Animal Welfare Commission Members Present: Pam Wesolowski, Dr. Mariah Covey, Karen Haun, Rebecca

Enforcement
1.The meeting was called to order by Dr. Mariah Covey at 1812 hours.
2.Jen Gobel from SBARC discussed In Takes for the month of November 2019.
A.Adoptions are still up from 2019.
B.Call outs are down from 2019.
C.SBARC still has Kane, they are trying to get him adopted.
D.Max and Red were adopted.
E.January 8, 2021 will be Jen Gobel’s last day with SBARC.
3.There was discussion regarding a few cases regarding Southerland/Wilson and Vello/Shaw.
on one previous case. Case Number 2019-4 City v. Shaw and M. Woods case.
A.February 2020 case of Fraser/Gilbert was a no show. The Animal Welfare Commission decided
to rule that Defendants are not to own a dog for a period of ten years, but as of this meeting they
have moved out of state.
4.The Animal Welfare Commission discussed changes and corrections to the last part of the new
ordinance.
A.Bite levels need to be added according to the State of Indiana form.
B. The term euthanasia needs to be added to the list of definitions.
5.After the Animal Welfare Commission discussed these items it was put to a vote to accept the changes to
the ordinance.
A.Dr. M. Covey put a motion to accept the changes to Articles eight(8) through eleven(11).
B.Barb Leavell seconded the motion.
C.The proposed changes were accepted unanimously by the Animal Welfare Commission.
The Animal Welfare Commission approved these changes unanimously.
6.The Animal Welfare Commission decided to vote on the entire new section of 5-2.
A.A motion was made by Dr. M. Covey to accept the new ordinance.
B.Barb Leavell seconded the motion.
C.The Animal Welfare Commission unanimously voted to accept the new ordinance.
D.The next steps for the ordinance will be to make the changes so it can go to the South Bend
Common Council for a reading and vote.
6.Privilege of the floor was given, no one took the privilege of the floor.
7.The Animal Welfare Commission decided to maintain their meetings virtually for the time being, unless
there is a need for a hearing.
8.The meeting for the Commission will be January 7, 2021 at 1800 hours.
