HomeMy WebLinkAbout10-03-19 SBACC Meeting MinutesSouth Bend Animal Welfare Commission Regular Meeting Minutes October 3, 2019 County City Building 1801 hours 13th Floor 227 West Jefferson Blvd South Bend, IN 46601 Animal Welfare Commission Members Present: Pam Wesolowski, Dr. Mariah Covey, Lynne Losecco, and Barb Leavell Absent:Karen Haun, Danielle Campbell Weiss City Staff Present:Jenn Gobel -SBARC Shelter Manager, Tom Panowicz-Attorney for SBACC, and Marlaina Johns for Code Enforcement 1.The meeting was called to order by Dr. Mariah Covey at 1801 hours. 2.Minutes from September 5, 2019 were read. A.Motion to accept the minutes was made by Lynne Losecco and seconded by Dr. M. Covey. 3.Jenn Gobel from SBARC discussed In Takes for the month of September 2019. A.Adoptions are still up from 2018. B.Volunteer hours for September 2019 were 197 hours. C.SBARC had a rabies immunization clinic that was a huge success highest amount of vaccines given by SBARC. They are hoping to do another in the Springtime. D.The EEE virus was discussed due to concerns of how it’s transferred. I.Dr. Covey stated that EEE can be through mosquitoes to horses, birds and humans. 4.The City’s budget will be finalized on October 14, 2019 by the Council. 5.There was discussion on one previous case. Case Number 2019-4 City v. Shaw. A.Defendant still has no clear understanding of the ordinance regarding licensing and fees. 6.Privilege of the floor was given, no one took the privilege of the floor. 7.The Animal Welfare Commission moved on to vote on Sections 1 and 2 of the new ordinance. A.A motion to accept Sections 1 and 2 was made by Pam Wesolowski. It was seconded by Barb Leavell. B. The section regarding bee keeping, Article 6, needed more work so it has been tabled until November’s meeting. C.The Commission worked on Articles 3 through 5 so they could be discussed and finalized at November’s meeting. D.Article 7 will be up on the agenda for the November 7, 2019 meeting. E.Any person wishing to comment or make suggestions regarding the ordinance may do so with a time limit of 3 minutes, giving others time to speak. 8.The meeting for the Commission will be November 7, 2019 at 1800 hours. Motion to adjourn made by Dr. Mariah Covey Seconded by Barbara Leavell Meeting ended at 1955 hours.
