Committee Chair Lori Hamman called to order the Community Relations Committee meeting at 4:30 p.m. Clerk Jones responds with roll call of five (5) present. Committee Chair Hamman invites Angela Smith to present. Angela Smith, Zoning, 141h Floor City of South Bend, Informed the council on the Six (6) Text Amendaments as a working document. Update to keep zoning not a barrier to development through agricultural and perimeters. Committee Chair Hamman inquires about the limitations around building heights in the city. Angela Smith informs the chair that building heights are based on zones and districts. The downtown district has a higher level for building heights. Committee Member Henry Davis Jr., inquires about the aim of the zoning and the result of the updates. Angela Smith responds that zoning is based on the city of South Bend as well as updating the policy based on technology. The department pulls from a lot of communites for best practices. Communities in the state are reaching out to South Bend, Indiana, however, major zoning text amendments are ground breaking. Angela Smith responds that zoning success can be hard to measure, especially parking. Regular review of commercial plans is a practice in the department. Committee Chair Hamman inquires about any more questions from council. Council Member Troy Warner credits the zoning and annexation team of the city. Committee Chair Hamman inquires if citizen member James Snodgrass has any questions. Council Member Eli Wax commends Angela Smith over the zoning ordinances and innovative and easy to use management of the code. Anglea Smith informs the council that she will provide more details for more specific questions from the council. Committee Chair Hamman inquires to see the Sixty -Six (66) point spreadsheet in more detail. Angela Smith will email at the end of the week. The time frame to ask the planning commission to initate the ordinance is April 215t and to be in front of the council in May. Committee Chair Hamman responds that the update is the only business on the agenda; the Zoning and Annexation Committee is adjourned.
