The Zoning and Annexation Committee

The October 12, 1998 meeting of the Zoning and Annexation Committee was called to
order by Council Member John Hosinski, Chairperson of the Committee at 4:00 p.m. in
the Council informal meeting room.
Persons in attendance included Council Members: Hosinski, Aranowski, Broden, Pfeifer,
Varner, Kelly, Sniadecki, and Coleman; Robert Hunt, Terry Bland, Eugenia Schwartz,
Ann Kolata,Mike Urbanski and Kathleen Cekanski-Farrand.
Councilmember Hosinski noted that the Committee was called at the request of Council
President Coleman to discuss the proposed zoning commitments for 4600 Cleveland Road.
Council President Coleman stated that he asked that this be placed on the Committee agenda
to create a "road map" for how Commitments would be handled. He further noted that he
desired to have "clarity of the process". As he mentioned at the September 28th Council
meeting, he stated that he believes the District Council Member, the Chairperson of the
Zoning and Annexation Committee, and the Council Attorney should be directly involved
in reviewing proposed Commitments.
The Council Attorney noted that she sent to Mr. Fedder, the attorney for Target Leasing,
Inc. which involves the Cleveland Road Commitment, a Memo on October 2, 1998 along
with a draft of the form to be utilized when preparing the commitment (copy attached). She
further noted that she had been in contact with James Voll of the Area Plan staff who was
unable to attend today's Committee meeting since it is a County holiday. He indicated an
interest in being at the informal meeting when proposed commitments are discussed. She
further noted that she had contacted Mr. Fedder's office on Friday and today and requested
a copy of his draft of the Cleveland Road commitment once he had prepared it.
The Committee recommended that once the informal meeting was held with the District
Councilmember,the Chairperson of the Zoning and Annexation Committee,a staff member
of Area Plan, the Council Attorney and the attorney or representative of the petitioner
seeking to make a commitment,that the commitment then be presented to the Zoning and
Annexation Committee for informational purposes prior to being formally acted upon by
the Area Plan Commission.
The Committee further recommended that the Cleveland Road commitment be sent to the
October 26th Zoning and Annexation Committee meeting.
There being no further business to come before the Committee,the meeting was adjourned
at 4:08 p.m.
