The February 9, 1998 meeting of the Personnel and Finance and Health was called to
order by its Chairperson, Council Member John Broden at 4:50 p.m. in the Council
informal meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Coleman, Ujdak,
Broden, Hosinski, and Varner; Mayor Stephen Luecke, Terry Bland, Ann Kolata, Beth
Leonard, Jon Hunt, Ed Levy, Sue Hodgson, Cathy Roemer, Carl Littrell, Eugenia
Schwartz,Fire Chief Luther Taylor,Assistant Chief Rick Switalski, Kathy Dempsey,Phil
St. Clair and Kathleen Cekanski-Farrand.
Council Member Broden noted that the first item on the agenda was to review Bill No. 16-
98 which would appropriate funds for various capital expenditures.
Mayor Stephen Luecke made the presentation. He noted that one additional item had been
added which was $ 40,000 for the Center City Associates. He also noted that with the
proposed upgrades in the Fire Department which included back-up generators,the the City
should maintain its#3 ISO rating.
Mayor Luecke then highlighted the major appropriations which are proposed which include
but are not limited to: approximately $ 4.5 million from the Sewage Works Depreciation
Fund,approximately $2.3 million from the Local Roads and Streets Fund,approximately
$ 1.9 million from the General Fund, approximately $ 1.6 million from the Economic
Development Income Tax Fund, and approximately $ 1.6 million from the Water Works
Depreciation Fund.
Mayor Luecke stressed that several major projects have not been addressed in the proposed
appropriation with these projects being considered for funding from COLT and CEDIT
funds in the future. Some of these projects include: a new Police Station, a new salt
dome,parking garage improvements,an aquatic center, etc.
Council President Coleman commended Mayor Luecke and his administrative staff for a
very thorough presentation of materials over the past several weeks.
Council Member Aranowski commended the administration for the line-item detail on the
COLT monies.
Council Member Varner stressed the need to continue to have programs which would
strengthen neighborhoods throughout the City.
Council Member Broden spoke in favor of the proposed appropriation Bill.
Following further discussion, Council Member Aranowski made a motion, seconded by
Council Member Varner, that Bill No. 16-98 be recommended favorably to Council. The
motion passed.
Under miscellaneous business, Council President Coleman noted that proposed Resolution
No.98-17 would encourage the Indiana State Legislature to pass Senate Bill No. 120.

Assistant Chief Rick Switalski noted that there are currently 111 retired firefighters,police
officers and dependents. If Senate Bill No. 120 is passed, the City's liability for such
pensions would be reduced by approximately$ 1.7 million.
There being no further business to come before the committee,the meeting was adjourned
at 5:10 p.m.
