The November 23, 1998 meeting of the Public Works and Property Vacation Committee
was called to order by its Chairperson, Council Member David Varner at 3:30 p.m. in the
Council informal meeting room.
Persons in attendance included Council Members: Coleman, Aranowski, Kelly, Varner,
Pfeifer,Ujdak, and King; Robert Hunt,Jim Dodge,Terry Bland,John Oxian and Kathleen
Cekanski-Farrand.
Council Member Varner welcomed new 4th District Council Member Karl King to the
Committee meeting.
Council Member Varner noted that the first item on the agenda was to review Bill No. 92-
98 which would amend § 20-72 of the South Bend Municipal Code addressing "Methods
of Parking".
Council President Coleman stated that he sponsored the Bill with Council Member Pfeifer
at the request of Jim Dodge. Mr. Dodge then made the presentation. He stated that he is a
member of ABATE, the political action committee which is a motorcycle rights
organization. He noted that the Senate voted 95-0 on the measure, with the new state law
taking effect on July 1, 1998.
The Council Attorney noted that the ordinance is a housekeeping measure which adds
subparagraph (b)to § 20-72 which would permit a motorcycle to have its rear wheel to the
curb with the front tire facing the flow of traffic.
Following discussion, Council Member Aranowski made a motion, seconded by Council
Member Ujdak that Bill No. 92-98 be recommended favorably to Council. The motion
passed. Mr. Dodge added that the 18th Ride for Jerry's Kids brought in $ 148,000 this
year.
There being no further business to come before the Committee,the meeting was adjourned
at 3:40 p.m.
The meeting was then reconvened when James Voll and John Oxian entered the room. Mr.
Voll noted in response to a question raised by Council Member Varner that Memorial
Hospital withdrew its petition for a variance regarding its property adjacent to the Mar-Main
Arms Apartments. Mr. Oxian noted that the Historic Preservation Commission is
interested in designating the Mar-Main Arms Apartment complex an historic landmark.
The meeting was adjourned at 3:42 p.m.
