Residential Neighborhood July 25, 2022, 4:10 P.M.

Agenda: Bill No. 34-22: To Change the Residency of the Youth
Advisory Council Members

Committee Chair Karen White called to order the Residential Neighborhood Committee
meeting at 4:10 p.m.; White stated a quorum is present.
Committee Chair White stated Bill No. 34-22 is an amendment to the Youth Advisory Council
member’s residency. White stated the goal is to allow as many students as possible to participate
in civic engagement as well as to also be a part of the Youth Advisory Council.
Committee Member Henry Davis Jr. asked what the mission of the Youth Council is.
Committee Chair White stated the mission is to introduce the youth to civic engagement and for
them to understand their voices and the power that they have. White stated it is to begin to educate
and engage the youth in government and to give them an opportunity to be heard.
Committee Member Davis stated the school is being used as a pipeline to the Youth Council.
Davis asks for the code book to be updated.
Committee Chair White stated council members can make recommendations for youth council
participants to make it as diverse as possible. White stated the current youth council is a good
example and is doing well at addressing the concerns that face them as young people in the
community.
Committee Member Canneth Lee stated the youth in the Youth Advisory Council are a vibrant
group. Lee stated that they brought a lot of ideas to the table and look forward to them engaging
with the city. Lee stated it is a great opportunity for the youth. The Youth Advisory Council

members have the potential to be the future leaders of the city. Lee thanked Committee Chair
White for her involvement as well as others in the Council.
Clerk Dawn Jones stated no one from the public is wishing to speak in favor or in opposition to
Bill No. 34-22.
Committee Member Sheila Niezgodski made a motion to send Bill No. 34-22 to the Committee of
the Whole with a favorable recommendation, which was seconded by Committee Member Lee.
The motion was carried out by a vote of four (4) ayes.
Committee Chair White stated Bill No. 34-22 will be sent to the Committee of the Whole with a
favorable recommendation.
With no further business, Committee Chair White adjourned the Residential Neighborhood
Committee meeting at 4:17 p.m.
