I.SPECIAL MEETING
The Board of Public Safety met in a Special Meeting at 9:16 a.m. on Wednesday, December 7, 2022, with Board President Daniel Jones, and Board Members Darryl Heller, Lee Ross, and Al Kirsits present. Also present were Police Chief Scott Ruszkowski, and Attorneys Danielle Weiss. Board Clerk Theresa Heffner was also present. The meeting was held at the Auditorium, South Bend Police Department, 701 West Sample Street, South Bend Indiana AND virtually Microsoft Team at the

Due to technical difficulties, there was silenced audio for virtual attendees and the first portion of the meeting recording.
Board President Daniel Jones welcomed the public, called roll, and confirmed the presence of Board Members.
A. POLICE DEPARTMENT
1.APPROVE HIRING OF PROBATIONARY POLICE OFFICERSJuan ArcinedaLance BalsleyDakota BrinkTyler Deal
Robert KitchMarco MinelliDrake PauwelsTravis WaitsZachery Wells
Police Chief Scott Ruszkowski requested the Board approve the hiring of the above PoliceOfficers on a probationary basis effective December 7, 2022. Chief Ruszkowski stated theabove officers have met the requirements of the application process of the South Bend PoliceDepartment and graduated from the Northern Indiana Police Academy on Friday, November
18, 2022. Probationary Officer Zachary Wells was a sworn officer on the Michigan CityPolice Department from May 13, 2018 to December 6, 2022; therefore he was a lateral hire.Captain Kathy Fulnecky provided biographies of the officers highlighting their talents,achievements, education, and interests.
Therefore, upon a motion by Darryl Heller, seconded by Al Kirsits, and carried by a roll call,the Board of Public Safety approved the hiring of the above listed probationary officers.
2.SWEARING IN OF PROBATIONARY OFFICERSCity Clerk Dawn Jones administered the oath, and Chief Ruszkowski followed with the
badge pinning. President Jones thanked and congratulated the officers on behalf of theBoard.
B. ADJOURNMENTThere being no further business to come before the Board, upon a motion by Darryl Hellerseconded by Lee Ross and carried by roll call, the meeting was adjourned at 9:39 a.m.
