RESOLUTION NO. 0004-2022
A RESOLUTION OF THE BOARD OF PARK COMMISSIONERS OF THE CITY OF SOUTH
BEND, INDIANA, HONORING MAYOR STEPHEN J. LUECKE BY RENAMING
BROWNFIELD PARK “MAYOR STEPHEN J. LUECKE PARK”
WHEREAS, the Board of Park Commissioners (the “Board”) of the City of South Bend, Indiana
(the "City"), pursuant to Indiana Code §36-10-4-9, has exclusive control of all property within the City
used for park purposes; and
WHEREAS, Brownfield Park is located on Riverside Drive at Angela Boulevard in South Bend,
Indiana.
WHEREAS, Brownfield Park is a City park owned and operated by the Board and the City’s
Venues Parks & Arts Department (“Department”); and
WHEREAS, Mayor Stephen J. Luecke was the longest serving mayor in South Bend’s history
from 1997-2011; and
WHEREAS, Mayor Luecke initially served as a member of the South Bend Common Council
for nine years, representing the 1st District; and
WHEREAS, Mayor Luecke was first appointed to finish Mayor Joe Kernan’s term in 1997, he
was then reelected three times; and
WHEREAS, Mayor Luecke championed city neighborhoods and spearheaded two large-scale
redevelopment efforts - West Washington and Northeast – which transformed the neighborhoods and
received prestigious national honors; and
WHEREAS, Mayor Luecke’s most notable accomplishments as mayor included comprehensive
brownfield remediation efforts, the implementation of smart sewers and the restoration of the Morris and
Palais Royale; and
WHEREAS, Mayor Luecke renewed the City’s focus on the beauty of the St. Joseph River,
paving the way for many of the riverfront paths, development, and outdoor spaces we cherish today; and
WHEREAS, Mayor Luecke was crucial to South Bend’s renaissance and to improved quality of
life for all who call South Bend home; and
WHEREAS, in honor of Luecke’s dedicated service to the City of South Bend, the Department,
the Board, and Mayor James Mueller, desire to rename Brownfield Park “Mayor Stephen J. Luecke
Park”.
NOW, THEREFORE THE BOARD OF PARK COMMISSIONERS DOES HEREBY
RESOLVE that:
1. Brownfield Park shall forever be renamed Mayor Stephen J. Luecke Park.
2. This Resolution shall be in full force and effect from and after its adoption.
