Regular Meeting Minutes

Animal Control Commission Members Present: Pam Wesolowski, Dr. Mariah Covey, Karen Haun, and Barb
Leavell
Absent:Lynne Losecco
City Staff Present:Jenn Gobel -SBARC Shelter Manager, Tom Panowicz-Attorney
for SBACC, Tracey Skibbins for Code Enforcement, and Dani
Campbell Weiss-Commission Attorney
1.The meeting was called to order by Dr. Mariah Covey at 1800 hours.
2.Minutes from July 11, 2019 were read.
A.Motion to accept the minutes was made by Pam Wesolowski and seconded by Dr. Mariah Covey.
3.Jenn Gobel from SBARC discussed In Takes for the month of July 2019.
A.Adoptions are up from 2018.
B.Jo Broden has asked that volunteer hours now be reported into the minutes.
I.Volunteer hours for July 2019 were 229.5 hours.
C.Jen Gobel is hoping that SBARC will be fully staffed by end of August.
D.South Bend Animal Care and Control has now been re-branded to South Bend Animal Resource Center
or SBARC.
I.All signs, paperwork and uniforms will reflect this also.
4.There was discussion on one previous case. Case Number 2019-4 City v. Shaw.
A.The dogs in this case have now been seized by SBARC.
5.The discussion regarding Case Number 2019-3 City v. Ramsay.
A.As of the date of this meeting, they are now in compliance.
6.Discussion of the Riffle case was also brought before the Commission, she was sued in the bite case but was a no
show.
7.The new ordinance was discussed. An outline scheduling what chapters will be discussed at upcoming meetings
for the next few months.
A.Any hearings will have to be held on a different date then meetings due to the amount of time it will take
during regular meetings to discuss ordinance changes.
B.Members of the Commission will receive an updated copy of the ordinance so all members will be ready
for discussion for upcoming meetings.
9.Privilege of the floor was given, none took the privilege of the floor.
