Zoning and Annexation Committee

The December 8, 1997 meeting of the Zoning and Annexation Committee was called to
order by its Chairperson, Council Member John Hosinski at 3:30 p.m. in the Council
informal meeting room.
Persons in attendance included Council Members: Hosinski,Aranowski,Broden,Pfeifer,
Varner,Ujdak and Coleman; Ann Kolata,Dough Carpenter,Bruce Metzger,Terry Bland,
John Byorni, the President of a Neighborhood Association and Kathleen Cekanski-
Farrand.
Council Member Hosinski noted that the first item on the agenda was to review Bill No.
95-97 which is a rezoning request for the property located at 1002 South
Twyckenham/1506 Ruskin.
Mr. Byorni noted that the proposed rezoning received an unfavorable Staff
recommendation and a favorable Area Plan recommendation.
Mr. Metzger made the presentation. He noted that his requesting a zone change to allow
the property to be used as a duplex. The property has been most recently used as an office
and a residence.
Council Member Ujdak noted that he is known the Metzger's for 17 years and supports the
rezoning requests. He stated that returning the property to a residential use should help the
overall property and the area. He believes that is does not set a precedent.
Council Member Hosinski noted that the house was built for the exact purpose for which
the petitioner seeks, namely a duplex. He does not see this as having a detrimental effect
on the neighborhood,and sees it more as returning the property to is natural use.

Citizen Member Doug Carpenter agreed with the comments of Council Members Ujdak and
Hosinski. Following further discussion, Citizen Member Doug Carpenter made a motion,
seconded by Council Member Broden, that Bill No. 95-97 that Bill No. 95-97 be
recommended favorably to Council. The motion passed.
There being no further business to come before the Committee,the meeting was adjourned
at 3:45 p.m.
