Personnel and Finance Committee

The August 23, 1999 meeting of the Personnel and Finance Committee was called to order
by Council Member James Aranowski at 4:40 p.m. in the Council informal meeting room.
Persons in attendance included Council Members: Coleman, Ujdak, Varner, Aranowski,
Kelly, and King;Mikki Dobski Shidler,Terry Bland,and Kathleen Cekanski-Farrand.
Council Member Aranowski noted that the first item on the agenda was to have preliminary
discussion of the City Council budget and salaries for the year 2000.
Council President Coleman presented two(2) handouts to the Committee, the first setting
forth a summary of salaries for Councils throughout the State of Indiana, and the second
being a proposed Council budget. (copies attached). He noted that two (2) written
recommendations on proposed budget items were on the back sides of the handouts;having
been received from Council Members Pfeifer and Ujdak respectively.
Council President Coleman suggested that the Council salary ordinance be set for four (4)
years so that persons serving as Council Members would not be setting their own salaries.
The Council Attorney noted that each of the Unions representing the police, fire and
Teamsters look very carefully at the Council salaries and reference them during each of the
salary/fringe benefit negotiations. She also reminded the Committee of the special state law
requiring a minimum of thirty(30)days between the publication date and the public hearing
on such salary matters.
Council Member Varner suggested that further discussion on both of these matters be held
at the Personnel and Finance Committee meeting on Monday, August 30th, since typically
all members of the Council attend the meeting where the Mayor provides a budget
overview. It was noted that the Committee could reconvene after the Special Council
meeting at 5 p.m. for such discussions.
Mikki Dobski Shidler then reviewed various matters related to the Indiana Cities and
Towns Convention which will be hosted by the City of South Bend beginning Sunday,
September 12th. She provided handouts to the Committee of the IACT activities schedule
(copy attached).
Ms. Shidler noted that the overall theme of the TACT conference is "100 Years of Service"
with also a special emphasis on youth. 800 persons have pre-registered for the conference
with approximately 1,000 anticipated to be in attendance.
Ms. Shidler noted that all Council Members are invited to a breakfast to be held on
Wednesday, September 15th at 8 a.m. in rooms 1-3, River Level of the Century Center.
There being no further business to come before the Committee, Council Member
Aranowski adjourned the meeting at 5: 15 p.m.
