HomeMy WebLinkAbout02-22-99 Personnel & Finance Comm Wu Ztport: Personnel and Finance go Mt Common QCountfl of tljt tfti of 0outfj *n : The February 22, 1999 meeting of the Personnel and Finance was called to order by its Chairperson, Council Member James Aranowski at 4:20 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, Varner, Udjak, Kelly, King, Coleman, Hosinski and Pfeifer; Cathy Roemer, Betsy Harriman, John Seybold, Bill Pelletie,Bob Hunt,Ann Kolata, Terry Bland,and Kathleen Cekanski-Farrand. Council Member Aranowski noted that the first item on the agenda was to review Bill No. 10-99 which appropriate$ 120,745 for the Leighton Plaza Garage from the parking garage fund. Cathy Roemer, City Controller, made the presentation. She introduced Bill Pelletie and John Seybold who will be overseeing the management of the Leighton Plaza Garage. Two (2)handouts were provided(copy attached) which she reviewed. The garage is proposed to open on March 1, 1999 on a week day basis only. Three(3)basic customers are involved namely TCU, Memorial-Leighton Health Plex and the office building (multi-employer property trust-Trammell Crow). There is a$36,000 shortfall projected for the first year. Dr. Varner inquired into the rates.Ms.Roemer noted that the rates are comparable to other garages operated by the city except that there will not be free parking for the first two (2) hours. In response to a question raised by Council Member Aranowski, Ms. Roemer noted that the long-term projected hours for the Leighton Plaza parking garage are as follows: 6 am to 9 pm Monday thru Friday 8 am to 6 pm Saturday 10 am to 6 pm Sunday The plaza area itself will not be completed until the end of June, 1999. Following discussion, Council Member King made a motion, seconded by Council Member Varner that Bill No. 10-99 be recommended favorably. The motion passed. Ms. Roemer then reviewed Bill No. 11-99 which would establish parking rates for all garages operated by the city. She noted that it was a substitute bill. She noted an increase for the Colfax Street, Jefferson Street and Wayne Street parking garages from $ 1.00 to $ 1.50 for the 2-3 hour; and that there would not be any free parking in the Leighton Plaza. The Council Attorney noted that an amendment to the first paragraph of the Bill will be necessary. She suggested that "3-1999" be added where the blank currently appears. Following discussion, Council Member King made a motion, seconded by Council Member Varner that Substitute Bill No. 11-99,as amended, be recommended favorably to Council. The motion passed. Personnel&Finance Committee February 22, 1999 Page 2 Council Member Aranowski noted that Memorial Hospital plans to rent spaces in the Leighton Plaza parking garage for its employees and utilize the Bolt system to transport them to the hospital. Cathy Roemer noted that the proposed arrangement is for the St. Joseph parking garage.
