Council Member Kirsits noted that the first meeting on the agenda was to receive a Quarterly Report on the Sewer Repair Fund#640. Mr. Jack Dillon provided handouts to the Committee (copies attached) and reviewed them. He described the process when a customer experiences a private sewer problem. He highlighted portions of the 2000 Sewer Insurance handouts (copies attached). He noted that items which affect the cost include the depth to get to the affected area,de-watering,and the use of subcontractors and the renting of special equipment. He noted that the State Board of Accounts pointed out that quarterly reports are required per ordinance. Mr. John Stancati then provided an annual report on the Water Works operation and provided handouts to the Committee (copies attached). An annual report is required pursuant to § 17-54 of the South Bend Municipal Code. $ 100,000 was borrowed from the Sewer Insurance Fund and they are currently not in a position to pay any of it back. In 1999 there were 589 leaks for a cost of$572,851.97. The number of water leaks is increasing with 230 service line leaks to date. In 1999 the North Station was down entirely. Currently they use two(2) vendors. Most of the leaks are in the southwest where muck is a contributing cause and in the southeast where the hills are a contributing cause. Council Member Varner suggested that more than(2) vendors be used in the future. Council Member Kirsits inquired about the Leeper Park reservoir tank. Mr. Stancati stated that there was a wash out from the roof of the reservoir. Rip rap and boulders are being used. There being no further business to come before the Committee, Council Member Kirsits adjourned the meeting at 4:25 p.m. Respectfully submitted, Council Member Al"Buddy"Kirsits, Chairperson Utilities Committee KCF:kmf Attachments •
