The August 9, 1999 meeting of the Zoning and Annexation Committee was called to order
by Council Member Charlotte Pfeifer, Vice-Chairperson, at 4:17 p.m. in the Council
informal meeting room.
Persons in attendance included Council Members: Aranowski, Varner, Ujdak, Kelly,
Pfeifer,King and Sniadecki; Doug Carpender,John Byorni,Jean Troutman-Poole,Debra
Turner,Eugenia Schwartz, Kathleen Cekanski-Farrand and Terry Bland.
Council Member Pfeifer noted that the Bill No. 43-99 which is a rezoning request for the
property located at 1422 East Calvert has been asked to be continued until the August 23,
1999 Council meeting.
Council Member Pfeifer also noted that Bill No. 47-99 which is a rezoning request for the
property located at 1613 West Dunham will be withdrawn at the request of the petitioner
(letter request attached).
The Committee then reviewed Bill No. 44-99 which is a rezoning request for the property
located at 1005 Queen Street. John Byroni,Assistant Director of Area Plan noted that the
request received a favorable recommendation from both the staff and the Area Plan
Commission.
Debra Turner,the owner of the property, stated that she would like the rezoning so that she
can build a home on it.
Council Member Aranowski,the District Council Member for the area, spoke in favor of
the Bill and noted that he is working with the Keller Park Neighborhood for more
residential development.
Doug Carpender questioned why the surrounding properties were not included in the
rezoning since they are"D" light industrial. Mr. Byorni noted that that cannot be done this
evening since the legal advertisement before the Commission and the Council was limited
to the single property. Council Member Aranowski suggested working with Ms. Tolbert in
the Community Development office.
Council Member Kelly made a motion, seconded by Council Member Varner that Bill No.
44-99 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 30-99 which is a test amendment to Chapter 21 of
the South Bend Municipal Code. Mr.. Byorni noted that this was staff initiated and
addresses combined use buildings in "C" Commercial Districts. Part of the Bill would
permit not for profits such as churches and day care centers to have parking which is not
contiguous to the property to be allowable. Mr.Byorni noted that this Bill comes favorably
from both the staff and the Commission.
Following discussion, citizen member Doug Carpender made a motion, seconded by
Council Member Varner that Bill No. 30-99 be recommended favorably to Council. The
motion passed.

at 4:27 p.m.
