HomeMy WebLinkAbout02-28-2022 SBCC- H&P Safety Committee SBPD UpdateSOUTH BEND POLICE DEPARTMENT Health & Public Safety Committee Update Investigations The South Bend Police Department took over homicide investigations from the Metro Homicide Unit on October 15th, 2021. Since then: •5 homicide investigations/incidents (6 victims/5 incidents) •3 have individuals have been charged •2 have a suspect identified St. Joseph County SVU will continue to investigate and prosecute child physical (parental only) and sexual abuse, child neglect and exploitation, and adult sex crimes. FVU/SVU •Since reorganization of unit, SBPD assigns 2 sworn detectives and pays for 3 non-sworn positions. •The DV investigations (that do not involve sexual assaults are either direct-shipped via patrol closure and/or investigated in house)-are still communicated with the FJC/YWCA and advocates. •Assaults against children are only investigated by FVU/SVU if it is parental assault. •43 of 45 DV cases from 10-15-2021 to 12-31-2021 were solved (95%) •To date, 77% of DV cases are solved (62 reports total). Gun Violence •2020= 936 CAS incidents. 2021= 1,120 CAS incidents ↑184. •2020= 133 victims. 2021= 121 victims (10% ↓12*Pros ). •2020= 440 Guns recovered. 2021= 603 Guns recovered ↑163 . SST-CONNECT •Software-provides unbiased, factual, evidence-based direction for officer/resource deployment at strategic locations/days/times. •Case reports (victim/witness/suspect statements and memorialized and documented evidence) with gun violence being the prime factor within the past 24 hours, and from past 3 years. •Compares current/past trends. •Monitors officer responsiveness and accountability via GPS. •Proactively prioritizes crime-dense areas quickly and efficiently. •Success= not only a decrease in incidents, but a decrease in police presence! SST-CONNECT (continued) GVI SNAPSHOT GVI SNAPSHOT/Enforcement Action(s) RETIREMENT/RESIGNATION •10 RETIREMENTS AND 7 RESIGNATIONS IN 2021= 17 •YTD= 5 RETIREMENTS AND 3 RESIGNATIONS= 8 •Currently have 219 officers. Allotted 232 officers •*Actual working officers (FMLA, Military, ROD, Injured, not counting personal/vacation etc…)= 207 •Projection [hopeful] for 2023= 232 RECRUITING (JANUARY 1, 2021-DECEMBER 31, 2021) •218 Applications were accessed, 101 were incomplete. •70 applicants failed to show for agility tests. •4 withdrew from the hiring process. •Gender/race is unknown due to self-reporting and online application. •2021 we hired 21 officers, 19 sworn in-in 2021 (17 officers left in 2021 and YTD total = 25—making us ↓4 total after 21 hires). •Hires= 13 m/w, 3 m/h, 2 f/w, 2 f/b, 1 f/a. Two resigned before being sworn in (2 f/w). 11 graduated ILEA, one from IU Bloomington Academy and six (6) were/are from other departments. Recruiting (continued) February 2021 February 2022 86% 7% 5%2% POLICE STAFFING BY RACE White Black Hispanic Other 84% 8% 6%2% POLICE STAFFING BY RACE White Black Hispanic Other Recruiting (continued) •The 21 officers hired in 2021 is a 75%↑ (12 hired in 2020). •Went from quarterly hiring processes to monthly. •Currently 11/10 applicants in process. 4 have been hired and will attend ILEA in May. 1 is in medical/psychological process, 1 is in CVSA process, 4 in background phase, and 1 was disqualified. 1 f/w, 4 m/b, 6 m/w. •Video of agility test on our website plus personal advice, counseling, and training. Recruiting (continued) •Written test February 25th and 26th •22 applicants received testing invitations. •Every hiring process (starting last year) offers two agility tests, two tutoring sessions and two written tests on different days/times. •Laterals can be hired in 5 weeks or less and are no longer required to make several trips for the process. •Seeking Cadet applicants. Two were hired in 2021. One is still employed as she works toward her bachelor’s degree, one resigned/personal, one in hiring process and hoping to start in March. Recruiting (continued) •Several recruiting events canceled in 2021 (Covid). However, we still attended: •Reserve Centers events (family and drill weekends). •Career Fairs (Defiance College and IUSB, and other area campuses- Bethel, Ivy Tech). •Red Ribbon Week, NNOAC, Mayor’s Night Out. •Television, radio and social media ads. Enhanced SBPD website and FB/Instagram/Twitter. •Post and business cards with QR codes TRAINING •2021= total of 13,693 training hours to SBPD and surrounding agencies (Regional Academy). All officers met (most exceeded) state required 24 hours. 75 non-sworn also additionally trained (217 officers and 71 non- sworn attended implicit bias training). •18 Regional Academy classes including an actual graduated Academy Class (due to Covid). •Total of $133,409 spent on training/education. •DT’s, EVO, STOPS, State Mandates (DT, DV, Firearms, EVO, Human Trafficking, Elderly, Special Needs). •Crisis Intervention, Implicit Bias, De-escalation, CPR/First Aid/AED, Sexual Assault, Hostage Negotiation… LPR FLOCK SAFETY •Cameras installed near major thoroughfares •Photo of back of vehicle •Crime reduction strategy to develop possible leads in criminal cases •Keep community safe from outside threats •Amber alerts LPR FLOCK SAFETY •8 months began using and analyzing the Flock system •30-day photo retention maintained by Flock cloud server •Limited users with an administrator for account reviews •Flock also gives us the ability to eliminate possible suspects in criminal cases Flock LPR Success •57 positive outcomes in 8 months •Flock assisted with 4 homicide cases (1 out of Fort Wayne) •3 -non-fatal shooting cases Flock assisted in suspect information •6 -Agg.
