The July 26, 1999 meeting of the Personnel and Finance was called to order by its
Chairperson, Council Member James Aranowski, at 3:35 p.m. in the Council informal
meeting room.
Persons in attendance included Council Members: Aranowski, Varner, Coleman, Kelly,
Pfeifer King and Sniadeclfi; Ann-Carol Nash, Lewis Powell, Carl Littrell, Khadijah
Muhammad,Kathleen Cekanski-Farrand and Terry Bland.
Council Member Aranowski noted that the first item, namely Bill No. 51-99 addressing
taxicab regulations would be continued until the August 9th Council meeting. He noted
that there have been two (2) working sessions on the proposed measure with members of
the Legal Department, taxicab owners, taxicab drivers, himself and the Council Attorney.
He believes that there has been significant progress. Two (2)additional working sessions
have been scheduled on the measure.
Ann-Carol Nash noted that a consensus has been reached on several issues. Areas of
concern include the proposals for requiring a central office, a dress code, safety devices,
signage, silent alarm procedures,and liability insurance increasing from$ 100,000 to
$ 300,000.
Council Member Aranowski noted that if the central business office requirement is
removed,that he would want strict enforcement of the zoning code so that there would not
be cabs parking in residential areas and leaving on a continual basis to respond to calls
which would disrupt the neighborhood.
Council Member King noted that over the years he had many discussions with the late Bert
Liss over the benefits of having a central business office. He voiced concerns in this area,
since it may reflect on the overall standards of quality being offered to the public.
Council Member Kelly stated that minimal dress code standards are very important since
cab drivers are often times the first contact which an individual has with our community.
There being no further business to come before the Committee,the meeting was adjourned
at 3:45 p.m.
