Animal Welfare Commission Members Present: Dr. Mariah Covey, Pam Wesolowski, and Barb Leavell
City Staff Present:Lindsay Cueller -SBARC Shelter Manager, Tom Panowicz-
Attorney for SBARC, and Kylie Connell - Attorney for
AWC
1.The meeting was called to order by Dr. Mariah Covey at 1945 hours.
2.A motion to approve minutes was made by Dr. Covey with a second by Pam Wesolowski.
3.Lindsay Cueller discussed reports from March 2022.
4.Discussion of making changes to how hearings could run in the future.
A.How formal should the hearings be was discussed.
B.How evidence could be introduced at hearings from both sides.
C.Do we need a hearing officer or can the President or Vice President of commission reside over
how hearing is conducted.
D.More study will be needed regarding this so it will be tabled for another meeting not on a hearing
night.
5.Discussion of the letter to the city was discussed. It will need to be put onto the agenda for May.
6.Discussion of how to get a bite report used at hearing since it is covered by Indiana Code, not HIPPA.
7.Next meeting scheduled for May 12, 2022 at 1800 hours.
