The April 28, 1997 meeting of the Personnel and Finance Committee was called to order by
its Chairperson, Council Member Sean Coleman at 4:37 p.m. in the council informal
meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden,
Varner, Ujdak, Coleman, Hosinski, Sniadecki; Sue Hodgson, Don Porter, Richard Hill,
Cathy Roemer, Ann Kolata, Bernie Kish,John Penney, Bruce Wicks, Mayor Luecke,Jon
Hunt,Marvell Mosley,and Kathy Cekanski-Farrand.
The first item on the agenda was to review Bill No. 30-97 which fixes annual
compensation for non-bargaining employees for calendar years 1996, 1997,and 1998.
Cathy Roemer, City Controller, made the presentation. She noted that she is making
recommendations on four positions namely the Director of Budgeting,the Director of City
Finance,the Director of Human Resources,and the elimination of the City Auditor position
and the elimination of the Deputy City Controller.
In response to a question raised by Council Member Varner it was noted that the number of
positions in the Department is between 23 to 25.
Council President Kelly complimented the new City Controller for her efficiency in her
Department and the recommended changes.
Following discussion, Council Member Aranowski made a motion seconded by Council
Member Varner that Bill No. 30-97 be recommended favorably to Council. The motion
passed.
Council Member Coleman then asked for an update from Mr. Bernie Kish,the Director of
the Football Hall of Fame. Mr.Kish introduced Mr.John Penney,Market Strategist. Also
introduced were Marvell Mosley and Bruce Wicks. Mr. Kish noted that the Director of
Fundraising position had not been filled.
Mr. Kish noted that the Legends Luncheon Series of which there have been three so far
have been very successful. It is anticipated that there will be four lunches prior to the Notre
Dame football games this fall. He also noted that the Heisman Golf Outing and Banquet is
set for June 20 and the 21 with the Enshrinement Festival to take place in August with
ESPN televising the event.
Council Member Pfeifer questioned the number of black coaches involved with the Football
Hall of Fame. It was also mentioned that one of the Heisman paintings is missing.
In response to a question raised by Council Member Broden that in order to have a pregame
event of IU and ND it must be sanctioned by the NCAA which is done every January.
However it is a very difficult process to have an additional game added to the schedules.
The potential income may be between $200,000-$300,000. Council Member Varner
suggested a National Sponsor for further enhancement of funds.

Mr.John Penney noted that there are a series of advertising materials utilizing Pathfinders
which have come up with the theme "Everybody Plays". He noted that special emphasis
will be on travel sections and newspapers, Chicago magazines, and National placements as
well as scouting events. Special events and sports celebrity appearances are also being
pursued. With regard to sales promotions announcements at the Chicago Cubs games are
also being pursued as well as an upgrading of the website for the Football Hall of Fame.
Marvell Mosley noted that an extra emphasis will also take place with the South Bend
Community School Corporation with regard to field trips for interdisciplinary interaction.
Council Member Pfeifer suggested scholarships and athletics with an emphasis on female
athletes also being emphasized.
Following further discussion,the meeting was adjourned at 4:27 p.m.
