Personnel and Finance Committee

The January 13, 1997, meeting of the Personnel and Finance Committee was called to
order by its Chairperson, Councilmember Sean Coleman, at 5:10 P.M. in the Council
informal meeting room.
Persons in attendance included Councilmembers: Kelly, Pfeifer, Aranowski, Varner,
Ujdak, Coleman, Sniadecki; Jeff Rinard, Phil St. Claire, Bill Carleton, Susan O'Conner,
Don Porter and Kathleen Cekanski-Farrand.
The first item on the agenda was to review Bill No. 107-96 which proposes to close the
Abandoned Vehicle Fund and the Unsafe Building Fund.
Mr..Jeff Rinard made the presentation. He stated that the State Board of Accounts has
recommended that both of these accounts be closed and that their balances be transferred
into the General Fund. If this takes place, $230,758.00 of the Unsafe Building Fund and
$108,604.75 of the Abandoned Vehicle Fund would be transferred to the General Fund.
Following discussion, Councilmember Aranowski made a motion, seconded by
Councilmember Sniadecki that Bill No. 107-96 be recommended favorably to Council.The
motion passed.
The Committee then reviewed Bill No. 110-96 which would create the Recreation
Department Non-reverting Fund. Mr Phil St. Clair, Superintendent of Parks, greeted the
new Council members and introduced Mr. Bill Carleton and Susan O'Conner to the
Committee members. Mr. Carleton noted that the creation of this non-reverting fund for
income and expenses is related solely to certain self-supporting programs and activities
conducted by the Recreation Department. Ms. O'Conner then handed out copies of the
relevant State Law and the twenty-two (22) non-reverting accounts which are self-
supporting(copy attached).
Mr Rinard stated that this is appropriate for the Council to create such a fund and it would
be similar to other self sustaining programs in funds created which Councilmember
Coleman detailed in examples related to the golf course operation.
Councilmember Pfeifer questioned whether meetings would be forthcoming on the
Kennedy Pool situation in the planning. She asked to be specifically contacted on this
project. Councilmember Coleman suggested that the Parks Committee may want to look
into the matter further.
Following discussion, Councilmember Sniadecki made a motion, seconded by
Councilmember Aranowski, that Bill No. 110-96 be recommended favorably to Council.
The motion passed.
Councilmember Coleman then requested the Council Attorney to briefly review the
procedures governing Public Hearings at tonight's Common Council Meetings.
Following further discussion and comment, the meeting was adjourned at 5:30 P.M.
