The June 23, 1997 meeting of the Community and Economic Development Committee was called to order by its Chairperson, Council Member John Broden at 5:18 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, Varner, Ujdak, Coleman, Hosinski, Sniadecki; Mike Wojtysiak, Sue Hodgson, Mike Beitzinger, Terry Bland, Mike Urbanski, John Stark, Brad Toothacher, and Kathleen Cekanski-Farrand. Council Member Broden noted that the first item on the agenda was to review Bill No. 55- 97 which would appropriate$60,000 from the Economic Development State Grant Fund. Mr. John Stark made the presentation. He noted that the bill would appropriate funds for expenses related to conducting a feasability study for redeveloping the former Oliver Plow Works site. Following discussion, Council Member Coleman made a motion seconded by Council Member Sniadecki that Bill No.55-97 be recommended favorably to Council. The motion passed. The committee then reviewed Bill No.97-37 which is a five year personal property tax abatement request for General Sheet Mill Inc.located at 1902 South Main St. Mr.Beitzinger Economic Development Specialist reviewed the report dated June 17, 1997. It noted that the peritioner has been in business since 1922 and provides metal fabricated 1products to the lawn and garden industries. New equipment is estimated to cost$783,900. 0 new permanent jobs would be created the first year with 70 full time and part time jobs being maintained. It noted that the petitioner meets all of the abatement qualifications and criteria. Mr.Mike Wojtysiak spoke on behalf of the petitioner. Following discussion, Council Member Coleman made a motion seconded by citizen g Y - favorably n member Sue Hodgson that Bill No.97 37 be recommended favorab y to Council. The motion passed. Council Member Pfeifer questioned Mr. Wojtysiak as to minorities working for the company. The committee was advised that three woman and 22 minorities of which 10 are Hispanic and 10 are African-American are currently employeed. The committee then reviewed Bill No. 97-38 which is a five year real propery tax abatement request for G&M Properites located at 2216, 2222 and 2230 South Meade St. Mr.Mike Beitzinger,Economic Development Specialist reviewed the report dated June 13, 1997. It noted that the petitioner proposes to develop new family single residences in the Rum Village area. The cost would be in the low$60,006 range for a total project cost of Community and Economic Development Committee June 23, 1997 Page 2 $187,500. The report further noted that the petitioner satisfies all of the tax abatement criteria. Mr.Mike Urbanski gave further details on the proposed project. Following discussion, Council Member Coleman made a motion seconded by citizen member Sue Hodgson that Bill No. 97-38 be recommended favorably to Council. The motion passed. The committee Bill No.97-39 which is a five year personal property tax request for Herber Metal Treating of Indiana Inc. located at 802 South Fellow St. Mr. Mike Beitzinger reviewed the report dated June 17, 1997(Copy Attached). He detailed the new equipment which would be installed by the petitioner for a total project cost of approximately $700,000. He noted that the project includes the building of a four story office building to be owned and operated by Me morial Health Systems and a 650 space city owned parking garage. Total project cost is estimated to be over 20 million dollar with the Trammell Crow portion of the project estimated at 6.5 million dollars. Between 100 and 125 construction jobs would be created and 180-225 people would be employed by the tenants of the new building. The report noted that the petitioners satisfy all of the applicable tax abatement criteria. Mr.Brad Toothacher made a further presentation. He noted that it would be approximately 18 months before occupancy of the proposed new building. Following discussion, Council Member Pfeifer made a motion seconded by Council - recommended favorably to Council. The motion Sniadecki that Bill No.97 40 be eco Y Member passed.
