The July 14, 1997 meeting of the Community and Economic Development Committee was
called to order by its Chairperson, Council Member John Broden at 4:30 p.m. in the
Council informal meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden,
Varner, Ujdak, Coleman, Hosinski, Sniadecki; Beth Leonard, Mike Beitzinger, Carl
Littrell, Buddy Addis, Dennis Bamber, Lee Cotton, Mary Boothe, Bob Price, Mr.
Wojtysiak,Terry Bland,and Kathleen Cekanski-Farrand.
Council Member Broden noted that the first item on the agenda was to review Bill No. 60-
97 which would transfer $99,000 among different accounts within the Department of

Community and Economic Development Committee.
Beth Leonard made the presentation. She noted that program income,lease purchase and
Section 108 payment line items would be reduced with the total of $99,000 being
transferred to the following accounts CCA Building Rehab, HDC Reward, KO-OP 65
Operations, Dismas House Operations, and LaCasa de Amistad Roof Repairs. Following
discussion, Council Member Sniadecki made a motion seconded by Council Member
Pfeifer that Bill No. 60-97 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 97-49 which is a tax abatement for real property
requesting a reconfirmation of the Emerson Forest Development.
Mike Beitzinger,Economic Development Specialist,reviewed the Department report dated
June 25, 1997(Copy Attached) which noted that the overall cost of the development is 2.4
million dollars with each cost averaging$90,000. The report concluded that the petitioner
qualifies for a five year real property tax abatement under applicable law.
Mary Boothe then made a further presentation on behalf of BL Builders Inc. doing
business in Emerson Forest.
Following discussion, Council Member Coleman made a motion seconded by Council
Member Pfeifer that Bill No. 97-49 be recommended favorably to Council. The motion
passed.
The committee then reviewed Bill No.97-50 which is a 10 year real property tax abatement
request for Dennis Babmer Inc. doing business as The Woodwind and The Brasswind
located in the Industrial Park. Mr. Mike Beitzinger reviewed the June 30, 1997 report
(Copy Attached). The report noted that the petitioners distribute musical instruments and
accessories on a worldwide basis. Total project cost is over $4.4 million with 10 new
permanent jobs being created in the first year. The report concluded that the petitioner
qualifies for a 10 year real property tax abatement.

Mr. Dennis Bamber President of the company then showed an artist rendering of the
proposed new building.
Council President Kelly spoke in favor of the proposed tax abatement. Following
discussion, Council Member Coleman made a motion seconded by Council Member
Sniadecki that Bill No.97-50 be recommended favorably to Council. The motion passed.
The committee then reviewed Bill No. 97-51 which is a five year personal property tax
abatement request for Apollo Precision Machining Inc. located at 4085 Ralph Jones Dr.
Mr.Mike Beitzinger reviewed the June 17, 1997 report(Copy Attached). The report notes
that the petitioner is a production machine shop which manufacturers parts. New
equipment purchases will be$1,143,000. The project will create 8-10 new permanent full-
time jobs. With an annual payroll of$250,000. The report concluded that the petitioner
qualifies for a five year personal property tax abatement request.
Mr. Bob Price spoke on behalf of the petitioner. Mr.Mike Wojtysiak provided a handout
depicting website information for the petitioner.
Council Member Coleman spoke in favor of the proposed abatement.
Following discussion, Council Member Coleman made a motion seconded by Council
Member Pfeifer that Bill No. 97-51 be recommended favorably to Council. The motion
passed.
In response to a question raised by Council Member Pfeifer it was noted that Apollo
Precision Manufacturing Inc. has 40 women employed, 8 black women, 6 Hispanics, and
three Asian individuals as of June 25, 1997.
Under miscellaneous business, Council Member Varner suggested an update on the
Ethanol Plant in light of recent news items. Council Member Coleman noted that the
Business Development Corporation meets on July 24 and that information should be
forthcoming to the committee.
Following discussion,Council Member Broden adjourned the meeting at 5:15 p.m.
