The Executive Director of the Housing Authority has stated that Troy Warner there is only so much that can be done because of the long-term deterioration Fourth District of the building and the building has passed the point of obsolescence and Eli Wax needs to be replaced. She also stated that she believes that such repairs would Fifth District possibly require hoteling all or some of the residents for up to 48 hours at a cost exceeding $100,000. SOUTH BEND, IN A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA, CALLING FOR THE IMMEDIATE FUNDING FOR THE TEMPORARY RELOCATION OF RESIDENTS OF 501 SCOTT STREET DURING THE REPAIR OF THAT BUILDING TO MAKE IT HABITABLE 4flosogra, on April 26, 2021, the South Bend Common Council passed a resolution calling for a recommitment to the partnership between the City of South Bend and the Housing Authority of South Bend to work together to create and implement an affordable housing plan for low-income residents of South Bend; and G'If‘ ,r, shortly before Christmas, 2022, reports of lack of heat and water at the South Bend Housing Authority's property at 501 Scott Street were made; and ( ,the reports were made during a time of blizzard warnings in the South Bend area; and c according to Dr. Catherine Lamberg, Executive Director of the South Bend Housing Authority,there is only so much that can be done because of the long-term deterioration of the building and the building has passed the point of obsolescence and needs to be replaced; and Dr. Lamberg as noted that the solution to the ongoing water leaks is to shut the heat and water down to make the required repairs; and Dr. Lamberg believes that such repairs would possibly require hoteling all or some of the residents for up to 48 hours at a cost exceeding $100,000; and W , adequate heat and water are basic necessities for the safety and habitability of all residences, especially during winter months in South Bend, Indiana during blizzard warnings; and (*rams in keeping with the April 26, 2021, resolution immediate funding for the temporary relocation of residents of 501 Scott Street during the necessary repairs of that building as indicated by the Executive Director of the Housing Authority.; and 9u/eeuy6re, 6e r/reicher,60 die n FtandiAlie 1 oui are.", �_�izdiaiza, cai, w J: Section I. The South Bend Common Council hereby declares that all residents of South Bend Housing Authority properties are entitled to the basic necessities of life, including heat and water. Section II. The South Bend Common Council believes that it is the legal and moral duty of the City of South Bend Administration to immediately take whatever steps are necessary, including, but not limited to, temporarily relocating residents of 501 Scott Street until adequate repairs are made to ensure habitability.
