The June 28, 1999 meeting of the Personnel and Finance was called to order by its
Chairperson, Council Member James Aranowski, at 3:47 p.m. in the Council informal
meeting room.
Persons in attendance included Council Members: Aranowski, Varner,Hosinski, Coleman,
Kelly, Pfeifer, King and Sniadecki;Larry Magliozzi,Robert Hunt,Tom Skarbek,Kathleen
Cekanski-Farrand and Terry Bland.
Council Member Aranowski noted that the first item on the agenda was to review the
tentative budget schedule (copy attached). He noted that in light of the IACT Welcome
Reception scheduled for Monday, September 13th, it has been recommended that the
Council meeting be moved to Tuesday, September 14th at 5 p.m. In light of the County
Council meeting beginning at 7 p.m. that same evening,the Common Council would have
to be completed prior to 7 o'clock.
Council Member King noted that he has a previous commitment and will be out of town
from August 30th through September 16th. He wanted the Council to be aware of this but
assured them that he would be closely reviewing the proposed budget and related handouts.
Council President Coleman encouraged the Council Members to have a viable presence at
the IACT Convention. He further noted that IACT expenses would be taken from the
education and training line-item
The Committee then reviewed the print-out provided by Council President Coleman (copy
attached) dated June 15, 1999, with regard to the Council budget and balances as of that
date. He noted that the Administration has requested that "other services" line-items be
capped at 2% increases. He further noted that he would meet individually with each
Council Member with regard to proposed Council salaries.
The Council Attorney suggested that as the Council continues to be more pro-active and co-
sponsor educational seminars, that the costs associated with such items need to be
addressed in the budget. She noted that the Police Department paid for the transportation
and housing costs for the Seattle Police Department representative for the April seminar.
Conference/seminar costs for handouts, mailings, long distance telephone calls,
transportation,housing,meals, conference refreshments, etc. could be projected at
$2,500. She noted that she had been in contact with representatives from Mayor Daley's
Office in Chicago and that they will be sending keynote speakers for the conference
scheduled for August 6th.
The Council Attorney also recommended that since the Fire Department negotiations will
take place next year, that the Council should encumber all funds not spent under the
"additional services" account at the end of the year so that those funds and the funds for
that line-item to be budgeted for the year 2000 would be available for those negotiating
expenses.
Council Member Pfeifer noted that funding for the Commission on African American Males
has been promised by both the Council and the Mayor's office and will need to be

addressed in the 2000 budget. The training seminar which will take place this Thursday is
an example of the types of programs which will need funding.
Council Member Pfeifer also stressed the need to have adequate funding for education
seminars like the one held in April on loitering which she noted was co-sponsored by the
City of South Bend and IUSB SPEA Program. She complimented the South Bend Police
Department for absorbing the costs for the keynote speaker for that conference who
traveled from Seattle,Washington.
Council President Coleman noted that the Council was not included in the performance
based budget since he determined that the evaluation criteria used by other departments did
not apply to the overall duties of the Council. He also suggested that suggestions for the
Council budget for the year 2000 be sent to him by July 8, 1999.
There being no further business to come before the Committee,the meeting was adjourned
at 4:05 p.m.
