The November 22, 1999 meeting of the Zoning and Annexation Committee was called to
order by its Vice-Chairperson, Council Member Charlotte Pfeifer, at 3:50 p.m. in the
Council informal meeting room.
Persons in attendance included Council Members: Aranowski, Varner, Pfeifer, King,
Ujdak,Kelly, Coleman and Sniadecki;John Oxian, Carol Littrell, and Kathleen Cekanski-
Farrand.
Council Member Pfeifer noted that the first item on the agenda was to review Bill No. 90-
99 which is a request to establish as an historic landmark the property located at 312
Donmoyer.
Mr.John Oxian made the presentation. He noted that the James Monroe School represents
Collegiate Gothic style and was constructed in 1931. It was extensively restored in the
1980's and received the Southhold award of restoration excellence.
Council Member Aranowski inquired as to whether the school officials had been contacted.
Mr. Oxian stated that notice had been sent.
Council Member Varner stated he believes the request is a great idea especially since Riley
High School is currently coming down.
Council Member Pfeifer inquired into what type of notice was sent to the school board.
Mr. Oxian stated that letters were sent advising the board and the administration of all
Historic Preservation Commission and Council meetings.
Following discussion, Council Member Kelly made a motion, seconded by Council
Member Varner that Bill No. 90-99 be recommended favorably. The motion passed.
The Committee then reviewed Bill No. 91-99 which is a request to establish as an historic
landmark the property located at 302 West Washington.
Mr.John Oxian made the presentation. He noted that the former First Presbyterian Church
of South Bend was built in 1888 and represents Romanesque style architecture. The
church's stone construction, arched windows and doors, prominent corner tower and
stained glass windows are fine examples of this type of architecture. The church is
currently the home of the People's Church of South Bend. The building is rated as a "13"
which is the highest rating. The minister was notified of all meetings.
Following discussion, Council Member Kelly made a motion, seconded by Council
Member Varner that Bill No. 91-99 be recommended favorably to Council. The motion
passed.
Council Member Hosinski joined the meeting at this point.

Under miscellaneous business, Mr. Oxian inquired into the status of the natatorium.
Council Member Pfeifer assured him that he would receive notice of all further meetings on
that building.
Council Member Hosinski noted that he has made a request to the Department of Code
Enforcement regarding the regulation of recreational vehicles by weight. Council Member
Pfeifer noted that parking in the back yards of private properties is also a related issue.
Council Member Varner noted that living in such vehicles on a temporary basis should be
looked into with possible regulation being by height and weight. Council Member Kind
noted that parking such vehicles on their own private property should also be studied.
There being no further business to come before the Committee, Council Member Hosinski
adjourned the meeting at 4:05 p.m.
