HomeMy WebLinkAbout09-05-19 SBACC Meeting MinutesSouth Bend Animal Welfare Commission Regular Meeting Minutes September 5, 2019 1807 Hours County City Building 13th Floor 227 West Jefferson Blvd South Bend, IN 46601 Animal Control Commission Members Present: Pam Wesolowski, Dr. Mariah Covey, Karen Haun, and Barb Leavell Absent:Lynne Losecco City Staff Present:Jenn Gobel -SBARC Shelter Manager, Tom Panowicz-Attorney for SBACC, Marlaina Johns for Code Enforcement, and Dani Campbell Weiss-Commission Attorney 1.The meeting was called to order by Dr. Mariah Covey at 1807 hours. 2.Minutes from August 8, 2019 were read. A.Motion to accept the minutes was made by Barbara Leavell and seconded by Karen Haun. 3.Jenn Gobel from SBARC discussed In Takes for the month of August 2019. A.Adoptions are still up from 2018. B.Volunteer hours for August 2019 were 267 hours. C.Since SBARC had an overabundance of cats, many are being sent to Anderson, Indiana for adoption, they do not have a problem with overpopulation. D.SBARC has been getting many repeat volunteers to help out. 4.There was discussion on one previous case. Case Number 2019-4 City v. Shaw. A.Defendant still has no clear understanding of the ordinance regarding licensing and fees. B.Defendant has received a collection notice due to unpaid citations and AWA’s. 5.Privilege of the floor was given, none took the privilege of the floor. 6.The Animal Welfare Commission moved on to the first phase of the new ordinance. A.Using the August 26, 2019 draft, Articles 1 and 2, regarding General Provisions and Animal Care Regulations, were discussed. B.Few corrections were needed to the first two Articles due to previous meetings of the Commission. C.A new copy of the Articles 1 and 2, regarding General Provisions and Animal Care Regulations, will be handed out for review and approval at the next meeting which is October 3, 2019 at 1800 hours. D.Any person wanting to comment or make suggestions regarding the ordinance may do so with a time limit of 3 minutes, giving others time to speak. 7.The next phase of the new ordinance will be discussed at the October 3, 2019 meeting. This will include Articles 3-6. 8.The next hearing for the Commission will be September 26, 2019 at 1800 hours. 9.The next meeting of the Commission will be October 3, 2019 at 1800 hours.
