The July 27, 1998 meeting of the Utilities Committee was called to order by its
chairperson,Roland Kelly, in the absence of Council Members Rod Sniedecki and Andy
Ujdak.
Persons in attendance included Council Members: Coleman, Kelly, Broden, Hosinski,
Aranowski, Varner, and Pfeifer. Jon Hunt, Bob Hunt, Jack Dillon, Larry McHugh, T.
Brooks Brademas,and Kathleen Cekanski-Farrand.
Council Member Kelly noted that the first item on the agenda was to review Resolution No.
98-125 which addresses the collection of recyclable materials in the City of South Bend.
Mr. Larry McHugh , the Chairman of the Citizens Advisory Committee, made the
presentation. He noted that the Solid Waste Management Board made a decision to go
forward with mandatory recycling for all county residents at their meeting of July 13,
1998. The county residents will pay $2.70 per month for this service and senior citizens
residing in the county will pay$2.25 per month. In light of the fact that the City of South
Bend has offered to do all billing for the recycling services, the per month charge will be
$1.76 for all residential homes and apartments with four units or more.
Mr. McHugh noted that there is a five year contract that will go into effect in that the rates
are good for five years; however there are pass-through provisions based on the labor
costs in Chicago which may impact such rates.
Council Member Kelly noted that he spends more gas taking his recyclables to the drop-off
points now and welcome to the program.
Council Member Varner noted that there is an inconsistency with regard to the rental units
between mandatory recycling and our local regulations. He noted that this should be
addressed.
Council Members Braden, a member of the Solid Waste Management Board, spoke in
favor of the proposed measure and thanked Mr. McHugh for his services on this important
program.
Since there was not a quorum of the Utilities Committee, no formal action was taken by the
Council Members present.
Under miscellaneous business, Mr. Jack Dillon provided two handouts , please see copies
attached, with regard to the concern raised at the last committee meeting by Mr. T. Brooks
Brademas. He noted that he had sent additional material to the Council President and the
Chairperson of the Utilities Committee, which Council Member Coleman said he would
share with the entire Council.
Mr. Dillon noted that Mr. Brademas' primary problem is that his service line has a "belly"
in it as opposed to a break. He sees this as a maintenance problem only.
There being no further business to come before the committee, the meeting was adjourned
at 4:00p.m.
