a. CERTIFICATE OF APPROPRIATENESS
i. 2022-1121 629 Portage Avenue (502 Lindsey)
Chapin Park LHD, Ordinance #9574-05 (Audio Position: 00:45)
The staff report was presented by: Adam Toering
Staff Recommendation: The proposed project is for replacement of 1970s (or later)
windows on an addition on a Non -Contributing listed structure. The windows on the
street -facing fagade of the 'original' portion of the structure are modern windows.
Staff makes no recommendation.
The applicant was represented by: Michael Gerencser, PO Box 2643, South Bend, IN
served as the applicant
The public was represented by: there was no one from the public to speak
After due consideration the following action was taken:
Upon a motion by David Wyncott, seconded by Elizabeth Hertel, and carried by
vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2022-1121
Vote: 5-1. Five in favor, one opposed.
COA#2022-1121 is APPROVED.
ii. 2022-1205 809 Forest Avenue Chapin Park LHD, Ordinance #9574-05
(Audio Position: 15:45)
The staff report was presented by: Adam Toering
Staff Recommendation: Staff recommends approval of the project, with the condition
that final product selections are remanded to Staff for review and approval.
The applicant was represented by: John Mellor, 1319 E South St, South Bend, IN
46615, Sherri and Andrew Polaniecki, 809 Forest Ave, South Bend, IN, served as
the applicant

After due consideration the following action was taken:
Upon a motion by Elizabeth Hertel, seconded by David Wyncott, and
UNANIMOUSLY carried by vote, the Historic Preservation Commission
APPROVES Certificate of Appropriateness Application #2022-1205 with final
product selection and detail design approval remanded to staff.
Vote: 6-0. Six in favor, none opposed.
COA#2022-1205 is APPROVED.

a. APPROVAL OF MINUTES
i. November 21 ,2022 minutes (Audio Position: 28:43)
Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and
UNANIMOUSLY carried by vote, the minutes from the November 21, 2022 Historic
Preservation Commission are approved.
b. STAFF REPORTS
i. Administrative Approvals
After due consideration, no action was taken.
c. COMMITTEE REPORTS
i. No committees met since the previous meeting.

VII. NEW BUSINESS
a. 2023 HPC Officer Elections — Slate of Officers (Audio Position: 29:31)
i. Officers Slate
Upon a motion by Elizabeth Hertel, seconded by David Wyncott, and
UNANIMOUSLY carried by vote, that the current slate of officers, with the
nomination of a Treasurer to be held in January of 2023, was approved.
ii. Replacement of a Commissioner
Upon a motion by Elizabeth Hertel, seconded by David Wyncott, and
UNANIMOUSLY carried by vote, that the Commission will approach City Council
and recognize that Commissioner Tiffany has been absent for five consecutive
meetings and request a replacement, was approved.
