Personnel and Finance Committee

The January 26, 1998 meeting of the Personnel and Finance Committee was called to order
by its Chairperson, Council Member John Broden at 4:05 p.m. in the Council informal
meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden,
Varner, Ujdak, Coleman,Hosinski, Sniadecki; Ann-Carol Simons, Mayor Steve Luecke,
Richard Nussbaum, Brother Sage, Jack Reed, Terry Bland, John Oxian, Jim Cierzniak,
Jon Hunt, Tom Skarbek, Betsy Harriman, Beth Leonard, Kathleen Dempsey, and
Kathleen Cekanski-Farrand.
Council Member Broden noted that the first item on the agenda was to review Bill No. 8-98
which would amend Chapter Four of the South Bend Municipal Code to revise
requirements for licensing automotive repair and service centers and vehicle removal
services.
Kathy Dempsey,the Director of Code Enforcement, made the presentation. She reviewed
the amendments set forth in the proposed nine-page Ordinance.
Council Member Pfeifer voiced concern over the use of plastic slats in replacement
procedures of fencing. Ms. Dempsey noted that the proposed Ordinance would eliminated
densely packed evergreens as a type of opaque fencing and also would remove wood slats
for possible use in chained link fencing. She also indicated that fences are checked twice
per year by Code Enforcement Officials.
In response to a question raised by the Council Attorney, Ms. Dempsey noted that the
license fee of$125 which is now proposed to be increased is adequate.
Council President Coleman questioned the last meeting with the owners of businesses of
this type. Ms. Dempsey noted that last summer she had a meeting and has also sent two
follow up letters with regard to the following changes with the last being sent in August of
last year.
Council President Coleman also questioned the area of opaque fencing and its requirements
and was advised that the provisions would require fencing unless the building itself had
enough storage for all vehicles within it.
Following further discussion, Council Member Aranowski, made a motion seconded by
Council Member Sniadecki that Bill No. 8-98 be recommended favorably to Council. The
motion passed. Under miscellaneous business, Mayor Luecke noted that an article
appeared in yesterday's edition of the South Bend Tribune on the Football Hall of Fame.
He noted that the pre-season game at the present time is not a viable option,but the city has
not dropped the ball in this area. He noted that Mr. Mike Wadsworth of the University of
Notre Dame is working extremely hard, however it was decided that an application to the
NCAA would not be submitted at the current time.

at 4:25 p.m.
