, traffic calming, lighting) -$2.5 million in ARP funding, doubling city funding in 2022.
