HomeMy WebLinkAbout11-08-99 Community & Economic Development QCommttttt loot: Community and Economic Development Committee AGO Ujt common QC0Uttttl Of tit 1 ttV of South Stlttf: The November 8, 1999 meeting of the Community and Economic Development Committee was called to order by Council Member Karl King,Vice-Chairperson of the Committee at 3:30 p.m.in the Council informal meeting room . Persons in attendance included Council Members: Aranowski, Pfeifer, King, Sniadecki, Varner, Hosinski, Ujdak; Sandy Phillips, Rick McKeel, Jerry Zock, Terry Bland, and Kathleen Cekanski-Farrand. Council Member King noted the Committee members included Council Members Ujdak, Sniadecki and himself. Council Member King stated that the first item on the agenda was to review Substitute Bill No. 99-113 which is a five (5) year personal property tax abatement request for New Carbon Company Inc., for the property located at 4101 William Richardson Drive. Cassandra Phillips then reviewed the October 25, 1999 tax abatement report (copy attached). She noted that the petitioner is a manufacturer of Golden Malted Pancake and Waffle Flour projects and commercial Waffler Bakers. The company plans to transfer $60,000 of equipment from their Buchanan,Michigan operation. The petitioner also plans to purchase $ 200,000 to $ 300,000 of new equipment. The report concluded that the petitioner meets the qualifications for a five(5)year personal property tax abatement. Mr. Rick L. McKeel,Vice-President of Finance, noted that the project will create between 5-8 new permanent jobs. They are excited to be in South Bend and noted that they had been interviewed for a television news item. In response to a question raised by Council Member King, Mr. McKeel noted that the previous tax abatement was for real property tax abatement consideration. Following discussion, Council Member Sniadecki made a motion, seconded by Council Member Ujdak that Substitute Bill No. 99-113 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 99-114 which is a five (5) year residential real property tax abatement request for Jerry Zock for the property located at 2313 West Ewing Avenue. Cassandra Phillips reviewed the November 2, 1999 tax abatement report (cop attached). She noted that the petitioner plans to construct a two-bedroom home of 1,250 square feet on an infill lot in the city. The report concluded that the petitioner meets the qualifications for a five(5)year residential tax abatement. Mr. Jerry Zock, the petitioner, noted that he will attempt to keep as many of the mature trees on the infill lot as possible during construction. • Community and Economic Development Committee November 8, 1999 Page 2 Following discussion, Council Member Ujdak made a motion, seconded by Council Member Snaidecki that Bill No. 99-114 be recommended favorably to Council. The motion passed. Under miscellaneous business, Council Member King stated that the owner of the project for the development taking place at the corner of Corby and Niles Avenue has invited the Council to tour the project on Tuesday, November 9, 1999 at 2 p.m. The Council will be able to view firsthand the status of the project. Bob Hunt noted that there is a demonstration model at the north end which has furniture in it. He noted that the outer balconies are currently under construction but that the parking lot has not been paved.
