Jacqueline Lattimore (Order Issued May 24, 2022) Animal Control Commission Members Present: Pam Wesolowski, Dr. Mariah Covey, and Barb Leavell City Staff Present:Lindsey Cuellar -SBARC Shelter Manager, Tom Panowicz-Attorney for SBARC, and Kylie Connell and Ashley Snidecki- Attorneys for Commission 1. The hearing was called to order by the Hearing Officer at 1850 hours. A. Hearing regarding Habitual Animal Offender residing at 2114 Bertrand Street, South Bend. B.Respondent is Jacqueline Lattimore. C.File opened in March 2020. 2. Service was made and accepted by Hearing Officer. 3. Tom Panowicz called SBARC Manager Lindsey Cuellar to give testimony regarding the this case. A. Respondent file was opened in March 2020. B.SBARC stated that Respondent has been in noncompliance with issues ranging from excessive barking, improper food/water/shelter, improper tethering, running at large and failure to provide up to date rabies and licensing her animals. C.Respondent did have three dogs, King, Kane and Remmington until informing SBARC that as of March 24, 2022 she no longer possessed Kane. D.Respondent has never provided proof of up to date shots or licesening for her dogs except for King when she was granted the opportunity to adopt him back from SBARC in July 2019. E.Repondent then had King altered as a result of this. F.SBARC has received calls regarding her dogs being tethered to a tree or fence all day as late as March 2022. G.Respondent has received at least 13 citations with no result or compliance. H.SBARC seeking to have Respondent labeled Habitual Animal Offenders within a minimum of ten years of animal ownership prohibition. 4.Respondent knows the rules but just doesn’t comply. A.Dogs have really good temperament. B.It is unknown at this time where Kane is. C.Only one dog, Remmington, is micro-chipped. 5.A motion was made by the Commission to label the Respondent a Habitual Animal Offender, with a lifetime ban, on owning any additional animals within South Bend proper. A.SBARC will seized Respondent’s dogs in the home. B.Commission will not be giving Respondent a second chance, if there are animals at the residence they will be seized. C.Respondent must provide proof of where Kane is. D.Motion regarding this case was made and carried by all on the Commission. Adjourned at 1927 hours.
