1. The hearing was called to order by the Hearing Officer at 1845 hours.
A. Hearing regarding Habitual Animal Offender residing at 502 East
Irvington, South Bend.
B.Respondents are Aisha Johnson and Tierre Dean.
C. File was opened in April 2017.
2. Service was made and accepted by Hearing Officer.
3. Tom Panowicz called Officer Michaels to give testimony regarding the
dog.
A. April 2017 was first dog bite reported.
B.Six months later another bite was reported.
C.SBARC finally took the dog due to being malnourised and left in
the cold December 2021.
D.There was an incident of dogs being at large in August of 2021
with SBARC citing them for no breeder’s permit.
4.Respondents were a no show.
5.A motion was made by the Commission to pass a lifetime ban along with
making them Habitual Animal Offenders under the ordinance.
A.Motion carried.
